The Prime Minister's Apna Ghar scheme had paid out 15,584 home loans worth about Rs 91 billion by 28 October 2026, while 86,896 applications worth Rs 511 billion have been approved. The figures came from the sixth Access to Finance meeting, chaired by Finance Minister Muhammad Aurangzeb, which also gave new numbers for the PAVE electric bike scheme and the Zarkhez-e farm loan. Below are all three, how much each moved in three weeks, and what they mean if your own application is waiting.

We read the government release on the meeting, dated 28 October 2026, on 31 October. We compared it with the release on the fifth meeting held on 7 October, which we covered when Apna Ghar had paid Rs 76 billion.

Apna Ghar has paid Rs 91 billion to 15,584 borrowers

By 28 October, 15,584 Apna Ghar loans worth about Rs 91 billion had been disbursed. That is 2,370 more loans and about Rs 15 billion more than on 7 October. Approvals now stand at 86,896 applications worth Rs 511 billion.

The gap between approved and paid is wide. On our arithmetic, 71,312 approved applications, worth about Rs 420 billion, had not yet been paid out. Three weeks earlier the unpaid approved amount was put at Rs 350 billion. So approvals are growing faster than payments.

The minister praised progress in housing finance and Apna Ghar in particular. The committee also discussed speeding up disbursement and fixing housing supply, including finance for builders, developers and houses still under construction. If you have not applied yet, the bank steps are in our guide on how to apply for the Apna Ghar housing loan.

The change column is our own arithmetic from the two official releases.

PAVE has delivered 3,263 electric bikes and rickshaws

The PAVE electric vehicle scheme had approved 21,918 applications worth about Rs 3.06 billion. It had paid 5,506 loans worth Rs 1.093 billion and delivered 3,263 electric two and three wheelers. Deliveries rose by 538 in three weeks.

Put another way, about one in seven approved buyers has a vehicle so far. That is our arithmetic: 3,263 delivered out of 21,918 approved. If you were approved and are still waiting, the delivery and lender steps are in our guide to the PAVE electric bike scheme.

Zarkhez-e has paid 6,132 collateral-free loans to small farmers

Under the Prime Minister's Zarkhez-e Asaan Zarai Qarza scheme, 20,176 applications worth Rs 8.674 billion had been approved. Of these, 6,132 collateral-free loans worth about Rs 2.34 billion had reached smallholder farmers by 28 October.

So fewer than one in three approved farm loans has been paid. Again, that is our arithmetic. The minister asked banks and agencies to move with more urgency on farm and small business lending, and to speed up disbursement. Farmers who want to apply can follow our guide to the Zarkhez-e farm loan.

Small business and farm credit totals were also reported

Outstanding SME finance reached Rs 1.148 trillion on 23 October 2026, including Rs 538 billion for small enterprises. Farm credit outstanding was Rs 1.329 trillion with about 3.5 million borrowers. Housing finance outstanding was Rs 455 billion across 241,500 borrowers.

An approved applicant should ask the bank for a disbursement date

An approval is not a payment. If your Apna Ghar, PAVE or Zarkhez-e loan was approved weeks ago and nothing has arrived, contact the bank branch that approved it, ask what document or step is pending, and get the answer in writing.

  1. Find your approval message or letter and note the reference number and date.
  2. Call or visit the branch that processed the application, not a general helpline first.
  3. Ask which step is pending: valuation, legal check, builder papers, vehicle supplier or insurance.
  4. Submit any missing paper the same week, and keep a receiving stamp or email reply.
  5. If the bank does not answer within a reasonable time, complain to the bank in writing before going to the State Bank.

Do not pay any agent who promises to "speed up" a government loan. These schemes are run through banks, and no fee is paid to a middleman.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 31 October 2026. Every figure for 28 October comes from the Press Information Department release on the sixth Access to Finance Steering Committee meeting, dated 28 October 2026, which we read in full. The meeting was held at the Finance Division, whose site we also opened. The 7 October figures come from the release on the fifth meeting, as recorded in our earlier report. All change figures, the unpaid approved amount and the shares are our own arithmetic. We could not verify individual bank processing times, and the release did not say how many approved applicants have been refused later or withdrew.
