How to File an FIA Complaint Online on the Portal or PakID App

You can file an FIA complaint online at complaint.fia.gov.pk. It is free, and you get a reference number to track it. But if you were cheated through a call, SMS, WhatsApp or a website, the FIA form is the wrong place. Cybercrime now goes to NCCIA.

That split is the part most people get wrong. The FIA's own complaint form has 11 crime types, and none of them is cybercrime or online fraud. The law moved that work to the National Cyber Crime Investigation Agency, or NCCIA, in 2025.

We opened the FIA complaint portal, its form and its status page on 26 September 2026, read the FIA website's contact and overseas pages, and read the 2025 amendment to the cybercrime law in the Gazette of Pakistan. We also read NADRA's PakID release notes, which list an FIA complaint feature. We did not submit a test complaint, because the form is only for real complaints.

Which complaints the FIA takes online

The FIA online complaint form accepts 11 crime types, from corruption by public servants to bank fraud, human trafficking and passport fraud. Cybercrime and online fraud are not on the list. Pick your category first, because it decides which FIA office gets your file.

The other FIA categories are Counter-Terrorism, Terrorist Financing, Intellectual Property Rights Violations, and Custodial Torture or Custodial Death. That makes 11 in total.

How to file an FIA complaint on complaint.fia.gov.pk

Open complaint.fia.gov.pk, choose "Report a Complaint", and fill in your details, the city where it happened, the crime type and a description. Attach one file of up to 2 MB, tick the declaration, enter the code and submit. Write down the reference number.

1. Open complaint.fia.gov.pk and click "Report a Complaint".
2. Enter your name, gender, nationality and 13-digit CNIC. Foreign nationals enter a passport number instead.
3. Give a phone number and a postal address with your city. WhatsApp and email are optional.
4. Choose the city where the crime happened and the crime type from the list.
5. Describe what happened, in at least 30 characters. The box allows up to 3,000 words.
6. Attach one supporting file, an image, a PDF or a document, of up to 2 MB.
7. Tick the declaration that the information is true, type the verification code and submit.

The portal then shows "Complaint Registered" with a reference number. It says the complaint will be forwarded to the concerned FIA office for review. Keep the number, because nothing else links you to the file.

One file is not much. Put your strongest proof in it, and combine several screenshots into one PDF if you have to. Write dates, amounts and account numbers into the description itself so they are not lost.

Check your FIA complaint status

Go back to complaint.fia.gov.pk and click "Check Complaint Status". Enter the reference number and the CNIC or passport number you used when you filed. The portal has no other lookup, so a lost reference number is hard to recover.

For anything the portal cannot answer, the FIA website lists its helpline as 051-111-345-786 and 1991, and its complaint email as complaints@fia.gov.pk. Quote your reference number every time.

For years, 1991 was known as the cybercrime number, and an old cybercrime contact box on the FIA website still shows it. Cybercrime cases now belong to NCCIA, so use NCCIA for online fraud.

Why cybercrime complaints now go to NCCIA

The Prevention of Electronic Crimes (Amendment) Act, 2025 created the National Cyber Crime Investigation Agency. It says the FIA's Cyber Crime Wing ceases to exist once NCCIA is set up, and its cases move across. Online fraud, hacking and blackmail are NCCIA's work now.

The amendment is Act No. II of 2025, published in the Gazette of Pakistan on 29 January 2025. Its new section 29 says all personnel, cases, inquiries and investigations of the "defunct" Cyber Crime Wing "shall stand transferred to the NCCIA".

The FIA's overseas complaints page has a button marked "NCCIA Cyber Crime Complaint" that links to complaint.nccia.gov.pk.

We could not open nccia.gov.pk or complaint.nccia.gov.pk on 26 September 2026. Both showed a security check that blocked our requests, which is not the same as the site being down. The FIA complaint option in the PakID app

NADRA's PakID app lists an FIA complaint feature. Its App Store release note for version 5.7.4, dated 24 August 2026, reads "FIA complaint launch & tracking". Reports say the section is only for future use, until the FIA finishes its side. We could not confirm which is true.

An earlier entry, version 5.7.1 on 11 August 2026, says "NCCIA complaint submission and tracking feature added".

What we could not do was open the section ourselves. PakID needs an account verified with your own CNIC and biometrics, the same check used for Pakistan Single Window biometric verification. So we cannot tell you whether the FIA screen accepts complaints today or only shows a placeholder.

Use the FIA portal on the web, which we have seen working. If you try the app, make sure it gives you a reference number.

Before you file: protect your money and your proof

If money left your account, call your bank first, then complain. A complaint to the FIA or NCCIA does not freeze a bank transfer. Save every screenshot, number and transaction ID before the scammer deletes the chat.

Your bank has its own deadlines for handling fraud, and the rules on bank fraud complaint deadlines say how long it has to answer you. The sooner you call, the better your chance.

Scams also change shape. The fake Benazir and Ehsaas payment messages covered in the new scam in Pakistan are online fraud, so they go to NCCIA. A fake overseas job offer from a travel agent is immigration fraud, which the FIA form does cover.

Nobody needs to pay to file a complaint. If someone claims to be an FIA officer and asks for a fee to register your case, that is another scam.

Common questions

Is it free to file an FIA complaint online?

Yes. The FIA portal asks for no payment at any step. Anyone who charges you to register a complaint is not from the FIA.

Can I report online fraud to the FIA?

Not on the FIA form, which has no cybercrime category. Online fraud, hacking and blackmail go to NCCIA under the 2025 amendment to the cybercrime law.

Is 1991 still the FIA helpline?

The FIA website still lists 051-111-345-786 and 1991 as its helpline. For cybercrime, use NCCIA instead, because the old cybercrime wing no longer exists.

Can I file an FIA complaint in the PakID app?

PakID version 5.7.4 lists "FIA complaint launch & tracking", but reports say the section is for future use. We could not confirm it works, so use complaint.fia.gov.pk.

How do I check my FIA complaint status?

Click "Check Complaint Status" on complaint.fia.gov.pk and enter your reference number with the CNIC or passport number you used.

Can overseas Pakistanis file an FIA complaint online?

Yes. The form accepts a passport number for foreign nationals, and FIA's overseas page lists +92-51-111-345-786 as a helpline for overseas Pakistanis.
