KP TMA Services Online: Building Plan Approval, NOC, Water Connection and Birth Registration Requests

You can now ask for five Tehsil Municipal Administration (TMA) services in Khyber Pakhtunkhwa online, on the Local Council Board KP's Citizen Service Request form at lcbkp.gov.pk/service-request: building plan approval, a No Objection Certificate (NOC), a water or sewerage connection, a municipal business licence, and birth, death or marriage registration. The form needs your name, CNIC, phone number and request details, and takes attachments up to 5 MB each. Below is how to fill it, the time limits KP has set for each service, and what to do when a TMA misses them.

The Local Council Board form covers five TMA services

The Citizen Service Request form on lcbkp.gov.pk offers five service types: Municipal Business License, Building Plan Approval, No Objection Certificate, Water or Sewerage Connection, and Birth, Death or Marriage Registration. You pick one per request and describe what you need.

The Local Council Board is one of the field offices of KP's Local Government Department. Its form is a front door: it records your request centrally instead of making you start with a visit to the tehsil office. The board's site does not say how requests are passed on, so expect your TMA to contact you on the phone number you give.

Fill the form with your CNIC and attach clear scans

The form asks for six things: service type, full name, CNIC in the 12345-1234567-1 format, phone number, an optional email, and request details. You can attach PDF, JPG, PNG or DOCX files of up to 5 MB each.

1. Open lcbkp.gov.pk/service-request.
2. Choose the service type from the list of five.
3. Type your full name as it appears on your CNIC, then the CNIC number. The form adds the dashes for you.
4. Give a mobile number you answer. Email is optional, but it gives you a written trail.
5. In request details, name your tehsil and the exact property or person, for example "10 marla house, Hayatabad Phase 3, residential building plan".
6. Attach scans: CNIC, ownership or allotment papers, and for a building plan, the drawings. Keep each file under 5 MB.
7. Submit, and save a screenshot of the confirmation screen.

A phone photo of a document is fine if it is flat, sharp and readable. Shrink large photos before uploading, because a 12 megapixel image is often more than 5 MB.

KP set 10 days for a house plan and 2 days for a birth certificate

KP's Local Government Department gives fixed time limits. A residential building plan should be approved in 10 days, a commercial plan in 15 or 30 days depending on where it is, and a birth or death registration and certificate in 2 days.

The department lists two commercial rows that overlap: a general 15 days, and a split of 30 days outside and 15 days inside Peshawar's walled city. We have shown both as published. Ask your TMA which one it applies.

The department's pages do not give fees, a document checklist or a time limit for NOCs, water connections or marriage registration. Ask the TMA for those when it calls.

In big cities, a development authority approves plans, not the TMA

KP's Local Government Department says that in cities, the local development authority approves commercial and residential building plans. In other districts, the Tehsil Municipal Administration does. Check which body covers your plot before you apply.

The Local Council Board lists about 100 TMA and municipal offices across eight groups: Peshawar, Mardan, Malakand, Hazara, Kohat, Bannu and Dera Ismail Khan divisions, plus the merged districts. Malakand has the most, with 23, and the merged districts have 20. If your tehsil appears there, the TMA route applies.

Complain to the KP Right to Public Services Commission if a TMA is late

KP's Local Government Department sets a designated officer, a time limit and an appeal officer for these services, and tells applicants to write to the KP Right to Public Services Commission when registration is denied or delayed. If a TMA or union council misses its time limit, you can complain to the KP Right to Public Services Commission, which can fine the officer responsible.

We read the Citizen Service Request form and the TMA list on lcbkp.gov.pk directly, and the building plan and registration pages on lgkp.gov.pk through a page reader, on 25 October 2026. The e-building plan portal at bca.lcbkp.gov.pk showed only a login screen. We did not submit a request, so we could not confirm response times, fees or how requests reach each TMA. The TMA counts are ours.
