How to Fix a Phone Blocked for a Duplicate or Cloned IMEI in Pakistan
Phone blocked for a duplicate or cloned IMEI? Tax will not unblock it. See how PTA pairs a genuine phone with up to 5 SIMs, and what to send. Follow the steps.

If PTA has flagged your phone as having a duplicate or cloned IMEI, paying tax will not fix it. Only a genuine phone can be paired with up to five SIM numbers, and you ask for that through PTA's complaint portal. The manufacturer has to confirm the phone is real.
A phone that lost its signal for no clear reason is often the sign. We read PTA's DIRBS FAQ document, updated 14 October 2025, on 8 October 2026. This guide follows what it says about duplicate IMEIs, blocked phones and "patched" phones.
What a duplicate or cloned IMEI means
An IMEI is the 15 digit number that identifies your phone to the network. A duplicate means two or more phones share one IMEI. A clone means that identity was copied from one phone to another. Both can lead to a block.
PTA's system, called DIRBS, watches IMEIs across all mobile networks. If the same IMEI shows up on several devices, the system flags it. Dual SIM phones can trip it too, if the same IMEI is programmed into both slots.

Why tax will not unblock it
PTA is direct here. Paying duties and taxes does not make a cloned or duplicated IMEI legal. The only route is pairing, and only if the manufacturer confirms the phone is genuine and its IMEIs are already registered in DIRBS.
That is different from a normal unregistered phone. A normal one is fixed by paying tax through the registration system. If that is your case, use the steps in registering a mobile with PTA instead.
PTA also says there is no way to unblock a duplicate IMEI for every local SIM. Pairing is the only allowed fix. So the question is not how much to pay, but whether the phone is real.
How to ask PTA to pair your phone
File a complaint on PTA's Complaint Management System at complaint.pta.gov.pk under the non-compliant category. Attach the IMEI screenshot, serial number, model and manufacturer, and up to five SIM numbers. PTA then asks the maker to verify the phone.
- Dial *#06# on the phone and screenshot every IMEI it shows.
- Find the serial number in Settings or on the box.
- Note the model and the maker.
- Choose up to five SIM numbers you want paired.
- Open complaint.pta.gov.pk, register a complaint under the non-compliant category and attach everything.
- Wait for PTA to check with the manufacturer.
If the maker confirms the phone, PTA pairs the IMEI with your SIMs and the DVS status changes. The FAQ gives no fixed number of days for the manufacturer check. Keep your complaint number.
Changing the paired SIM later
You can ask to change a paired SIM in a few cases. The FAQ lists a damaged or lost SIM where the number stays the same, an upgrade from one network generation to another with the same number, and a sale or gift where the new owner's SIM is paired.

Check a phone before you buy it
The best fix is not buying a bad phone. Before paying, dial *#06# and send each IMEI by SMS to 8484, or check it on the DVS website or app. Then confirm the model name on DVS matches the phone in your hand.
If the status says duplicated or cloned, or the model name does not match, walk away. Also ask for the PSID and customs duty record if the phone is registered under an individual's CNIC or passport. Our checklist for buying a used iPhone in Pakistan adds the physical checks.
Watch out for "CPID approved" and "lifetime patched"
Sellers use these phrases to make a phone sound official. PTA says patching is illegal. The software is changed to re-program the IMEIs so the phone works for a while without proper registration, and it can be blocked at any time once DIRBS finds it.
The FAQ adds that using or selling a patched phone is against the law, and the FIA can act under the Prevention of Electronic Crimes Act 2016. A shop's word is not proof. The DVS check is. If you were sold a clone, report it to the FIA through its complaint portal.
If the phone was stolen

Common questions
Can I pay tax to unblock a cloned IMEI?
No. PTA says payment of taxes does not legalise a cloned or duplicated IMEI. Only pairing is allowed, after the manufacturer confirms the phone.

Five unique SIM numbers can be paired with a duplicate or cloned IMEI under the DIRBS procedure.
