Short answer: OGRA's official enforcement list for 2025-26 shows what inspectors actually check: overcharging, short measurement and safety at pumps and LPG plants. In two Azad Kashmir rounds, 9 of 33 pumps were penalised. Illegal LPG sites in Islamabad, Rawalpindi and Karachi were sealed.

Most of us only meet OGRA through the daily price sheet. It also has an enforcement wing, and it has published what that wing did over the year. The list is short, plain and specific. That makes it more useful than a press release.

We downloaded two documents from the enforcement page of ogra.org.pk, both dated 21 July 2026: the Head Office list for FY 2025-26 and the Karachi Regional Office list. Everything below is from those two documents. They are summaries, not full case files, so we cannot say what penalties were in rupees.

Head Office recorded six major actions in 2025-26

OGRA's Head Office list for the year has six entries: an illegal LPG decanting site in Islamabad, two rounds of pump inspections in Azad Kashmir, LPG plant checks in Rawalakot and Rawalpindi, and a fortnightly stock verification that began in March 2026.

An OMC is an oil marketing company, the brand that owns the pump. The OCAC is the Oil Companies Advisory Committee, which keeps industry stock data.

OGRA Head Office enforcement actions in 2025-26 with outcomes

Nine of 33 inspected pumps were penalised

In the two pump rounds in Azad Kashmir, OGRA inspected 33 retail outlets for overcharging, short measurement and safety. It penalised 7 for overcharging and 2 for short measurement. That is 9 of 33, or about 27 per cent.

Do not stretch that number. Two towns in one region are not Pakistan, and the list does not say how the outlets were chosen. Still, the split is useful. Overcharging drew 7 penalties and short measurement drew 2.

It also shows what to look for. Overcharging means selling above the notified price, which you can compare against the sheet in the OGRA pump price list guide. Short measurement means the nozzle delivers less than the meter says, and the steps to challenge it are in how to complain about a petrol pump.

LPG plants were sealed with the district administration

OGRA does not seal premises on its own. Its list shows it writing to a Chief Commissioner for sealing in Islamabad, and sealing alongside Civil Defence in Rawalpindi. In Karachi, an assistant commissioner sealed an illegal LPG godown in Mauripur on 18 April 2025.

That partnership matters for you. If you report an illegal LPG shop or a decanting point, the action needs a district officer. Give the exact address and the date you saw it. The safety rules for a legal LPG shop, and why refilling one cylinder from another is banned, are in how to check an LPG cylinder is safe and legal.

The Head Office list also shows a decanting site penalised by Civil Defence rather than OGRA. In practice, three bodies can act on one LPG site: OGRA, Civil Defence and the local administration.

Karachi's list focuses on LPG price and stock

The Karachi Regional Office list is a set of photographs and one-line notes. The ones with a consumer angle are visits to LPG plants and distributors over price, a visit to retail outlets to confirm stock, and a meeting on sub-standard LPG cylinders.

  • 15 April 2025: meeting at the Karachi Deputy Commissioner's office on sub-standard LPG cylinders.
  • 18 April 2025: sealing of an illegal LPG godown in Mauripur.
  • 24 November 2025: visits to LPG marketing companies to ensure compliance with the notified LPG price.
  • June 2026: visits to LPG plants and a distributor in Malir district over a price increase.
  • July 2026: visits to retail outlets to check stock availability.

Some items in the Karachi document carry dates from early 2025, although its heading says FY 2025-26. We have reported the dates as printed. For the price side, the LPG cylinder price guide explains how the notified price is set.

What you can do with this information

Treat the list as a map of where problems were found: price, measure and illegal LPG storage. Check the price on the sheet before you pay, watch the meter reset to zero, and report an illegal LPG site to the district administration and to OGRA.

  1. Before you fill, look up the notified price for your city on the OGRA sheet.
  2. Watch the dispenser start from zero and check the litres against what you paid.
  3. Keep the receipt and note the pump name, city and time.
  4. If the price or measure is wrong, complain to the pump manager and then to OGRA.
  5. For an LPG shop that refills cylinders from one another, report the address.

Common questions

Where can I read OGRA's enforcement list?

On the Enforcement section of ogra.org.pk. The Head Office and Karachi Regional Office lists for FY 2025-26 are both dated 21 July 2026.

What does OGRA inspect at a petrol pump?

Its list says inspections cover overcharging, short measurement and safety. Stock verification against industry records started in March 2026.

How many pumps were penalised?

In two Azad Kashmir rounds, 9 of 33 inspected outlets were penalised: 7 for overcharging and 2 for short measurement. That is not a national figure.

Can OGRA seal an illegal LPG shop by itself?

Its list shows sealing done with Civil Defence or the district administration, and a letter to a Chief Commissioner for sealing. The local officer acts on OGRA's inspection.

Does the list give the penalty amounts?

No. The documents record the action and outcome in one line. They do not give rupee amounts.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on Sunday 11 October 2026. We read the Enforcement section of ogra.org.pk and its two FY 2025-26 summaries dated 21 July 2026, the Head Office list and the Karachi Regional Office list. We have not inspected a pump ourselves, and we have not seen the case files behind these one-line entries.
