How the HBL PSL Cricket Development Award of USD 200,000 Is Scored: 80% Committee, 20% Fan Vote
The PCB's USD 200,000 HBL PSL Cricket Development Excellence Award is scored 80% by a five-member committee and 20% by fans. See the weights and what counts.

Short answer: The PCB has created a USD 200,000 award, worth PKR 55,400,000, for the HBL PSL franchise that has done the most for cricket development. A five-member committee decides 80 per cent of each score. Fans decide the other 20 per cent through a social media vote.
We read the PCB's release of 18 September 2026 on 13 October. It sets out who can win, what counts, and how marks are given. It does not yet give the voting dates or the committee's names, so those are still open.
The award is worth USD 200,000 and goes to one franchise
The Inaugural HBL PSL Cricket Development Excellence Award is worth USD 200,000, or PKR 55,400,000, and goes to one franchise. The PCB says the aim is to reward long-term investment in Pakistan cricket, structured pathways and measurable yearly standards of professional growth.
The 2026 award looks back. It counts development work done from HBL PSL 3 to HBL PSL 11, the seasons when at least six franchises played. After the eleventh edition, only the work done between the two most recent editions will be assessed.
The PCB also asks media to use the correct name of the league, HBL PSL, in texts and headlines. We follow that here.
At the PCB's own conversion of PKR 277 to the dollar, USD 200,000 comes to PKR 55.4 million, and it goes to the winning franchise.
Eighty per cent of the score comes from a five-member committee
Each franchise first marks itself with a scoring model. A five-member assessment committee, with independent experts and internal stakeholders, then checks each score against the evidence supplied. This covers 80 per cent of the final score. Fans decide the remaining 20 per cent.
The committee uses what the PCB calls verifiable data points. The release does not name the five members and does not say how disputes are settled. Both are listed as details to come.
- Each franchise assesses itself with the PCB's scoring model.
- The assessment committee verifies each score against evidence.
- Franchises publish a presentation of their development work on official PSL social media handles.
- Fans vote and rank the franchises, which carries 20 per cent of the score.

Player pathway and grassroots work carry the most marks
Five areas are scored, plus the fan vote. Player Pathway and Development carries 25 per cent, Grassroots and Domestic Engagement 20 per cent, High-Performance Infrastructure 15 per cent, and Player Impact and Player Welfare 10 per cent each.
| Area | Weight | What it looks at |
|---|---|---|
| Player Pathway and Development | 25% | New or uncapped talent found, developed and given exposure beyond the PSL |
| Grassroots and Domestic Engagement | 20% | Men's and women's development, coaching clinics, school and club cricket, PCB events |
| High-Performance Infrastructure and Innovations | 15% | Facilities, staffing, systems and technology |
| Player Impact and Match Contribution | 10% | A new player's impact, match-deciding role and role expansion |
| Player Welfare and Education | 10% | Financial literacy, mental health support, media training, anti-doping and anti-corruption education, career transition plans |
| Fan voting on social media | 20% | Fans rank each franchise's development work |
Added together, Player Pathway and Grassroots carry 45 per cent. That is more than the fan vote and High-Performance Infrastructure combined, which come to 35 per cent. Going by these weights, a franchise cannot win on stadiums or social media alone.

The five areas add up to 80 per cent and the vote makes up the last 20 per cent. The grassroots row covers the same kind of work as a free Sports Board Punjab cricket academy, which shows what such programmes look like.
Eight franchises will compete, and fans get a direct vote
The PSL now has eight franchises, a change we covered in the report on the Rawalpindi team rebrand. The PCB has not said which of them will enter or when voting opens. Fans will get scoring guidelines at the time of voting.
The PCB says the voting schedule and more details about the committee will come "in due course". Until then there is nothing to vote on. Be careful with any message that asks for money or a login to vote. The release describes a ranking vote on social media, with scoring guidelines, and nothing paid.

The season itself runs from 18 March to 2 May 2027, as set out in the report on the HBL PSL 12 dates.
