How to Avoid Being Offloaded at a Pakistani Airport: FIA Document Checklist

Carry the visa, return ticket, hotel proof and a reason for travel. FIA facilitation desks and helplines can check them first. See what to do if stopped.

To avoid being offloaded at a Pakistani airport, carry the visa, a return ticket, proof of where you will stay and proof of why you are going, and ask an FIA facilitation desk before the flight if any paper is in doubt. The desks are free, and they exist for exactly this.

Offloading means an immigration officer stops you from boarding even though you hold a ticket. It happens at the counter, often with little explanation. This page sets out what has been announced, what to carry and who to call.

We read the Federal Investigation Agency (FIA) website on 8 October 2026 for its immigration contacts. The announcements about facilitation desks and airport pre-checks are reported rather than read on an FIA page, and we say so wherever they come up.

Check these papers before you leave for the airport

Officers look at the validity and completeness of your passport, visa and the papers that support your trip. Bring the visa, a confirmed return ticket, a hotel or host address, proof of funds and a document that explains why you are travelling.

No single FIA list of "required papers" exists for every trip, so treat the table below as a sensible kit, not a legal rule. The reason for travel decides which extra paper matters most.

Every row assumes a valid passport with enough months left for the country you are entering. Check the destination's own rule on that, because it differs from one country to the next.

FIA facilitation desks answer your questions before the flight

The interior minister announced pre-departure facilitation desks at 11 FIA zonal offices on 5 January 2026. They are reported to open from 9 am to 5 pm every day and to advise on visas, return tickets and currency limits.

Islamabad, Karachi, Lahore, Peshawar and Quetta are among the zones listed in that report. We could not find the desk list on the FIA site on 8 October, so call before you drive anywhere.

The FIA's immigration helplines are 051-111-345-786 and 1991, and its email for complaints is complaints@fia.gov.pk. Those were printed on the FIA website when we read it. Ask the helpline which zonal office is nearest and whether a desk is working that day.

Documents to carry to avoid being offloaded at a Pakistani airport

Airport pre-immigration checks started in October 2026

On 1 October 2026 it was reported that FIA, passport staff and Protector of Emigrants staff now check papers of passengers going abroad for work, tourism, Umrah or pilgrimage before they reach final immigration. The aim is to fix problems before the departure gate.

The report named Lahore airport among the international airports involved. It said a trade body for overseas employment asked for the step, after cases where travellers lost large sums when they were stopped late.

We have not seen an FIA or interior ministry notice on this. If you are flying soon, arrive early enough to use the check, and keep every original document in your hand luggage.

Courts are testing how far an officer can go

The Islamabad High Court struck down one sentence of the Passport Rules 2021 on 14 September 2026, so an agency's recommendation alone can no longer put a name on the Passport Control List. A separate hearing on 18 September reportedly asked the FIA to explain its legal basis for offloading.

The different travel ban lists are set out in full in the report on the Islamabad High Court passport control list ruling. The short version is that a valid passport and visa do not cancel an Exit Control List order, which is a separate power.

Reports also say officers must now write down the reason when they stop a passenger, using a prescribed form. Ask for that reason in writing if you are stopped. We have not seen the form itself.

What to do if you are offloaded anyway

Stay calm, ask the officer for the reason in writing and photograph your documents and boarding pass. Then complain to the FIA the same day through the helpline or the online portal. Keep a copy of every paper you showed.

  1. Ask which rule or paper is the problem, and ask for the reason in writing.
  2. Take a photo of your passport, visa, ticket and the counter number.
  3. Call 1991 or 051-111-345-786 and note the time and the operator's name.
  4. File a complaint at complaint.fia.gov.pk and save the reference number.
  5. Ask the airline about a refund or rebooking, since the ticket is usually unused.

Each screen of the FIA online complaint portal is walked through elsewhere. If you were sold a fake visa or job, pick the immigration fraud category there, not a general complaint.

Steps to take after being offloaded at a Pakistani airport

Agents and fake papers cause most of the trouble

Many stopped travellers hold visas bought through an agent who cut corners. A fake or mismatched visa, an unattested Umrah package or a missing Protector stamp can all end a trip at the counter. Check the agent before you pay, not after you are stopped.

A licensed agent should be listed with the government, and you can check a Hajj or Umrah agent in a few minutes. For jobs, checking an overseas job agency covers the official register and the fee limit.

Travel cash is a smaller trap. The State Bank limit for an adult is USD 5,000 a trip, declared to Customs, as set out under the foreign currency limit for travellers. Carrying more than that is a problem on its own.

Common questions

Can the FIA offload me if my visa and ticket are valid?

Yes, an officer can still stop you if they doubt the purpose of travel or find a document problem. A valid visa lowers the risk but does not remove it.

Do FIA facilitation desks cost money?

No fee was reported. The desks were announced as a free guidance service, and you can also use the helplines and email.

What is the FIA helpline for travellers?

The FIA website lists 051-111-345-786 and 1991 for immigration queries, and complaints@fia.gov.pk for email.

Can I challenge an offloading in court?

Yes. People with valid papers have gone to the High Court, and the Islamabad High Court has questioned both the passport list rule and the legal basis for offloading. Speak to a lawyer before you file.

Does a Protector of Emigrants stamp apply to tourists?

No. It is for people going abroad for work. A tourist needs the visa, ticket, accommodation and funds instead.

Reported figures for the number of people offloaded differ widely between reports, so we give none.
