Police Character Certificates Go Online Nationwide: What Changes and How to Apply
A national portal will issue police clearance certificates from home. What is approved, what runs today in each province, and what you need.

If you have ever needed a police character certificate, you know the routine it replaced: the queue at the SSP office, the form, the second visit, sometimes the third. Last night the federal government approved ending that, with a nationwide online system that issues police clearance certificates through a single portal.
Here is what was actually approved, what already works today while the national system arrives, and what to get ready either way.
What was approved
In a meeting chaired by Interior Minister Mohsin Naqvi at the National Police Bureau, the government approved a system under which citizens apply for and receive police clearance certificates from home, through the National Police Bureau portal, with no office visit. The same meeting directed a uniform nationwide system for International Driving Permits, which tells you the theme: documents Pakistanis need for going abroad, moved online.
Two things were not announced, and we are not going to invent them: the date the national portal starts issuing, and the fee. When either is notified, this page gets updated. What we did check is that npb.gov.pk itself loads, which is where this lands when it lands.
What the certificate actually is
A police character certificate, also called a police clearance certificate, is the police record check tied to your CNIC and your addresses: it states whether any criminal record or pending case exists against you in the districts you have lived in. Embassies want it for immigration and work visas, foreign employers want it, and some local employers ask for it too.
That district detail matters more than people expect. The certificate is verified against where you have lived, which is why the old process was slow, and why the promised national system is a genuine change rather than a website on top of the same queue: one portal querying records across the country replaces you physically chasing districts.
What works today, while the national portal arrives
You do not have to wait if you need one this month. The provincial routes exist now, and we opened them before writing this.

Punjab's Khidmat Markaz route is the most mature: apply online or at a centre, with the certificate delivered without the SSP-office circuit. Islamabad Police list the certificate among their online services on the same site whose helplines we verified for the e-challan piece.
Get these ready before any route
- A valid CNIC, or NICOP for overseas Pakistanis. If yours is expired, fix that first, and the CNIC guide covers renewal without a NADRA queue.
- Your address history. Verification runs by district, so know the addresses on your record, and expect the certificate to reflect the districts you have actually lived in.
- Passport details, if the certificate is for a visa or immigration file, because the certificate typically carries the passport number it was issued against. If your passport is still in process, track it by token before applying.
- The purpose. Certificates are issued naming what they are for, an embassy, an employer, a licence, and one issued for the wrong purpose gets rejected by the body asking for it.
One more check worth doing before you apply rather than after: confirm no FIR exists against you that you do not know about, because the certificate is precisely a report on that record. Checking an FIR online takes minutes and surprises more people than it should.
The agent economy this system exists to kill
Around every document Pakistanis need for abroad sits a market of agents, and character certificates feed a busy one: thousands of rupees for a document whose official fee is a fraction of that, paid to strangers who ask for a CNIC copy up front.
The whole point of the approved system is that the agent's product, not standing in the queue, stops being worth anything. Until it launches, the provincial online routes already remove most of the queue. And the CNIC copy you send an agent is exactly the raw material of the identity misuse we keep writing about, from SIMs issued against your CNIC to accounts opened in your name.
If the certificate is for use abroad, note that many destinations also require attestation of it afterwards, through the Ministry of Foreign Affairs or the destination's embassy, and no agent shortcuts that chain either.
