How to Get a Driving Licence in Sindh: Learner Online, Fees and Tests

Get a Sindh driving licence: apply for the learner on DLS Online, pay Rs 265 for a car, wait 42 days, then pass the test at one of 8 branches. Fees inside.

In Sindh, you start with a learner licence on DLS Online at dlsonline.sindhpolice.gov.pk. You upload a CNIC and a photo, pay by 1Bill, and print it the same day. A car learner costs Rs 265 in total. After 42 days you can take the permanent licence tests at one of 8 branches.

That is the short version. We read the Driving License Sindh (DLS) pages and the DLS Online portal on 1 October 2026, and every fee and rule below comes from those two official sites. DLS is a unit of Sindh Police. It issues every driving licence in the province, from Karachi to Kashmore.

Five steps to get a learner driving licence online in Sindh through DLS Online

The learner licence in Sindh is now an online application

Apply for a Sindh learner licence on DLS Online. Create an account, fill in the form, upload a white background photo and both sides of your CNIC, then pay the bill. DLS says the learner licence is ready to print as soon as payment clears.

The portal lists five steps, and they are short:

  1. Create an account and log in at dlsonline.sindhpolice.gov.pk. Use your own mobile number and email.
  2. Fill in the learner form. Pick the category you want, such as motorcycle, car, or car and motorcycle together.
  3. Upload two things: a clear photo of your face on a white background, and a scan or photo of your original CNIC, front and back. The portal accepts PNG, JPG and JPEG files.
  4. Generate the bill ID and pay it. DLS says you can pay through any internet banking or mobile app with the 1Bill option, including EasyPaisa and JazzCash.
  5. Print the learner licence. A digital copy stays in your DLS Online account, and you can print it yourself.

Pick the category carefully. A car and motorcycle learner costs Rs 150 against Rs 100 for a car alone, and it saves a second application later if you ride a bike too. You still need to visit a branch for the permanent licence, so the online step only covers the first stage.

Sindh driving licence fees for 2026, by category

A car learner costs Rs 100, and a 3 year permanent car licence costs Rs 960. On top of that, DLS adds Rs 65 for NADRA and Rs 100 for the medical, plus Rs 250 for lamination on a permanent card.

These are the base fees from the DLS fee structure page, which match the fee calculator on DLS Online. The total column uses the same rule the calculator uses: the NADRA and medical charges apply to every licence, and lamination applies to the permanent card only.

For a 5 year permanent licence, add the same Rs 415 in fixed charges, so a 5 year car licence comes to Rs 1,675. Optional extras are listed too: Rs 500 for a PSV (public service vehicle) endorsement, Rs 310 for a correction, Rs 360 for a duplicate, and courier delivery at Rs 38 in Karachi or Rs 55 outside it.

Wait 42 days before the permanent licence test

A Sindh learner licence is valid for one year. You can sit the permanent licence tests after 42 days for a private licence, or after 90 days for a commercial one. Miss the one year window and you need a new learner.

The age rules are on the same DLS page. You must be 18 for a private licence, 21 for a commercial one such as LTV, and 22 for an HTV (heavy vehicle) endorsement. An HTV endorsement also needs at least 3 years of licence experience.

Use the 42 days to practise. The written test comes from the road signs and rules that DLS publishes, and a learner with real road time passes the road test far more easily than one who only waited out the clock.

Permanent licences are issued at 8 DLS branches only

Learner licences come from 26 DLS branches across Sindh, but permanent licences and renewals come from only 8: Clifton, Nazimabad and Korangi in Karachi, plus Hyderabad, Mirpurkhas, Shaheed Benazirabad, Sukkur and Larkana.

So someone in Thatta or Ghotki can get a learner close to home but must travel to one of those 8 for the permanent card. International driving permits are narrower still, with only Clifton, Nazimabad and Hyderabad listed on the branch page. The international driving permit also needs a valid Sindh permanent licence and a passport.

What happens at the branch on test day

Bring your original CNIC and your learner licence. At the branch you register and have your photo taken, see the police doctor, pay the fee, take a computer test of 25 questions, then a road test in your own vehicle.

DLS sets out the order like this:

  • Front desk and screening. You register and your photo is taken.
  • Medical check. A police doctor checks your eyesight, which should be 6/6, so bring your glasses. Hearing is checked too.
  • Fee. The process page lists a National Bank counter for payment.
  • Written and oral test on a computer. There are 25 questions. You need 18 right, which is 72 marks out of 100.
  • Road test. You must bring your own motorcycle or car for those categories.
  • Final receipt. The card is then delivered to your home by courier.

The medical check can stop you outright. The DLS page lists epilepsy, heart disease that causes sudden fainting, colour blindness and night blindness among the conditions that rule out a licence. A person with a disability of the hands or feet can get a "special vehicle" licence instead.

Check the right website before you pay anyone

The only addresses DLS itself links are dls.gos.pk and dlsonline.sindhpolice.gov.pk. The old address many people share, dlims.sindhpolice.gov.pk, does not work. Never pay an agent who says the learner cannot be done online.

We found the dead Sindh licence address still being shared in August, and it remains the most common wrong link. When your card arrives, you can confirm it on the DLS verification page, and the licence check by CNIC in Sindh works the same way for a family member's card. DLS gives its helpline as 021 99250526.
