How to Apply for the PAVE Electric Bike Scheme

PAVE pays Rs 50,000 on an e-bike bank loan or refunds Rs 80,000 if you pay in full. How to apply, and how far applications have got.

Correction, 2 October 2026: an earlier version said the Rs 80,000 and Rs 400,000 subsidy figures were not on the programme's page. They are. pave.gov.pk lists them for buyers who pay the full price themselves. The details are below.

The government's electric bike scheme has two subsidy routes. Take the interest free bank loan and the subsidy is Rs 50,000 on an e-bike. Pay the full price yourself and the government refunds Rs 80,000 to your bank account. We read the programme's page on 29 August and again on 2 October 2026.

PAVE stands for the Pakistan Accelerated Vehicle Electrification Programme. It is run by the Ministry of Industries and Production, and its site is pave.gov.pk. Everything in the next two sections comes from that page.

What the official page offers

The programme is split into two vehicle categories with quite different terms, and mixing them up is the first mistake people make.

The site describes the balance after the subsidy as interest free easy installments, and says distribution is nationwide and open to all citizens of Pakistan including Azad Jammu and Kashmir and Gilgit Baltistan, through an e-balloting system. It gives a helpline number, 1048.

The portal offers two financing paths, and each one pays a different subsidy. Rs 80,000 on a bike and Rs 400,000 on a rickshaw apply to self finance. Rs 50,000 and Rs 200,000 apply to the bank lease route. Both sets of figures are on pave.gov.pk.

On self finance, you pay the manufacturer the full price by bank draft or pay order. The bike is handed over within 60 days. You then upload the invoice, your bank details and the Excise registration papers, and the government transfers Rs 80,000 for a bike or Rs 400,000 for a loader or rickshaw to your bank account after checks.

On the bank lease route, a partner bank pays the manufacturer. The portal says the bank disburses Rs 200,000 for a bike with the Rs 50,000 subsidy, and Rs 880,000 for a rickshaw or loader with the Rs 200,000 subsidy, which differs from the Rs 1,100,000 limit shown elsewhere on the page. You repay in monthly installments at 0% markup.

The bigger refund needs the full price in hand, so most buyers take the bank route. We worked through the cost of each route on a Rs 250,000 e-bike under the PM electric bike scheme.

Treat the amounts as something to confirm rather than assume. The same page still carries a banner saying registrations will open on 1 September 2025, which is the original launch, so the site is not a reliable guide to the current round's dates even where it is reliable on the terms.

How far applications actually get

This is the part worth knowing before you plan around a bike. The Finance Division publishes progress figures, and we read its press release on 29 August 2026.

By mid August, more than 83,000 applications had been received under PAVE, around 15,800 had been approved, and nearly 4,000 loans had been disbursed. Electric vehicles delivered had more than tripled since June, from 471 to over 1,500.

The direction is upward and the release records approvals rising about 24 per cent and disbursements about 34 per cent since June. But an approval is not a disbursement and a disbursement is not a bike in your hand, and the numbers show how much room sits between those stages. Apply if it suits you, and do not sell your existing transport on the strength of an approval letter.

Applying, and the address bar

Applying to the PAVE electric bike scheme through pave.gov.pk

Registration is done on the portal itself, which carries a login, a partner banks page, a partner companies page, a balloting result page and a downloadable loan calculator spreadsheet.

Before you type anything, check the address. The programme's own site is pave.gov.pk. We also found sites at epave.org.pk and pavegov.org.pk that were reachable on the same day and are not the programme's site. One of them uses the words pave.gov.pk in its own page title.

Those are ordinary information sites as far as we can tell, and we are not suggesting anything more than that. The point is narrower: a government scheme that asks for your CNIC deserves the government address, typed rather than tapped from a search result. A domain ending in .gov.pk is the government one, and a .org.pk that looks similar is not.

What to have ready

The scheme runs through partner banks, so this is a loan application as well as a subsidy application, and it is assessed like one.

Have your valid CNIC, your proof of income and your existing bank details together before you start. If your CNIC has lapsed, that stops everything, and our guide to renewing an expired CNIC covers it. Expect the bank to run an affordability check rather than approve on the subsidy alone.

Read the installment schedule on the loan calculator before you commit. Interest free is not the same as cost free, and you should know the monthly figure and the term before you sign anything.

After the bike arrives, it still needs registering

A subsidised electric bike is a motor vehicle like any other and the paperwork does not come with it. Registration, the number plate and the biometric step are separate, and they are handled by the Excise and Taxation department in your province.

Provincial schemes are separate from this one

PAVE is federal. Provinces run their own electric two wheeler schemes with their own quotas, portals and amounts, and a rule you heard about one does not transfer to another.

Common questions about the PAVE scheme

How much is the subsidy on an electric bike?

Rs 50,000 if you take the interest free bank loan, which goes up to Rs 250,000. Rs 80,000, refunded after delivery, if you pay the full price yourself. Both are on the programme's page.

Who can apply?

The site says citizens aged 18 to 65 for two wheelers and 21 to 65 for three wheelers, nationwide including Azad Jammu and Kashmir and Gilgit Baltistan.

Is there a quota for women?

The page states a 25 per cent quota for women on the two wheeler category.

What are my chances?

The Finance Division reported more than 83,000 applications, around 15,800 approvals and nearly 4,000 loans disbursed by mid August 2026.

Which website is the real one?

pave.gov.pk. Other sites with similar names exist and are not the programme's own portal.

Do I still have to register the vehicle?

Yes. Registration, the plate and the biometric step are separate and handled by your provincial Excise department.

On 2 October 2026 we read pave.gov.pk again: the Rs 80,000 and Rs 400,000 subsidies are listed there for the self finance route, and the Rs 50,000 and Rs 200,000 subsidies for the bank lease route. Our earlier statement that the higher figures were not on the page was wrong and has been corrected. The homepage still displays a banner announcing registrations opening on 1 September 2025, so confirm the current round and its dates on the portal or the 1048 helpline before applying. We did not reach the Ministry of Industries and Production for comment.
