To get a house plan approved in Karachi, take a forwarding letter from your land owning agency, hire an SBCA licensed architect or designer, and submit six sets of plans with your ownership papers at the SBCA Single Window Facility counter. SBCA says it approves a clean residential case in 15 days, or 5 days for a pre-approved plan.
Most people in Karachi meet the Sindh Building Control Authority (SBCA) only when a notice arrives or a neighbour complains. That is the expensive way round. An approved building plan, which people often call a naqsha, protects you when you sell, borrow against the house or add a floor later.

SBCA approves building plans for houses in Karachi
The Sindh Building Control Authority approves building plans in Karachi under the Karachi Building and Town Planning Regulations 2002. For an ordinary house, the route is its Single Window Facility, which handles new residential plans and revisions of plans it approved earlier.
There are limits. SBCA's FAQ says the Single Window Facility does not take plots in the Old City Areas defined in clause 25-9 of the regulations, and it does not take katchi abadis. Other cases go through other SBCA desks, and its website also lists a One Window Cell.
SBCA's head office is at Civic Centre Annexe, University Road, Gulshan-e-Iqbal, Karachi. Its website lists 021-99230329, 021-99231890 and 021-99231834 as contact numbers. It also lists regional offices outside Karachi.
Lahore works differently. There the LDA approves a house naqsha under its own rules, so advice from Punjab does not carry over.
Six steps from plot papers to approved plan
SBCA lists six steps: get an e-forwarding letter from the land owning agency, hire a licensed professional, submit a hard copy at the SBCA smart counter, pay the scrutiny fee for a receipt, wait 15 days (5 for pre-approved plans), then collect the approval with your original CNIC.
- Get the e-forwarding from your land owning agency. This letter confirms the title, land use and size of your plot. The agency may be KDA, MDA, LDA, KMC, the Board of Revenue, or a cooperative or private society.
- Hire an SBCA licensed professional. An architect or building designer draws the plan, and an engineer does the structure. They also supervise the work on site.
- Submit the hard copy at the SBCA smart counter. The owner or a representative can do this.
- Pay the scrutiny fee and take the receipt. SBCA issues an acknowledgement receipt after payment. A fee for an extra floor or a basement is paid separately.
- Wait for the decision. SBCA says it approves a case in 15 days if there is no objection, and in 5 days for a pre-approved plan.
- Collect the approval. The owner or attorney collects it from the Single Window Facility with an original CNIC or NICOP.
Step one is where most delays start. If your society or agency cannot confirm the plot against its approved layout plan, SBCA cannot move. Sort the title first.
Documents SBCA asks for with a house plan
SBCA wants six sets of plans, proof of ownership, the plot's allotment, possession and lease papers, your CNIC or NICOP, owner photographs and recent site photographs. Every document must be signed and stamped by your licensed professional.

SBCA's separate document list goes further. It sets out what to bring for KDA, LDA and MDA plots, KMC plots, KCHS Union and PECHS plots, other private societies and Board of Revenue land, before and after the lease. Each case also needs the forwarding letter that confirms title and land use.
If your land is in Board of Revenue records, check the entry on Sindh Zameen land records before you hire anyone. A mismatch there will stop the file.

Fees, timelines and tracking your file
SBCA publishes 15 days for a clean residential case and 5 days for a pre-approved plan. You can track the file on SBCA's website with the proposal file number, and SBCA says it sends an SMS at every stage. We could not read a clean house plan fee on SBCA's site.
SBCA links a fee notification from its menu. The file we downloaded on 3 October 2026 is a scanned Sindh Government Gazette of 26 January 2023, mostly about amendments to the building regulations. We did not find a simple fee table for a house plan in it. So we are not printing a figure. Ask your architect for the scrutiny fee before you submit, and keep the receipt.
To track a file, open the File Tracking page on sbca.gos.pk and type the proposal file number. The acknowledgement receipt also carries a QR code. Scan it on your phone to see the status.
SBCA's FAQ says every construction permit carries a secure QR code. When scanned, it opens SBCA's own record of that proposal. That is the quickest way to prove your approval is genuine, and the quickest way for a buyer to check it later.

Licensed professionals and complaints about SBCA
SBCA publishes lists of licensed architects, building designers, supervisors, engineers and town planners on its website. Check your professional's name there before you pay. If your file stalls, SBCA's complaint portal is complaints.sbca.gos.pk and its listed complaint line is 111-007-222.
The rule behind the list is simple. SBCA's FAQ says anyone who builds, demolishes, adds to or alters a building must engage a licensed professional for the drawings and site supervision. A drawing from an unlisted person can come back.
The complaint portal asks you to register first, then log in. Write the proposal file number, the date you submitted and the stage where it stopped. Short and factual works better than angry.
If SBCA does not respond, the Provincial Ombudsman Sindh takes complaints about Sindh government agencies. For the tax side of your new house, the rules on Sindh property tax apply once it is built.
