Ehsaas Umeed Card KP: How Disabled Persons Apply for the Monthly Stipend

KP's Ehsaas Umeed Card pays a Zakat stipend to persons with disabilities. Get the free form from your Local Zakat Committee, attach the papers, check by CNIC.

The Ehsaas Umeed Card is Khyber Pakhtunkhwa's monthly stipend for persons with disabilities, run through the Zakat department. You apply on a free form through your Local Zakat Committee, and you check the result by CNIC on the department's Umeed search page. The monthly amount has been reported as Rs 5,000, but the department's own pages do not print it.

Umeed means hope. The card sits beside two other KP Zakat cards: Sahara for widows and Roshan Mustaqbil for orphans. All three use the same route. A local committee decides who deserves help, a district committee checks the papers, and the province pays.

We read the 2025-26 Umeed form on the department's website, its Zakat rules and its search portal, and set out below what you need before you apply.

The Umeed Card is a Zakat stipend for disabled persons in KP

The Zakat, Ushr, Social Welfare, Special Education and Women Empowerment Department of Khyber Pakhtunkhwa runs the Umeed Card. It pays a monthly stipend to a person with a disability, or to a guardian on their behalf, from Zakat funds.

The amount has been reported as Rs 5,000 a month for 10,000 persons with disabilities, announced by the provincial government in August 2026. The 2025-26 form and the department's website do not state any amount. Treat Rs 5,000 as reported until your Local Zakat Committee confirms it.

For comparison, KP's general Zakat rules set the basic Guzara Allowance at Rs 2,000 a month per person, or as the provincial Zakat council decides. The Umeed Card is a separate, larger scheme on top of that.

Any type of disability can apply, mild to severe

The form lists four types of disability: hearing, visual, mental and physical. It asks for the degree as mild, moderate or severe. It does not say that mild cases are excluded, but the Zakat rules give preference to the most needy.

The form also asks about the household, because Umeed is need-based. Expect questions on family size, other disabled members, income, assets and housing.

A child with a disability can be registered on a B-Form. In that case a guardian, usually a parent or sibling, fills Part III and can receive the money for the child. The form asks you to tick whether the guardian will collect the payment.

Five steps to apply for the KP Ehsaas Umeed Card for persons with disabilities

Apply through your Local Zakat Committee

The form is tied to your Local Zakat Committee, the volunteer committee in your village council, neighbourhood council or ward. It is entered in that committee's LZ-19 register. You do not apply online. You get the form, fill it in and hand it to the Local Zakat Chairman.

  1. Find your Local Zakat Chairman. The department's website has a chairman search by district.
  2. Get the free 2025-26 Umeed form from the chairman, or download it from the department's Zakat downloads page.
  3. Fill in all four parts. Leave nothing blank.
  4. Attach a copy of the disabled person's CNIC or B-Form, and the guardian's CNIC if there is one.
  5. Attach proof of disability. A disability certificate or a special CNIC is the strongest proof.
  6. Hand it to the Local Zakat Chairman and keep a photo of the filled form.

The Umeed form itself does not print a document list. The sister Sahara form says incomplete forms, or forms without the required documents, will not be examined, and it asks for a disability certificate or special CNIC from disabled applicants. One person per household, and other aid counts against you

KP's Zakat Disbursement Regulation 2021 says not more than one deserving person will be selected from the same household for a Zakat allowance. If your mother already gets the Sahara Card, for example, a second card for your house is unlikely.

The form also asks whether you already receive help from the Zakat department or another government department. Say so honestly. A hidden BISP or Zakat payment found later can cancel the card.

Final selection depends on the district's share of the money. A complete, honest form is not a guarantee. It only puts you in the queue.

Check the result on the Umeed search page

The department runs a search page for the Umeed Card on its Zakat MIS. Enter the 13 digit CNIC without dashes. When we opened it on 10 October 2026 it loaded and accepted a CNIC. A test number returned a blank page rather than an error, so a blank result may simply mean no record yet.

The Sahara and orphan search pages on the same system say a record appears about a month after the last date for forms. Wait that long before chasing your chairman. How much does the Ehsaas Umeed Card pay?

It has been reported as Rs 5,000 a month. The department's form and website do not state the amount, so confirm it with your Local Zakat Committee.

Can I apply for the Umeed Card online?

No. You fill the paper form and submit it through your Local Zakat Chairman. Only the result check is online.

Can a disabled child get the Umeed Card?

Yes. The form accepts a B-Form, and a guardian can receive the payment for the child.

Do I need a disability certificate?

The Umeed form does not list documents, but the sister KP Zakat forms make a disability certificate or special CNIC compulsory for disabled applicants. Bring one.

Can two people in one house get Zakat cards?

Usually not. KP's Zakat rules allow one deserving person per household for a Zakat allowance.

We read the "Ehsaas Umeed Card (PWDs 2025-26)" form and the Zakat Disbursement Regulation 2021 on the KP Zakat and Social Welfare Department website, and opened its Umeed search page. The monthly amount and the 10,000 beneficiary figure come from reports of the August 2026 announcement, not from a department document. No last date for 2026-27 forms has been published.
