Pakistan Airport Immigration: 5 FIA Counter Steps and the Exit Stamp to Check
FIA's Travel Guide lists five checks at a Pakistani airport immigration counter. See what is stamped, who may offload you and where to report staff errors.

At a Pakistani airport, FIA immigration checks your passport and visa, asks questions about identity, enters your details in the computer, checks the stop list, and stamps "Exit" on your passport and the back of your boarding pass. Make sure both stamps are there before you walk away.
The queue moves fast and the officer's hands move faster. Many passengers take the passport back and walk off without looking. FIA's Travel Guide describes, step by step, what its staff are meant to do at departure, and it says any gap is "non-conforming" and should be reported. We opened the FIA Travel Guide page and PDF at fia.gov.pk on 15 October 2026 and read the departure section. This page lays it out so you know what is normal.
Five checks happen at the immigration counter
FIA lists the counter role in five points: check that the passport or travel document is genuine and valid, ask identity questions, enter passenger details in the computer, check the stop list, and put the exit stamp on the passport and the reverse of the boarding pass.
The guide says that if a name is on the stop list, staff verify it with the placing authority and act as that authority's conditions say. The system behind these checks is the Integrated Border Management System, which FIA calls IBMS.
| Step | What the officer does |
|---|---|
| 1 | Checks the passport or travel document is genuine and valid |
| 2 | Asks questions to confirm identity and visa |
| 3 | Enters passport and passenger details in the computer |
| 4 | Checks the name against the stop list |
| 5 | Stamps Exit on the passport and boarding pass |

A second officer re-checks your documents before the lounge
FIA says a second appointed immigration officer re-checks your travel documents to confirm they are genuine and valid, and that the counter staff followed the procedure. If satisfied, the officer clears you to the departure lounge.
This is a general re-check. It is not a second interview for everyone. In practice it can look like a short look at the passport and boarding pass near the gate. If you are asked to step aside, ask politely for the reason.
The exit stamp on both passport and boarding pass proves you left
FIA's guide tells you to make sure officials stamp "exit" or "entry" on your passport each time you cross, both leaving and arriving. If a stamp was missed and not fixed at the time, you may apply to an Immigration Office and have it affixed with proof.
Why care? A missing stamp leaves a gap in your travel record, and FIA tells you to fix it. Its IBMS system recorded about 22.65 million travellers in 2025, so every crossing becomes a record.
- At the counter, hand over the passport and boarding pass together.
- Watch that the officer stamps both.
- Look at the stamp date before you walk away.
- If a stamp is missing, ask for it at once.
- If you only notice later, take your documents to an Immigration Office and ask for it to be affixed.

Genuine documents mean staff may not offload you
FIA's guide says that if your passport and visa are genuine and valid, and nothing appears to be misdeclared, immigration personnel are not authorised to offload you or stop you. Any official who misuses authority without a valid reason faces departmental proceedings.
If you are offloaded anyway, the Shift In-Charge personally tells you the reasons, according to the guide. Keep a note of the officer's name, the time and the reason given. The FIA document checklist to avoid being offloaded shows what to carry, and the standing order on offloading on verbal orders explains what you can ask to see.
Report any deviation to the supervisory staff on duty
FIA says any deviation from the prescribed role should be brought to the supervisory staff on duty straight away. For a complaint that is not solved at the airport, it names the officer in charge of the airport. Each airport's Immigration Wing is headed by a Deputy Director FIA.
Stay polite and keep it factual. FIA's headquarters lists an email, complaints@fia.gov.pk, and phone lines 051-111-345-786 and 1991 on its home page. Write down the flight number and time, so a later complaint can be matched to the shift.
Common questions about the departure counter
What does FIA stamp at departure?
FIA says the exit stamp goes on your passport and on the reverse of your boarding pass.
Who checks the stop list?
The counter staff check your name against it. If you are listed, they verify with the authority that placed you there.
Can an officer offload me with genuine documents?
FIA's guide says not, if the documents are genuine, valid and no misdeclaration is found.
Who tells me why I was offloaded?
The Shift In-Charge personally informs the passenger of the reasons, according to the guide.
What if my exit stamp is missing?
Apply at an Immigration Office with supporting documents, and FIA says the stamp can be affixed.
Where do I complain about the counter staff?
Start with the supervisory staff on duty, then the officer in charge of the airport.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 15 October 2026. The counter steps, the stamp rule and the offloading statement come from the FIA Travel Guide page and PDF at fia.gov.pk/travel, which we opened on that date. The 22.65 million figure is from FIA's Annual Administration Report 2025 on the same site. The PDF guide has no issue date, and we did not watch a counter in operation.
