To check an FTO complaint status, open fto.gov.pk, go to Complaint and then Online Complaint System, click "Click to check complaint status", and type your full complaint number, such as 17928/KHI/ST/2026. The same page holds the hearing cause list and the review application. Below we explain how to read the number, how to find your hearing date, the 60 day rule, and what to do when the search shows nothing.

The Federal Tax Ombudsman (FTO) hears complaints of maladministration by the Federal Board of Revenue: refunds that never arrive, notices issued without reason, records not corrected, delays at a tax office. On 24 October 2026 we read the FTO's complaint pages, its search form and its live cause list, which listed 96 complaints for hearing between 25 October and 3 November 2026.

Where the FTO complaint status check is

The status check sits inside the FTO's Complaint Management System. From fto.gov.pk, open Complaint, then Online Complaint System, then "Click to check complaint status" under Old Complaint. It asks for one thing: the complete complaint number.

The Online Complaint System page has three parts. Under New Complaint you file a fresh case. Under Old Complaint you check status or file a review application. Under Cause Lists you open the hearing lists for complaints and for review cases.

One thing surprises people. The status search and the cause lists open on a separate address, onlinecomplaints.cloudns.asia, port 4041, which the FTO's own site links to. It is not a .gov.pk address, so always reach it by clicking from fto.gov.pk rather than from a search result or a forwarded link.

How to read a Federal Tax Ombudsman complaint number: serial, office, tax type and year

How to read your FTO complaint number

An FTO complaint number has four parts separated by slashes: a serial number, the regional office code, the tax type and the year. For example, 17928/KHI/ST/2026 is complaint 17928 at the Karachi office about sales tax, filed in 2026.

PartExampleWhat it means
Serial number17928Your complaint's running number
Office codeKHI, LHR, ISB, PWR, QTA, MLN, FSD, HYD, SGD, SKTKarachi, Lahore, Islamabad head office, Peshawar, Quetta, Multan, Faisalabad, Hyderabad, Sargodha, Sialkot
Tax typeIT, ST, Cust, FEIncome tax, sales tax, customs, federal excise
Year2026Year the complaint was registered

The office codes and tax types above are the ones we saw in the live cause list on 24 October 2026. The FTO also lists a regional office in Abbottabad, which had no hearings in that list. The search form warns: "Please type complete complaint number." Typing only 17928 will not work.

Check the status and your hearing date in 5 steps

Open the FTO's online complaint page, choose the status check, type the full number with slashes, then open the complaints cause list for your office to see the hearing date, time and dealing officer. The steps take about two minutes.

  1. Open fto.gov.pk and choose Complaint, then Online Complaint System.
  2. Click "Click to check complaint status" under Old Complaint.
  3. Type the complete complaint number, with all four parts and the slashes, exactly as in your acknowledgement.
  4. Go back and click "Click to open Complaints Cause List" under Cause Lists.
  5. Open your regional office in the list and find your complaint number. Read the hearing date, time, dealing officer and the "Days Left" column.

The cause list we read on 24 October 2026 had 96 complaints. Karachi had the most with 36, then Sargodha with 13, Lahore with 12, Islamabad and Multan with 9 each, Hyderabad and Peshawar with 5 each, Quetta and Sialkot with 3 each, and Faisalabad with 1. Hearings ran from 25 October to 3 November, with 41 on 27 October alone.

The FTO decides complaints within 60 days

The FTO says all complaints are decided within the mandatory period of 60 days. Its 2001 regulations give the FBR 15 days to reply, with up to 15 more days if it shows good cause, and promise monthly updates if a case runs longer.

StepTime
You answer a query from the FTO for more information14 days
FBR files its reply to your complaint15 days, plus up to 15 more on good cause
Decision on your complaint60 days
Updates if the case runs past 60 daysAt least once a month
Review petition after the decisionWithin 30 days, decided in 45 days

The regulations also say that when a complainant approaches the dealing officer to ask about the case, the officer shall brief them on the updated position. So you are entitled to ask. The review limits come from section 13 of the Federal Ombudsmen Institutional Reforms Act 2013, which covers the FTO as well as the other federal ombudsmen.

The FTO has also published draft practice and procedure regulations for comment. What those would change is explained in the FTO draft regulations 2026. Until they are notified, the 2001 regulations apply.

When the FTO status search shows nothing

An empty result usually means the number is incomplete or mistyped. If the number is right and nothing shows, call the FTO Secretariat on 051-9212318 or message its WhatsApp number 0334-0544460 with your complaint number.

  • Number typed without slashes or office code. Retype all four parts, for example 17528/KHI/IT/2026.
  • Complaint just filed. The Registrar first allots a registration number and examines the complaint, so a brand new complaint may not show yet.
  • Complaint rejected. The FTO cannot hear a case that is already before a court or tribunal, or a dispute about the tax amount itself where an appeal is available. Those go to the appeal route instead.
  • Problem with the review form. The review page names the Manager MIS at mismanager@fto.gov.pk or 051-9219698 for technical issues.

If you live abroad, the FTO says you can join the investigation through Skype or Zoom. Ask the dealing officer for a link before the hearing date.

Filing a new FTO complaint if you do not have a number

You get a trackable number only after filing. Use Form "A" online, by email to info@fto.gov.pk, by courier or in person. Filing is free, the affirmation needs no notary, and FTO staff will help fill the form if you ask.

The full process, including what counts as maladministration and what to attach, is in how to complain to the Federal Tax Ombudsman about FBR delays. If the outcome goes against you after a review, a representation to the President is the next step.

Common questions

Can I check my FTO complaint status by CNIC or NTN?

No. The search form asks only for the complete complaint number. Without it, call 051-9212318 or message 0334-0544460.

What does "Days Left" mean on the FTO cause list?

It is the number of days until your hearing date. A 2 means the hearing is two days away.

How long does the FTO take to decide a complaint?

The FTO says complaints are decided within the mandatory period of 60 days.

Do I need a lawyer for an FTO complaint?

No. The FTO says its staff assist complainants, and the Form "A" affirmation does not need to be notarised.

Can I file a review online?

Yes. The Online Complaint System has "Click to file review application" under Old Complaint. File within 30 days of the decision.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 24 October 2026. We read the FTO Online Complaint System page, the Complaint Management and Complaint Filing Procedure pages, the status search form, the review form and the live complaints cause list on that date, and the FTO Investigation and Disposal of Complaints Regulations 2001. The office and tax codes and the counts of 96 hearings are our own tally of that cause list. The 30 day review and 45 day decision come from section 13 of the 2013 Act as quoted on the Banking Mohtasib site. We did not run a status search with a real number, so we have not seen the result screen.
