International Driving Permits Go Online Nationwide: What an IDP Is and Who Needs One
The government approved a uniform online IDP system on the NPB portal. What an IDP is, who actually needs one, and how to get one today.

The interior minister approved a second document for the online pile today: international driving permits will be issued through a uniform national system on the National Police Bureau portal, the same portal that yesterday took on police clearance certificates.
Both decisions came out of the same meeting series and point the same way, at Pakistanis travelling abroad. So here is what an IDP actually is, because the misunderstanding about it funds an entire fake-document industry.
An IDP is a translation, not a licence
This is the whole thing, and almost every argument at a foreign rental counter traces back to not knowing it.
An International Driving Permit is a standardised translation of the Pakistani licence you already hold, in a booklet format recognised across many countries. It grants you nothing on its own. It says, in several languages and a fixed layout, that the licence in your other hand is real and what it permits you to drive.
Three consequences follow immediately, and they answer most of the questions people arrive with.
You must hold a valid Pakistani licence to get one, and it must stay valid while you use the IDP. You must carry both documents together abroad, because the permit without the licence is a translation of nothing. And an IDP cannot upgrade you: if your Pakistani licence covers a car, the permit covers a car, not a motorcycle or a heavy vehicle.

Who actually needs one
Fewer people than buy them, and more people than realise it at the airport.
You need one if you intend to drive abroad on a Pakistani licence, whether renting a car on holiday or driving during a work trip. Many countries accept a domestic licence with an IDP alongside it for short visits, and rental companies routinely ask for it as their own condition even where local law is looser.
You do not need one if you are not driving, if you are moving somewhere permanently and will convert to a local licence, or if your destination has its own arrangement with Pakistan. Check the destination's rules before assuming: an IDP is widely recognised, not universally, and the Gulf states in particular each have their own position, which matters given how much of our travel goes there.
Getting one today, before the national system launches
The approved national system does not have a published launch date or fee, and we are not going to invent either. Until it arrives, the route runs through provincial issuing authorities, and the sequence matters more than the paperwork.
- Make sure your Pakistani licence is valid, and not expiring during your trip. This is the step people skip and then cannot recover from in a week.
- Renew it first if needed. In Punjab the licensing system runs at dlims.punjab.gov.pk, which we checked loads; Islamabad Police, Sindh Police and the KP traffic authority all run their own services, and all four answered when we requested them today.
- Apply for the IDP through your provincial authority, with your licence, CNIC, passport and photographs.
- Check the destination's requirements in parallel, because that is what decides whether you need the permit at all.

The fake international licence trade
Search for an international driving licence and you will find sellers offering ten year validity, 150 countries, no test, no local licence required, couriered in three days.
Every element of that is a tell. A genuine IDP is typically valid for about a year, exists only alongside a domestic licence, and is issued by an authorised national body, not a website. The phrase "no local licence needed" is the seller telling you outright that the document is fake, since translation of a licence you do not hold is a contradiction.
The cost of this one is unusually high. A fake presented at a rental counter is an inconvenience; presented to a traffic officer after an accident abroad, it is a criminal matter in a country where you have no standing, and your insurance is void because you were driving unlicensed. The people selling these are not in that car with you.

Why both documents moved in the same week
Worth noticing as a pattern rather than two announcements. Police clearance certificates and international driving permits are both documents that exist almost entirely for going abroad, both historically required physical visits and district-level chasing, and both are now being routed through one federal portal.
That is the same direction as the single digital ID work: identity documents moving onto national rails, with the office visit removed. The measure of whether it works will be mundane, whether the portal actually issues on the promised timeline, and we will report that when there is something to report rather than at announcement.
