Apna Ghar Has Paid Rs 76 Billion to 13,214 Borrowers in Pakistan, Rs 350 Billion Still Waits

The Finance Minister's 7 October review shows Apna Ghar paid Rs 76 billion, Zarkhez-e farm loans reached Rs 2.1 billion and PAVE delivered 2,725 vehicles.

Pakistan's Finance Minister reviewed national lending on 7 October 2026 and the figures show where loan schemes stand. The Apna Ghar housing programme has paid out Rs 76 billion to 13,214 borrowers, while approved loans worth Rs 350 billion are still waiting for money. Zarkhez-e farm loans have reached Rs 2.1 billion, and PAVE has delivered 2,725 electric vehicles.

Senator Muhammad Aurangzeb chaired the fifth meeting of the Access to Finance Steering Committee at the Finance Division. The Press Information Department published the release the same evening. We read it in full. Below is what the numbers say for an ordinary borrower, a farmer or a small business owner, and what they do not say.

One point first. These are government figures from a committee meeting. They are not a promise that your own application will move faster.

Housing finance grew by Rs 103 billion in three months

Outstanding housing loans rose from Rs 323 billion in June 2026 to Rs 426 billion by the end of September. The number of borrowers reached 231,550. Under the Prime Minister's Apna Ghar programme, Rs 76 billion has been paid to 13,214 borrowers so far.

Divide the two and each Apna Ghar borrower received about Rs 5.8 million on average. That is our arithmetic, not a figure in the release. The more important number is the second one. Loans worth Rs 350 billion are approved and waiting to be paid out. That is more than four times what has been disbursed.

So the queue is long. If you were approved and have heard nothing, you are not alone. The committee also talked about builder finance, because a scheme that only funds buyers runs into a shortage of homes. The Finance Minister asked for a framework to finance developers and builders. Apna Ghar housing programme: 13,214 borrowers paid so far

Farm lending reached Rs 1.35 trillion and Zarkhez-e paid Rs 2.1 billion

Outstanding agriculture finance grew by Rs 94.7 billion, from Rs 1.26 trillion in June to over Rs 1.35 trillion at the end of September. Borrowers rose by 196,303 to about 3.46 million. Under the Zarkhez-e-Asaan Zarai Qarza scheme, 5,563 loans without collateral have been paid, worth Rs 2.1 billion.

Divide the two and the average Zarkhez-e loan is about Rs 378,000. The maximum is Rs 1 million for a landowner. Our own page shows how to apply for a Zarkhez-e farm loan, the Rs 1,200 fee and the markup each bank charges.

The committee said livestock, fisheries and other underserved parts of farming need more credit. The Finance Minister asked for proposals with the State Bank on a financing framework, including a possible restructuring of existing institutions. That is a direction, not a decision.

Small business lending rose Rs 23 billion and is far from its target

Outstanding SME finance rose from Rs 1.114 trillion in June to over Rs 1.137 trillion at the end of September. Borrowers grew by more than 25,000 to about 350,862. The government wants Rs 2 trillion and 775,000 borrowers by June 2028.

The gap is large. The release does not say so, but the arithmetic is simple: the book grew about 2% in three months and has to almost double. The Finance Minister said microfinance institutions need to be on a level footing with banks, and asked SMEDA, the State Bank and lenders to merge their work into one action tracker with owners and dates. PAVE approved 17,262 applications but delivered only 2,725 vehicles

Under PAVE, the electric two and three-wheeler scheme, 17,262 applications worth Rs 2.54 billion have been approved. By the end of September, 4,839 loans worth Rs 975 million had been paid, and 2,725 electric vehicles had reached customers.

That means about 28% of approved applications had been paid, and about 16% had become a vehicle at the door. The Finance Minister told the officials to focus on turning approvals into deliveries and to fix the bottlenecks. An approval is not money in hand, so keep your paperwork ready

Release depends on the bank, its funding and your documents. Keep your approval letter, your application number and every message. Ask the bank branch in writing for the expected date.

  1. Note your approval date and application number.
  2. Ask your bank for the release date in writing.
  3. Check your documents are current, such as your CNIC and any property papers.
  4. If the bank does not answer, complain to the bank first, then to the State Bank.
  5. Do not pay anyone to speed it up. No scheme charges an agent fee.

The committee also said that government-backed schemes must stay commercially sound and aimed at real gaps, and should not turn into long-term subsidy. That points to tighter targeting ahead, though no new rule was announced.
