German Embassy Attestation in Pakistan: Free Certified Copies for Universities, Blocked Account Letter and Karachi Timings
German Embassy attestation in Pakistan: 1 free set of study copies, no HEC stamp needed, Karachi walk-ins 1:30 to 2:30 pm and a 36 euro blocked account letter.

The German Embassy in Islamabad and the Consulate General in Karachi certify copies of your school and university documents for German universities, with one set free if you show proof that you plan to study in Germany, and up to 4 sets per person per day. Islamabad needs an online appointment, Karachi takes walk-ins Monday to Thursday from 1:30 to 2:30 pm, and no HEC cross attestation is needed first.
The same German Missions page also covers two things students ask about all the time: the blocked account release letter, for 36 euros in cash, and why the Embassy will not attest a NADRA certificate. We read the German Missions in Pakistan legal services page, updated on 14 April 2026, on 1 November 2026. Here is what each service does, what to bring and where to go.
Certified copies of study documents are free for one set
The Embassy and Consulate certify copies of school, college and university documents for applications to German universities. One set is free if you prove your plan to study in Germany, for example with an email from a German university. A person can certify at most 4 sets a day.
| Point | Islamabad Embassy | Karachi Consulate |
|---|---|---|
| Appointment | Online booking only | Not needed |
| Days and time | As booked | Monday to Thursday, 1:30 to 2:30 pm |
| HEC cross attestation first | Not required | Not required |
| Free sets | 1, with proof of study plans | 1, with proof of study plans |
| Maximum sets | 4 per person per day | 4 per person per day |
The one hour Karachi window is short. Arrive early with everything sorted, because the window is only one hour long. The page does not list the fee for extra sets beyond the free one, so ask at the counter.

Bring originals, copies and your passport in the same order
Bring your original certificates, a copy of each, and your passport, all in the same order. The Embassy says HEC cross attestation is not required for this service. That saves a trip to the HEC and its fee before you start.
- Book an online appointment for Islamabad, or plan a Monday to Thursday visit to Karachi between 1:30 and 2:30 pm.
- Print the email from your German university, or other proof that you will study in Germany, to get one free set.
- Arrange originals and copies in the same order: matric, intermediate, degree, transcripts.
- Bring your passport and hand everything in together.
- Collect the certified copies and check every stamp before you leave.
Your German university may set its own rules on attested copies, so check them. If it asks for Pakistani stamps as well, the routes for HEC degree attestation and IBCC attestation of matric and inter certificates come first, then the Embassy copy.
Lahore students can use the Honorary Consul
If you live in or near Lahore, the Embassy says to contact its Honorary Consul in Lahore, Mr. Arif Saeed, for attestation of certificates. That saves a trip to Islamabad. Contact details are on the German Missions' honorary consuls page.
An honorary consul is a local person appointed to help with a limited set of consular tasks, and visa applications still go to Islamabad or Karachi. For certified copies of study documents, though, it is the closest option for students across Punjab's largest city.
A blocked account release letter costs 36 euros in cash
If you applied for a German study visa, or joined the waiting list, and no longer want to go, the Embassy can issue a consular attestation that you have not been or will not be given a study visa. Your bank may need it to release your blocked account money.
The fee is 36 euros, paid in cash in rupees, around Rs 12,000 depending on the Embassy's rate. The letter is also issued after a visa refusal. The Embassy advises asking your bank first whether it really needs this letter, since banks set their own release rules.
| Bring to the appointment | When |
|---|---|
| Valid passport | Always |
| Blocked account confirmation letter | Always |
| Fee, 36 euros in PKR cash, about Rs 12,000 | Always |
| Visa refusal letter | If refused |
| Proof of expired or cancelled visa | If applicable |
| Withdrawn admission letter from the university | If applicable |
Book the appointment through the Embassy's online appointment link. Without the letter, money in a blocked account can stay locked until the bank is satisfied.

The Embassy will not attest NADRA birth or marriage certificates
The German Missions say documents issued by Pakistani authorities, such as birth certificates or marriage registration certificates, cannot be attested or legalised by the German Embassy. A separate procedure, explained in a German language document on the page, applies instead.
This trips up spouse visa applicants who expect a German stamp on a NADRA certificate. The Embassy checks Pakistani civil documents through its own verification process instead, which can cost Rs 79,000 for family reunion files after 1 September 2026. Pakistani attestation still matters at home: many families start with Foreign Office attestation of the Nikah Nama.

There are no sworn German translators in Pakistan
The Embassy says there are no sworn translators in Pakistan. To find one, use the database of court interpreters and translators run by the German states. The Embassy gives no guarantee for any translator's quality or price.
In practice that means a translation for a German court or registry office is best ordered from a translator listed in Germany, who can work from scans. The Embassy also handles notarisations, signature certifications and life certificates, called Lebensbescheinigungen, for German pension holders. Its leaflet lists the fees and which office covers your area.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 1 November 2026. We read the German Missions in Pakistan legal services page, dated 14 April 2026, and the family reunion visa page for the Rs 79,000 verification figure. The page does not give fees for extra certified sets or notarisations in the text, and we did not open its fee leaflet, so those amounts are not stated here.
