Get an OPF Membership Card: Rs 10,000, or No Fee With a Protector Stamp

Get an OPF membership card online or at an OPF office. Protected workers pay no Rs 10,000 fee, others pay Rs 10,000. Papers, five year validity and benefits.

Workers who went abroad on a protected work visa are already Overseas Pakistanis Foundation (OPF) members, and pay no Rs 10,000 fee for the card. Anyone else working or living abroad legally can join for Rs 10,000. The OPF membership card is valid for five years. Apply online at membership.opf.org.pk, at an OPF office, or through a Pakistani embassy.

We read OPF's membership page, its form and its questions page on 2 October 2026. The card matters more than it looks. It is the proof OPF asks for before it pays a death grant, gives a school seat or offers a housing plot.

Protected workers are already OPF members

OPF has two kinds of membership. Workers who went abroad after 23 March 1979 on a work visa protected by the Protector of Emigrants, the Bureau of Emigration or OEC are registered automatically. Everyone else can register voluntarily for Rs 10,000.

So a worker who got the Protector of Emigrants stamp before leaving is already in. The same goes for anyone hired through the government recruiter, OEC's overseas jobs route. For them the stamped passport page already counts as proof of membership for OPF's financial aid.

The card itself is still worth getting. OPF's discount programme asks for a valid membership card at the counter, and a card is quicker to show than a passport page.

Visit visa holders and pilgrims cannot join OPF

OPF does not register people who hold a passport and visa but never travelled, anyone on any kind of visit visa, people travelling for Hajj, Umrah or medical treatment, and illegal migrants until they gain legal status in the host country.

The rule is about legal residence or work abroad. A student or a family member abroad on a residence permit is not on the excluded list, but the questions page speaks of people "working abroad", so ask OPF first. The questions page says foreign nationals of Pakistani origin can also apply, so a NICOP or POC holder with a valid visa or iqama fits.

A worker who went abroad on a visit visa and then got a work permit there is in a grey area. They were not protected at departure, so they are not automatic members. Once they hold a valid work visa or iqama, they can join voluntarily.

Bring six papers and the fee if you are not protected

OPF asks for a copy of your passport, the Protector stamp page if you have one, a CNIC or NICOP copy, a valid visa or iqama copy, two colour photos and the signed form. Add a Rs 10,000 pay order if you are not registered with the Protector.

  • Photocopy of a valid passport.
  • Photocopy of the passport page with the Protector of Emigrants' seal.
  • Pay order or bank draft of Rs 10,000 in favour of OPF, only if you are not registered with the Protector.
  • Two recent passport size colour photos.
  • Photocopy of your CNIC, NICOP or POC.
  • Photocopy of a valid visa or iqama, the residence permit.
  • The prescribed form, filled in and signed.

Online applicants pay by Visa or MasterCard on OPF's payment gateway. In person, a pay order or banker's cheque for Rs 10,000 in OPF's name works, or a bank transfer to OPF with any bank charges added.

Apply online, at an OPF office or at the embassy

Register on OPF's membership portal and pay by card, or download the form from OPF's site and take it to an OPF office or a Pakistani embassy or consulate. Email regn@opf.org.pk or WhatsApp +92 336 4405926 with questions.

  1. Check your passport for the Protector stamp. If it is there, you pay no Rs 10,000 fee.
  2. Scan your papers: passport, CNIC or NICOP, visa or iqama and a photo.
  3. Register on membership.opf.org.pk, fill in the form and upload the papers.
  4. Pay Rs 10,000 by card if you are a voluntary member. Add Rs 2,000 for urgent processing if you need it.
  5. Keep the reference and follow up on regn@opf.org.pk if the card does not arrive.

The portal turned away our automated check with a bot test on 2 October 2026. That is a security screen, not an outage, so try it in an ordinary browser. If it will not load, the paper form route through an OPF office or the embassy still works.

Five steps to get an OPF membership card online

The card unlocks aid, school seats, housing and discounts

OPF lists financial aid, recovery of dues, school and college seats with scholarships, housing schemes, complaint help, emergency help and partner discounts as member benefits. A family card lets relatives use the discounts too. Most of these need the card or proof of protection.

The biggest one is the death and disability grant. OPF pays Rs 400,000 in financial aid to a member's family after a death abroad, and Rs 300,000 for permanent disability. Without membership, that money is not available.

Recovering unpaid salary from an employer abroad is the exception. OPF says membership is not required to recover unpaid dues from abroad.

Renew every five years and replace a lost card for Rs 1,000

The card is valid for five years. Renew it online or in person with a current visa and passport. A lost card is replaced for Rs 1,000 with the form, a visa or iqama copy, a passport copy and a CNIC or NICOP copy.

OPF's membership page says the duplicate and urgent fees are paid into an Askari Bank account listed on that page. Copy the account details only from OPF's own page, never from a message or a social media post, and keep the bank receipt.

OPF's questions page also says the fee "varies" depending on whether you apply from Pakistan or abroad. The membership page gives one figure, Rs 10,000. Confirm the amount on regn@opf.org.pk before paying if you apply from abroad.
