Islamabad's government schools may move from the Federal Directorate of Education (FDE) to a new autonomous education authority. On 6 November 2026, Planning Minister Ahsan Iqbal told officials to prepare the law and a transition plan within 60 days. He also asked for a review of the proposed hiring of 1,100 teachers through FPSC.

None of this has happened yet. No law has been passed, no school has moved, and the FDE keeps running as normal. But if you have a child in an Islamabad Model School, or you applied for an FDE teaching post, this is a plan to watch.

We read the Press Information Department release (No. 77) on 7 November 2026. Everything here is a proposal or a direction made at a meeting, and we mark it that way.

A 60-day clock now runs on the law and the transition plan

The minister chaired a Joint Committee on Islamabad Capital Territory education reforms. He directed the authorities to "prepare the required legislation and a transition roadmap within 60 days". Counted from 6 November, that is about 5 January 2027. The release does not print an end date.

The Prime Minister has already endorsed an autonomous authority for Islamabad, the release says. The minister said it should have a Board of Governors with an independent majority and a Chief Executive Officer picked on merit.

A draft law would still have to pass through the stages our guide on how a bill becomes law explains. So 60 days is the time to prepare the plan. It is not the date of any change at your school.

The 1,100 teacher posts through FPSC are now under review

This is the part with a direct effect on job seekers. The release refers to "the proposed recruitment of 1,100 teachers through FPSC". The minister called for a review of the process and asked officials to look at a contract hiring model.

He pointed to Punjab, which earlier hired educated teachers on five-year contracts, as a lesson. He also wants the terms to favour local hiring and placement at a named school, so that teachers are not moved around without need.

The release does not cancel the posts or say that FPSC should stop. If you have applied, or plan to, watch FPSC's own notices. Our recent report on FPSC decisions on FDE teacher posts shows how those cases are being handled now.

What parents should expect, and what is still only an idea

The first priority named is safe and working school buildings. The minister asked for a costed plan to improve all institutions, starting with rural schools, and said building plans must also cover girls' education, including more blocks for girls.

A uniform curriculum across public and private schools was also raised, by MNA Raja Khurram Nawaz. The Planning Commission said the quality of private, low-fee and informal schools is a government responsibility too. These remain views expressed at the meeting. They are not rules.

The FDE network has 432 institutions, the release says, and about 77 per cent of its spending ceiling goes on employee costs. That second number leaves about 23 per cent of the ceiling for everything else.

Seven reform themes are named in the government release

The release says eight themes, but it lists seven by name, followed by an implementation plan. We give only the ones it names. These are the headings under which any later proposal is likely to come.

  • Governance and institutional setup
  • Safe schools, standards and buildings
  • Financing and school-level autonomy
  • Teachers and school leadership
  • Curriculum, teaching and foundation learning
  • Assessment, data and accountability
  • Access, equity and student welfare

Follow the plan in four steps if your family is affected

Nothing here needs you to act today. The release changes no fee or admission rule. If someone tells you that your child's school is being handed over, ask for the notification. For an existing complaint, such as fees at a private school, the current route still applies, as our guide on complaining about private school fees in Islamabad shows.

  1. Keep dealing with your school and the FDE as normal.
  2. If you are a teaching applicant, check FPSC's notices before you assume any change.
  3. Around early January 2027, look for a government release on the roadmap.
  4. When a bill appears, read it on the National Assembly or Senate site, not a summary.

Common questions

Is the FDE being closed?

No. The minister said the FDE must keep running without interruption during the transition. A new authority is a proposal, and no law has been passed.

When will the new education authority start?

No start date has been given. Officials have 60 days from 6 November to prepare the law and a transition roadmap.

Has FPSC hiring of 1,100 teachers been cancelled?

The release does not say so. It says the minister wants the process reviewed and a contract model explored.

Will Islamabad teachers be hired on contract?

That is being looked at, not decided. The minister cited Punjab's five-year contracts as a lesson.

Will private schools come under the new authority?

The release does not say. The Planning Commission said ensuring quality in private and informal schools is a government responsibility.

Who was at the meeting?

Ahsan Iqbal chaired it. MNA Raja Khurram Nawaz, Parliamentary Secretary for Education Wajiha Qamar, the Education Secretary, Planning Commission members and private sector experts attended.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 7 November 2026. We read Press Information Department release No. 77 of 6 November 2026. We did not see a draft bill, the working groups' reports or a notification from the Education Ministry. We will report those when they are published.
