Short answer: FPSC announced the withheld written results of 505 CSS CE-2026 candidates on 18 September 2026. Only 2 roll numbers are in the qualified list (Annex-A). We counted 503 in the non-qualified list (Annex-B). Even a pass confers no right to proceed. Eligibility is scrutinised first, and failing it cancels the candidature.

For weeks, 505 candidates and their parents waited for a number that never came. The written result had been withheld because FPSC found them ineligible under the CSS rules. Then a notice appeared on the FPSC website with two lists attached.

The headline, "Announcement of Withheld Result", sounds like good news. The lists tell a different story. We opened the public notice and both annexes on 11 October 2026 and read them in full. This guide explains what the notice says, what the two lists mean and what to do next.

FPSC withheld 505 written results for ineligibility under the 2019 rules

The notice says the written results of 505 candidates were withheld because of ineligibility under the CSS Competitive Examination Rules, 2019. The candidates and their parents then sent repeated representations. The Full Commission held a special meeting, its 183rd, and decided to announce all the withheld results.

The decision came with three conditions, set out in the notice. We list them in the next section. The notice is numbered F.2/23/2026-CE and dated 18 September 2026. It was posted on the FPSC web notice list the same day, with an expiry date of 18 October 2026.

Announcing a result does not make you eligible

The first condition is that the announcement itself confers no right to claim eligibility or to proceed to any later stage. So a result number is not a clearance. Eligibility still has to be proved to the Commission, and the notice says that happens by "detailed scrutiny".

Condition in the noticeWhat it means for you
Announcement confers no right to eligibility or to any later stageA written result alone does not put you in the medical or viva voce
Ineligible on scrutiny: candidature cancelled under Rule 11(20)This applies even if you appeared in and qualified the written exam
Fail to establish eligibility: no medical, psychological assessment or viva voceYour final result stays withheld under Rule 16(6)

The second condition is the harsh one. A candidate found ineligible after scrutiny loses the candidature, whether or not they passed the written papers. The third condition says the final result stays withheld for anyone who cannot establish eligibility.

The two annexes hold 2 qualified and 503 non-qualified roll numbers

Annex-A has 2 roll numbers under the heading "Qualified". Annex-B has 503 roll numbers over 10 pages under "Non-Qualified". Together they come to 505, which matches the notice. Both annexes say the lists are subject to Rule 11(20) and related prerequisites.

The annex headings also carry the word "(Rejected)" in brackets. The notice does not explain that wording. We read it as meaning the candidate is part of the group whose result had been withheld. Take that as our reading, not FPSC's.

The lists give roll number and name. We have not published any of them here. Search the PDF on the FPSC page for your own roll number.

None of the 505 roll numbers is in the first medical schedule

We compared the roll numbers in both annexes with the 477 roll numbers in FPSC's Phase 1 medical schedule, which was posted on 16 September. None of the 505 appears in it. So the withheld group had not been called for a medical when the lists came out.

The medical steps and challans are in the CSS CE-2026 medical checklist. The 18 September notice does not say when, or whether, a later medical schedule will include anyone from the withheld group.

What to do if your roll number is on the list

Find your roll number in both annexes first. Then keep your eligibility papers ready and watch the FPSC web notices. The notice does not say how or when the scrutiny will be done, and we did not find a separate scrutiny schedule on the FPSC news list on 11 October.

  1. Open the FPSC website and go to the web notices list.
  2. Open "CSS CE-2026 Announcement of Withheld Result" and download the public notice, Annex-A and Annex-B.
  3. Search each file for your six digit roll number.
  4. Read the reason for your original ineligibility, as FPSC told you by web notice, email or SMS.
  5. Collect the originals and attested copies that answer that reason, and check the notices daily.

The notice does not mention a representation or appeal for this group. FPSC has a general route for candidates it rejects, with a Rs 500 fee, explained in the FPSC representation guide. Whether that route applies to a withheld CSS result is not stated in the notice. Ask FPSC directly before you rely on it.

Trust only FPSC's own channels for this news

Chat groups may say the 505 candidates have "passed". The notice says otherwise. Use the FPSC website for the lists, and treat any message asking for a fee or a CNIC photo as suspect. The channels FPSC itself uses are in how FPSC contacts candidates.

The next CSS cycle is already open, with its own dates. See the CSS 2027 schedule for how to apply.

Common questions

Did FPSC pass the 505 withheld CSS CE-2026 candidates?

No. FPSC announced the results, and its lists show 2 roll numbers qualified and 503 non-qualified, by our count. Even a qualified roll number only means the written part was passed, subject to eligibility scrutiny.

What does "withheld result" mean in the CSS exam?

It means FPSC did not declare the written result of a candidate because it found the candidate ineligible under the CSS Competitive Examination Rules, 2019. Here, 505 candidates were in that position.

Can a candidate who passed still be cancelled?

Yes. The notice says an ineligible candidate has the candidature cancelled under Rule 11(20), whether or not they appeared in or qualified the written examination.

Who decided to announce the withheld results?

The Full Commission, in its 183rd meeting, after a special meeting was called to consider representations from the affected candidates and their parents.

Will a candidate with a withheld result get the medical exam?

Only if the candidate establishes eligibility. The notice says anyone who fails to do so is not allowed in the medical examination, psychological assessment or viva voce, and the final result stays withheld.

Where is the official list?

It is on the FPSC website in the web notices list, titled "CSS CE-2026 Announcement of Withheld Result", with the public notice and the two annexes as PDFs.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the FPSC public notice No. F.2/23/2026-CE of 18 September 2026, Annex-A and Annex-B, and the medical schedule notice on the FPSC website on 11 October 2026. We counted roll numbers in the annexes ourselves. We did not contact FPSC.
