A Pakistani refused a Canadian visa can ask for their own immigration file free of charge from Pakistan, through a Privacy Act request on the government's ATIP online portal. IRCC says foreign nationals can make this request wherever they live, and there is no fee. The CAD 5 request that many agents sell is a different route, open only to people in Canada.

The file is how applicants see what the officer actually wrote, often called the GCMS notes after IRCC's case system. We read IRCC's pages on requests under the Privacy Act and requests under the Access to Information Act on 20 October 2026. IRCC is Immigration, Refugees and Citizenship Canada.

A Privacy Act request is free and open to Pakistanis abroad

IRCC's Privacy Act page says Canadian citizens, permanent residents and foreign nationals, regardless of where they are located, can request access to their personal information. It also says there are no fees for processing a request under this Act. So a Pakistani applicant can ask directly.

That is the key point many people miss. You do not need to live in Canada, and you do not need a Canadian relative or a paid consultant to file it for you. The request is about your own records, so you make it in your own name.

Canada Privacy Act request versus Access to Information request for Pakistani applicants

The CAD 5 request needs someone in Canada

The Access to Information Act request costs CAD 5. IRCC says the requester must be a Canadian citizen, a permanent resident, or an individual or company currently in Canada. A representative can ask for a client who is outside Canada, but only with the client's written consent.

This is why some Pakistani applicants pay a consultant in Canada to file for them. It works, but it is not the only way, and for your own file it is not needed. The free Privacy Act route is open to you directly.

Paying for a service you can do yourself for nothing is a common loss for families applying from Pakistan. If someone charges you thousands of rupees to "get your GCMS notes", ask them which Act they are using. If they say the Privacy Act, you can file it yourself.

No fee for a Privacy Act request to IRCC for your own Canada visa file

File the request online through the ATIP portal

IRCC accepts Privacy Act requests through the government's ATIP online portal, which it calls the fast and convenient way to apply. You can also post a request to IRCC's Access to Information and Privacy Division in Ottawa, using form IMM 5563 or a signed letter that names the Privacy Act.

  1. Find your application number, unique client identifier and the date of your refusal letter.
  2. Open the ATIP online request portal on the Government of Canada site.
  3. Choose IRCC as the institution and the Privacy Act as the law.
  4. Describe the records you want, such as the full file and officer's notes for your application number.
  5. Add form IMM 5744 for anyone else on the file aged 16 or over.
  6. Submit and keep the request number IRCC sends you.
Steps to request your Canada visa file under the Privacy Act from Pakistan

If your file includes other people, such as a spouse or child who applied with you, IRCC asks for form IMM 5744 for each person on the file aged 16 or over. That is their consent for you to receive their information.

The mailing address IRCC gives is the Access to Information and Privacy Division, Immigration, Refugees and Citizenship Canada, Ottawa, Ontario, K1A 1L1. Online is faster from Pakistan, because post to Canada is slow and you have nothing to pay.

The Privacy Act page asks for a consent form for each person on the file aged 16 or older. The Access to Information page says each person over 18. Both name the same form, IMM 5744. If anyone on your file is 16 or 17, include their form to be safe.

We are flagging this because a missing consent form is a common reason for delay. Adding an extra form costs nothing. Leaving one out can mean waiting longer for an answer.

IRCC does not state a response time on either page we read. It does warn that the high number of requests may affect its ability to respond within the timelines set by the two Acts. Plan for a wait, and do not count on getting the notes before a new application deadline.

Use the notes to fix the next visa application

The officer's notes usually explain the refusal in more detail than the letter. Read them for the specific worry: weak ties to Pakistan, unclear funds, travel history or purpose of visit. Then fix that point in a new application rather than resubmitting the same papers.

Canada's visitor visa costs CAD 100 a person, plus CAD 85 for biometrics, on IRCC's fee list. So each repeat application costs real money. The full fee picture and papers are in the Canada visitor visa from Pakistan.

If you are a student, the same request works for a refused study permit, and the Canada study permit from Pakistan lists what officers look for.

Common questions

How can I get my GCMS notes from Pakistan?

Make a Privacy Act request to IRCC through the ATIP online portal. IRCC says foreign nationals anywhere can request their personal information.

Is there a fee for a Privacy Act request?

No. IRCC says there are no fees for a request under the Privacy Act.

Do I need someone in Canada to request my file?

Not for a Privacy Act request. Only the CAD 5 Access to Information request needs a requester in Canada or a citizen or permanent resident.

Which form do family members on my file need?

Form IMM 5744, the consent form, for each person on the file aged 16 or over under the Privacy Act page.

How long does IRCC take to send the file?

IRCC does not give a time on the pages we read. It warns that high volumes may delay responses beyond the legal timelines.

Can I mail my request instead?

Yes. Send form IMM 5563, or a letter naming the Privacy Act, to IRCC's Access to Information and Privacy Division in Ottawa, K1A 1L1.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read IRCC's pages on how to make a request under the Privacy Act, updated 13 July 2022, and under the Access to Information Act, modified 19 May 2023, on 20 October 2026, along with IRCC's fee list, modified 21 September 2026. We could not confirm the legal response deadline on these pages, or exactly which records IRCC includes in a Privacy Act reply, because neither page lists them. The term "GCMS notes" is the common name used by applicants, not a term from the pages we read.
