How to Check an LPG Cylinder Is Safe and Legal in Pakistan

Check an LPG cylinder before you buy in Pakistan: OGRA licensed brand, legal shop, weight, valve and no decanting. How to complain to OGRA online, step by step.

Before you buy an LPG cylinder in Pakistan, check five things: the brand is an OGRA licensed marketing company, the shop shows its authorisation and price list, the cylinder is weighed in front of you, the valve and markings are intact, and nobody fills it from another cylinder. If a seller fails these checks, you can complain to OGRA online at complaint.ogra.org.pk.

That is the short answer. The rules behind it come from the Oil and Gas Regulatory Authority (OGRA) and the LPG (Production and Distribution) Rules, 2001. We read both on OGRA's own website for this guide, along with OGRA's safety requirements for LPG shops. Everything below comes from those documents, and we say so where they are silent.

Five checks make an LPG cylinder safe to buy

Check the brand, the shop, the weight, the valve and the filling method. These five checks cover what OGRA's rules require from a seller. Each takes under a minute, and together they rule out the most common unsafe and illegal sales.

  1. Brand. The company name on the cylinder should be on OGRA's list of LPG marketing companies.
  2. Shop. The shop should show a sign board with its name and the marketing company it works for, plus that company's price list.
  3. Weight. Ask for the full cylinder to be weighed in front of you.
  4. Valve and marks. The valve should be undamaged and the cylinder's stamped marks readable.
  5. Filling. The gas must come from a filling plant, never from a pump or pipe moving gas between cylinders at the shop.

OGRA licenses every LPG marketing company

Only companies holding an OGRA licence may market LPG in Pakistan. OGRA publishes the list on its website. The current list is dated 10 August 2026 and runs to 411 numbered entries, with each company's brand name, city and licence validity date.

To check a brand, open the LPG section of OGRA's licensing page and download "Detail of LPG Marketing Companies". Search it for the name printed on your cylinder. The list also shows the date each licence runs to, so you can see if it has lapsed.

A second list, "Detail of Authorized Distributors of LPG Marketing Companies", dated 5 September 2025, names each company's distributors by city. It also records whether each meets OGRA's minimum safety requirements. It is 108 pages long, so search it.

OGRA's "Minimum Safety and Operational Requirements" for LPG distributor premises set where a shop may operate and what it must have. A shop in a basement, a home or next to a tandoor breaks those rules, whatever its prices.

The same document requires a sign board with the distributor's name and its authorisation from the marketing company. The company's price list must be "prominently displayed". If you cannot see either, ask.

Refilling from another cylinder is banned

Moving LPG from one container to another is called decanting in the LPG Rules. OGRA's safety requirements ban decanting equipment at distributor shops. OGRA's public awareness notice says refuelling from illegal decanters is not allowed. A shop doing it is breaking the rules.

The rules ban some uses of LPG outright, too:

  • No LPG cylinder or tank on motorcycles, scooters, three wheelers, buses, coaches or wagons.
  • No cylinder under the seats or inside the passenger area of any vehicle.
  • No domestic cylinder may be filled at an LPG auto refuelling station.

OGRA's notice tells licence holders not to refuel such vehicles.

The cylinder should be weighed in front of you

Rule 19 of the LPG Rules says the quantity of LPG supplied to a consumer must be worked out with a correct meter or weighbridge. Any dispute over measurement goes to OGRA, and its decision is final. So you can fairly ask for the cylinder to be weighed.

Look for the empty weight marked on the cylinder. Subtract it from the weighed total. What is left is the gas you are paying for. An 11.8 kg domestic cylinder should hold 11.8 kg of gas.

Then check the price. OGRA sets a maximum price each month, per kilogram and for the 11.8 kg cylinder. Sellers may charge less but not more. The current figure and how it is worked out are under LPG cylinder price in Pakistan.

Cylinder markings and the valve need a close look

The LPG Rules require companies to follow the Gas Cylinders Rules, 1940. They also name British Standard 5430 for periodic inspection and testing of gas cylinders. Readable maker and test marks show a cylinder has a history someone can check.

We did not find a plain statement on OGRA's website of how often a domestic cylinder must be retested. So we do not give an interval here. Ask the distributor when the cylinder was last tested, and refuse one whose marks are missing, ground off or painted over.

Check the valve, too. It should sit straight, with no cracks or bent parts. OGRA's documents that we read set no rule on valve seals, but an intact cap from the filling plant is a good sign.

At home, test for leaks with soapy water on the valve and regulator joint, never a flame. LPG is heavier than air, so a leak collects near the floor. In an emergency, call Rescue 1122.

OGRA takes LPG complaints online

You can complain to OGRA online at complaint.ogra.org.pk. OGRA's list of complaint types includes the quantity and quality of LPG. The LPG Rules let OGRA act against overcharging with the local administration, and fine a rule breaker up to Rs 500,000 per breach.

We opened the OGRA complaint form on 1 October 2026. It asks for:

  1. Your name, CNIC, email, city, province, phone and address.
  2. The company or dealer the complaint is against, picked from a list if it is there.
  3. A description of the problem.
  4. Whether you have taken it to any other body, such as a court.
  5. Supporting files, as PDF, JPG or PNG, up to 5 MB each.

The notice on the form is written for piped gas customers and asks for a gas bill. A cylinder buyer has none, so attach a photo of the cylinder and the shop, the weight reading and the receipt. Track it at complaint.ogra.org.pk/track.

The rules also make an LPG company responsible for any mishap at its distributor's premises caused by negligence or substandard equipment. OGRA can fix the compensation, payable within one month of its order. In Punjab, district price control officers also handle overcharging on domestic LPG.

Common questions

How do I know an LPG company is licensed in Pakistan?

Search OGRA's "Detail of LPG Marketing Companies" list on ogra.org.pk. The current list is dated 10 August 2026 and shows each company's brand and licence validity date.

Is it legal to refill a small cylinder from a big one?

No. Moving gas between cylinders is decanting, and OGRA bans decanting equipment at LPG shops. Its public notice says refuelling from illegal decanters is not allowed.

Can I ask the shop to weigh my cylinder?

Yes. The LPG Rules say the quantity supplied must be measured by a correct meter or weighbridge. Disputes over weight go to OGRA, whose decision is final.

Can a rickshaw or motorcycle use an LPG cylinder?

No. The LPG Rules ban LPG cylinders on motorcycles, scooters, three wheelers, buses, coaches and wagons, and under any vehicle's seats.

How often must an LPG cylinder be tested?

OGRA's rules point to the Gas Cylinders Rules, 1940 and a British testing standard. We found no plain interval on OGRA's website, so ask the distributor for the last test date.

What is the fine for breaking the LPG Rules?

Up to Rs 500,000 for each breach, under rule 29. That is on top of any other action OGRA takes.
