LPG Cylinder Price in Pakistan and How It Is Set

A domestic LPG cylinder went up by about Rs 152 in August, to roughly Rs 3,001. That is Rs 12.89 more per kilogram than July.

But the number you were quoted at the shop is probably not that number, and the gap between the two is what this page is actually about. It is where nearly every complaint about LPG pricing comes from.

One thing first. We opened OGRA's website and its LPG price pages render through JavaScript, returning only navigation to us, so we could not read the notification itself. The figures below are corroborated across several outlets rather than taken from the regulator's own document.

What changed in August

It is reported as an increase of around 5.3 per cent. LPG is reset monthly, so this is not a permanent step up any more than a fall would be a permanent saving.

Why your cylinder costs more than the notified rate

This is the part that matters, and it is not corruption in most cases. It is the structure.

OGRA notifies a maximum producer price and the margins and taxes that sit on it. That is a rate near the start of the chain. Between that and your kitchen there are distributors, retailers, transport and, usually, delivery.

So a shop charging above the headline figure is not automatically overcharging you. A shop charging well above it, with no delivery and no explanation, might be.

Four things that change what you pay

• Delivery. Charged on top in most areas, and rarely quoted separately.
• Where you live. Hill areas and remote districts pay more because the gas has to get there. In parts of Gilgit-Baltistan and Balochistan the difference is substantial.
• Cylinder size. The commonly quoted domestic cylinder is 11.8 kg, but other sizes circulate. A cheaper cylinder that holds less is not cheaper.
• Short filling. This is the real problem. A cylinder sold as full but filled short is the most common way households overpay, and it is invisible unless you weigh it.

How to avoid being overcharged

1. Compare per kilogram, not per cylinder. Divide the price by the weight. This single habit defeats most of the tricks.
2. Ask to see the cylinder weighed. A tare weight is stamped on the cylinder itself, so the gas content is the total minus that. A seller who refuses to weigh it in front of you has told you something.
3. Ask whether delivery is included before agreeing a price, not after.
4. Check the seal and the valve before accepting a cylinder.
5. Buy from the same supplier when you find an honest one. Consistency is worth more than chasing a few rupees.

Two safety habits worth more than the price

LPG cylinder accidents in Pakistan are common and almost always preventable.

Check for leaks with soapy water, never a flame. Brush a little soapy water around the valve and the regulator joint. Bubbles mean a leak. Turn the cylinder valve off, open the windows, and do not touch any electrical switch until it has cleared.

Store the cylinder upright, outside the kitchen if you can, and never below ground level. LPG is heavier than air, so a leak collects at floor level in a basement rather than dispersing. Replace a cracked or perished rubber hose rather than taping it.

A warning about which website you are reading

If you search for LPG or petrol prices in Pakistan, you will land on ogra.com.pk near the top of the results. That is not the regulator.

The Oil and Gas Regulatory Authority is at ogra.org.pk. Several lookalike domains outrank the official one on price queries, and they are not obliged to be accurate or current. Check the address bar before you rely on a number.

Where LPG fits against piped gas

Most households on LPG are there because piped gas is not available to them, and that is not changing quickly.
