To get environmental approval for a project in Punjab, you submit an IEE or EIA report to the Environmental Protection Agency (EPA) Punjab. Its own timeline gives 10 working days for first scrutiny, a public hearing no earlier than 30 days after the newspaper notice, and then 45 days of review for an IEE or 90 days for an EIA. The last step is a decision, which can be a conditional approval.

An IEE is an Initial Environmental Examination, the lighter report for smaller projects. An EIA is an Environmental Impact Assessment, the full report for projects with larger effects. We read the EPA Punjab Environmental Approval Process Timeline sheet on 22 October 2026. This page turns its seven steps into a plan you can follow.

The EPA Punjab timeline has seven steps from report to decision

The sheet starts with report preparation and ends with a decision. In between sit the application, a scrutiny by the agency, public participation, and a review that includes a site inspection. Each step refers to a numbered regulation.

You file the application with ten paper copies and two electronic copies

The sheet says the IEE or EIA report goes in as 10 paper copies plus 2 electronic copies. With it you attach the application in the format of Schedule IV and the fee receipt as per Schedule III. The fee amounts are in that schedule, not on the timeline sheet.

We did not find a fee figure on the timeline page, so we do not state one here. Ask EPA Punjab on its helpline 1373 or read Schedule III before you pay. The report itself must follow the contents set out in the IEE and EIA report checklists.

The agency has 10 working days to accept your report or send it back

In preliminary scrutiny the agency may accept the report, ask you to fix shortcomings, or return it for revision. The sheet adds that the agency may ask for more information at any time. So a clean first submission saves the most time.

Step 4 on the sheet is your reply. It carries no time limit for you, but the clock for the review does not start until the documents are complete under regulation 9. A weak first report therefore delays everything after it.

A public hearing cannot be held earlier than 30 days after the newspaper notice

Regulation 10 requires a public hearing. The notice must appear in one local and one national daily newspaper, and the hearing date cannot be earlier than 30 days from the date the notice is published.

Plan this early. If your notice appears late, the hearing slips with it. The sheet does not say who pays for the notice, so confirm that with the agency before you book the advertisement.

Review takes 45 days for an IEE and 90 days for an EIA

After the documents are complete, review runs 45 days for an IEE and 90 days for an EIA. The sheet lists a committee of experts, an advisory committee if one is notified, and an inspection of the project site as part of this step.

Our own sum is a worst case. If the hearing period and the review run one after the other, an IEE needs about 75 days and an EIA about 120 days after scrutiny, plus the 10 working days of scrutiny. The sheet does not say whether the two overlap, so treat these as upper estimates, not promises.

Days in each stage of Punjab environmental approval for IEE and EIA

The decision comes on a schedule form, and it can carry conditions

After review the agency conveys its decision as per Schedule V for an IEE and Schedule VI for an EIA. The sheet calls the outcome a decision or conditional environmental approval, so expect conditions you must keep after you start work.

Keep the approval and its conditions on file. EPA inspectors can ask for them, and the rules for Punjab's pre-smog action plan show how closely the agency now watches units that cause smoke. Hospitals have their own route under the hospital waste authorization.

  1. Check which category your project falls in: IEE or EIA.
  2. Prepare the report using the EPA checklist and the sector guideline.
  3. Submit 10 paper and 2 electronic copies with Schedule IV and the fee receipt.
  4. Answer every shortcoming within the agency's request.
  5. Publish the hearing notice in one local and one national daily.
  6. Attend the hearing, then wait for the 45 or 90 day review.
  7. Collect the decision and keep the conditions.

Common questions about Punjab environmental approval

How long does EPA Punjab take to approve an IEE?

The sheet gives 45 days for review, after 10 working days of scrutiny and a hearing at least 30 days after the notice. It does not give one total.

How long does an EIA take?

Review is 90 days. Scrutiny and the public hearing period come on top, so budget more than four months in the worst case.

Is the timeline the same in every province?

No. This is the Punjab sheet. Environment is a provincial subject, and Khyber Pakhtunkhwa has its own route, set out in the guide to environmental approval in Khyber Pakhtunkhwa.

What does the agency check on its site visit?

The sheet only says the review includes inspection of the project site. It does not list what inspectors check.

Where do I find the fee?

The fee is under Schedule III of the regulations. The timeline sheet does not show it. Ask EPA Punjab on 1373 or at +92-42-99231818.

Who can write the IEE or EIA?

The sheet says the proponent or a consultant prepares it, following the IEE and EIA guidelines and the sector guidelines.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 22 October 2026. We read the EPA Punjab Environmental Approval Process Timeline sheet, which we opened through the EPA Punjab checklists page at epd.punjab.gov.pk, and its contact details on the same site. The file shows a 2022 date. We could not read the regulations or Schedules III to VI themselves, so fees and form contents are not stated. The 75 and 120 day totals are our own arithmetic and assume no overlap. Confirm current steps with EPA Punjab before you apply.
