Short answer: In Gilgit-Baltistan you get a learner permit first (Rs 60 post office ticket, valid 6 months), then a 3-year licence after at least six weeks. A motorcycle licence costs Rs 500 and a motorcycle plus car licence Rs 1,200, per the Gilgit-Baltistan Police licensing system. You apply at a Police Khidmat Markaz in your district.

If you drive on the Karakoram Highway, the first question is where to get the paper. The excise office does not issue it here. Gilgit-Baltistan Police run licensing through their Police Khidmat Markaz (PKM), meaning a citizen facilitation centre, in 10 districts.

We read the Driving License Management Issuance System (DLMIS) pages of Gilgit-Baltistan Police: the How To Apply page, the Licensing Centers page and the Verify page. Fees below are copied from that page, and it labels its rate table 2024.

The learner permit is the first step and costs a Rs 60 ticket

You must hold a learner permit before a regular licence. The police page lists four documents: a CNIC copy, a Rs 60 ticket from any post office, the traffic rules code book from the Traffic Police office, and a medical certificate from an authorised medical practitioner.

VehicleMinimum age for a learner permit
Motorcycle or motor car18 years
LTV (rickshaw, taxi, commercial tractor)21 years
HTV (heavy transport vehicle)22 years

The page says learner permits are issued daily and stay valid for 6 months. LTV means light transport vehicle. HTV means heavy transport vehicle, such as a truck or a bus.

A regular licence needs a learner permit that is six weeks old

The page asks for the original learner permit, and it must be at least six weeks old. Bring the endorsement form, a copy of the medical certificate, a CNIC copy, two attested fresh photographs and the driving tickets the fee schedule lists.

  1. Collect the code book and get the medical certificate, then buy the Rs 60 ticket.
  2. Apply for the learner permit at the Police Khidmat Markaz in your district.
  3. Practise for at least six weeks with the permit in hand.
  4. Return with the endorsement form, medical copy, CNIC copy, two photographs and the fee tickets.
  5. Pass the test at the licensing centre. The system prints your card centrally.
  6. Wait for the card to arrive by Pakistan Post, since the department delivers licences through the post office.

The 3-year licence fee runs from Rs 500 to Rs 3,000

The fee depends on the licence category. The rate table on the police page is headed "Driving License Rates (2024)" and gives the price of a 3-year licence. Rates can change, so confirm the amount at the counter before you pay.

Category3-year licence feeYearly renewal rate
MotorcycleRs 500Rs 400
Motorcycle plus carRs 1,200Rs 700
LTVRs 1,000Rs 500
HTVRs 1,500Rs 600
TractorRs 1,500Rs 400
LTV plus PSVRs 2,000Rs 800
HTV plus PSVRs 3,000Rs 1,000

The page also lists a "Motorcycle Car" category at Rs 1,000, separate from motorcycle plus car at Rs 1,200. It does not explain the difference, so ask the counter which one you need. PSV means public service vehicle.

Renew within one month and pay no fine

The page says there are no charges for renewal within one month. After one month and before 90 days, a 50 per cent fine applies. After 90 days and before one year, the fine is 100 per cent. Bring Form E, two photographs, a CNIC copy, the original licence and a medical report.

A late fee table also appears: Rs 200 for a motorcycle or tractor, Rs 400 for a motor car, Rs 500 for motorcycle plus car, and so on up to Rs 600 for the PSV categories. Because the page does not spell out how the percentage fine and the late fee combine, ask the counter for the total before you pay.

For an international driving permit, bring the application form, an attested CNIC copy, your valid licence, your Pakistani passport, two attested photographs and a Rs 66 court fee ticket. Issuance is Rs 2,500 and renewal Rs 1,000.

Where to apply and how to check a licence

The Licensing Centers page lists a Police Khidmat Markaz in each of 10 districts: Gilgit, Ghizer, Nagar, Hunza, Diamer, Astore, Skardu, Shigar, Kharmang and Ghanche. The Gilgit centre is at the Bus Stand in Jutial and answers on 05811-930339.

The Verify page asks for a 13-digit CNIC and a security code, and it checks a licence record in the central database. The helpline on the system is +92-5811-930590 and the email is dlmisgbp@gbp.gov.pk. We have a wider walkthrough of verifying and tracking a driving licence online for other provinces.

If you drive up from the plains, a Punjab or Sindh licence is not the same record. Vehicle papers are a separate check, which we cover in verifying a vehicle registration in Gilgit-Baltistan.

If a licence is lost, a police report comes first

For a duplicate print, the page says to bring a police report for the missing licence, which you can get from the concerned police station or Khidmat Markaz. Then apply for the duplicate at the same centre. The page does not give a duplicate fee, so we leave the amount unstated.

Keep the postal delivery in mind. A card goes by Pakistan Post to the address you give, so write a clear address and a working mobile number on the form.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We read the How To Apply, Licensing Centers and Verify pages of the Gilgit-Baltistan Police DLMIS. The home page fee box shows placeholder numbers, so we used the How To Apply table. We did not submit any form. Fees are as printed by the department and may change.
