Balochistan E-Bike Scheme: Rs 52,500 Subsidy and How Stage 2 Works

The Balochistan E-Bike Scheme ballot is over. Its official portal, ebikes.finance.gob.pk, is now running Stage 2, where selected applicants fill in a National Bank of Pakistan (NBP) loan form. The bike costs Rs 175,000. The government pays a 30 per cent subsidy of Rs 52,500, you pay Rs 17,500 upfront, and NBP finances Rs 105,000.

The portal's own notice gave 21 September 2026 as the last date to finish the Stage 2 form. When we checked on 22 September 2026, the form still showed as open for all districts. Slots were still being claimed that morning. We read the portal's eligibility page and its public status data on 22 September 2026, and all figures below come from there.

Where the Balochistan e-bike scheme stands

The scheme offers 20,000 electric bikes across Balochistan. The official ballot was published on 30 June 2026.

That last row matters. Stage 2 slots are "secured as applications are completed", in the portal's words. Being a ballot winner does not hold your bike. Finishing the NBP form does.

What a Balochistan e-bike costs you

The eligibility page sets out the full cost:

• Bike price: Rs 175,000.
• Government subsidy, 30 per cent: Rs 52,500.
• Your advance, 10 per cent: Rs 17,500, paid upfront.
• NBP loan, 60 per cent: Rs 105,000.
• Insurance: 5 per cent of the invoice price, paid upfront, on top. On a Rs 175,000 invoice that is Rs 8,750 by our arithmetic.

You then choose how to repay the loan:

• 1 year at 15 per cent a year: Rs 9,477 a month, Rs 113,724 in total.
• 2 years at 17 per cent a year: Rs 4,773 a month, Rs 114,552 in total.

The portal calls this a fixed price that never increases. It also says any deposit is made into NBP only. Never pay a dealer, an agent or a private account.

Who can get a Balochistan e-bike

The eligibility page lists these rules:

• Age 18 to 65 when you apply. The page says NBP raised the upper limit from 55 to 65 in August 2026.
• Permanent resident or domicile holder of Balochistan.
• A valid motorcycle driving licence. A learner licence is also accepted.
• Gross income of at least Rs 50,000 a month, yours and a co-borrower's together.
• A valid CNIC.
• No earlier benefit from any Government of Balochistan subsidy scheme.
• One guarantor for one applicant. A guarantor already on another application cannot stand for you.

The Stage 2 form adds that NBP needs a permanent Government of Balochistan employee as guarantor. It does not accept contract, temporary, retired, federal government, army or private employees. The guarantor must sign an affidavit on stamp paper agreeing that unpaid loan money can be cut from their salary. You also give NBP five signed, undated cheques.

There are three categories: working women, students and general public. The eligibility page describes all three in terms of women applicants, while the results list 19,018 green bikes against 1,003 pink ones. The page does not explain this, and we could not confirm who the green bikes are for.

How to complete Stage 2 on the NBP form

1. Open ebikes.finance.gob.pk. Note the address ends in gob.pk, not gov.pk. That is correct for Balochistan.
2. Choose Status and enter your CNIC, or your ballot number in the format BAL-2026 followed by five digits.
3. Open the Stage 2 form and log in with the CNIC you applied with.
4. Fill in your income and employment details, your address and your preferred NBP branch.
5. Upload your documents. For every applicant: CNIC, Balochistan domicile, photo, driving or learner licence, income proof, five signed undated cheques and the guarantor's papers. Students add an enrolment letter and fee challan or student card.
6. Add your guarantor's CNIC, salary slip or service certificate and the signed affidavit.
7. Submit. You can save a draft and come back until NBP starts checking your file.

The portal says that once NBP's process is complete, the bike is handed over within two days.

Guarantor problems and complaints

On 20 August 2026 the portal posted a notice for Quetta. Some applicants had named the same guarantor. Only those named on the portal's "Check Your Name" list must add a new guarantor and resubmit. The notice says anyone on that list who does not will have their application rejected.

For a wrong CNIC, a missing branch or a form that fails, use the Complain section. Winners, and applicants whose seat was forfeited, can file a complaint using either their CNIC or ballot number. The portal says only NBP will contact you officially.

Warning about e-bike payment fraud

Every payment in this scheme goes to NBP. If someone calls to say you won and asks for a "processing fee" by JazzCash or Easypaisa, it is not from the scheme. The portal shows only the first five and the last digit of a CNIC in public lists, so a caller reading out your full CNIC did not get it from the results page.

If you are not in Balochistan, other schemes exist. The federal PAVE electric bike scheme covers the whole country, Punjab runs a student e-bike scheme, and Sindh has a pink scooty scheme for women. If you still need a licence, apply for a driving licence first.

Can I still apply for the Balochistan e-bike scheme?

The ballot is finished and Stage 2 is for selected applicants. We saw no notice of a new registration round on the portal. The portal's closing notice said 21 September 2026, though the form still showed as open on 22 September.
