IBCC Attestation of Matric and Inter Certificates: Rs 1,200 Fee, Board Verification First

IBCC attests matric and inter certificates for Rs 1,200 per original and Rs 600 per photocopy. First get the certificate verified by your own board, then apply at attest.ibcc.edu.pk, pay by 1Bill or UBL challan, and visit, use the evening express service, or send it by courier.

Most people discover this rule at the IBCC counter, which is the worst place to learn it. The board step comes first. IBCC says the board's verification must already show on its attestation portal before you submit. We read IBCC's attestation pages, its fee table and its FAQ on 1 October 2026, and checked how BISE Lahore handles the board step.

IBCC attestation fees are Rs 1,200 per original

The Inter Boards Coordination Commission (IBCC) charges Rs 1,200 to attest each original certificate or marks sheet and Rs 600 for each photocopy. Courier return costs Rs 300. You pay through 1Bill in a banking app, Easypaisa or JazzCash, or by UBL challan.

These come from IBCC's own fee table for applications made in Pakistan. IBCC does not list a separate express service fee on the pages we read, so check the total on the portal before you pay. A matric certificate and its marks sheet are two documents, so plan on two fees.

Board verification comes before IBCC

IBCC will not attest a board certificate until the issuing board has verified it. For boards connected to IBCC's portal, that verification has to appear online before you submit. Apply to your board first.

At BISE Lahore, this is the "Verification" service on the board's e-services portal. It offers "Attestation of Certificate (for IBCC)", "Attestation of Result Card (for IBCC)" and both together. The portal accepts only pass candidates for IBCC requests.

The portal checks the certificate's serial number for matric results from 2007 and inter results from 2012. For older years, it asks you to add your subjects and upload a photograph.

The board's published fee schedule lists Rs 1,100 for attestation of a certificate within the country, and Rs 3,100 for attestation for WES (World Education Services, a Canadian and US credential evaluator). That schedule was last updated in January 2021, so pay what the board's challan says. Other boards run their own systems and fees.

How to apply for IBCC attestation

Register on IBCC's attestation portal, fill in your personal and education details, choose a submission mode, pay the fee, then bring or send the documents. Same-day return is normal for appointments.

  1. Get board verification. Apply to your board for verification for IBCC. Wait until it shows on the IBCC portal.
  2. Register and log in. Open attest.ibcc.edu.pk, verify your email with a code, and create an account.
  3. Fill in the application. Enter your personal details, each certificate, and how many photocopies you want attested.
  4. Choose a mode and pay. Pick appointment, express or courier, then pay through 1Bill or a UBL challan.
  5. Submit the documents. Bring or send the printed form, originals plus one copy each, the paid receipt, and copies of your and your father's CNIC.
Five steps to get matric and inter certificates attested by IBCC

For an inter certificate, IBCC's rules also ask for a copy of your matric certificate. Take any plastic lamination off first. IBCC will not attest a laminated or damaged certificate.

IBCC offers three ways to submit

You can book a morning appointment at any of six IBCC offices, use the evening express service in Islamabad or Lahore, or send documents by courier. Appointments return documents the same day, and express takes about an hour.

IBCC's own pages disagree on courier time. Its FAQ says 10 working days. Its submission modes page says 15. Plan for 15. IBCC also says it returns courier packets inside Pakistan only, and is not responsible for loss in transit.

Only you or a blood relative can submit. A relative must carry papers that prove the relationship. IBCC's offices open Monday to Thursday, 8 am to 4 pm, and its helpline is 051 111 114 222.

What IBCC will not attest

IBCC attests only certificates and marks sheets from recognised boards, Wafaq and Tanzeem bodies, and school leaving certificates up to class 8. It does not attest degrees, migration certificates, character certificates, provisional certificates or private institution papers.

  • Degrees go to HEC. Bachelor's and higher degrees are attested by the Higher Education Commission, through HEC degree attestation online.
  • O and A levels need equivalence first. Foreign qualifications are attested only after IBCC equates them, which is the IBCC equivalence certificate process.
  • Old attestations may need a fresh start. Documents attested before 2010 need a fresh board verification.
  • Mistakes are fixed at the board. IBCC does not correct a wrong name or date of birth.

Every attestation now carries a QR code, which IBCC says is valid for life. Anyone can check it at attest.ibcc.edu.pk/verification.php with the sticker code or application ID. Do I need board verification before IBCC attestation?

Can my brother submit my certificates to IBCC?

Yes. IBCC allows blood relatives to apply on your behalf, if they carry documents that prove the relationship.

Does IBCC attestation expire?

No. IBCC says its attestation is valid for life unless the issuing authority cancels the document. Attestations with a QR code need no re-verification.

Can IBCC seal documents for WES?

Yes. IBCC seals attested photocopies for evaluators such as WES on request, for a small extra fee.
