NEPRA has approved a fuel charge of Rs 2.3673 a unit for September 2026, and it goes on November 2026 electricity bills across Pakistan, including K-Electric. The request was Rs 2.5624, so NEPRA cut it by Rs 0.1951 a unit. A household billed 300 units in September pays about Rs 710 before tax.

The National Electric Power Regulatory Authority (NEPRA) issued the decision and its notification, S.R.O. 2094(I)/2026, on 6 November 2026. We read the full decision on NEPRA's website. FCA means fuel charges adjustment. It is the gap between what power plants spent on fuel in a month and the fuel cost already built into your tariff.

November bills carry Rs 2.3673 a unit for September fuel

NEPRA set the actual fuel cost for September at Rs 9.8268 a unit against a reference of Rs 7.4596. The difference of Rs 2.3673 goes on November bills as a separate line, the highest approved rate in the 2026 list so far.

CPPA-G is the Central Power Purchasing Agency, the body that buys power for the government owned distribution companies. It filed the request on 15 October 2026, and NEPRA heard it on 29 October 2026. The steps from request to bill are set out in how NEPRA sets the fuel charge. Your bill also carries the quarterly adjustment line, and the current rate is in our list of QTA rates for 2026.

Your charge depends on the units billed in September

The order says the charge is worked out on units billed in September 2026, not on your November units. So take the units from your September bill and multiply by 2.3673. The result is the amount before tax.

  1. Find your September 2026 bill, or download a duplicate from your company's bill page.
  2. Read the units billed on that bill.
  3. Multiply those units by 2.3673.
  4. Compare the answer with the FCA line on your November bill.
  5. If the line is far off, report it to your sub-division with both bills in hand.
Units billed in SeptemberFuel charge before tax
100Rs 236.73
200Rs 473.46
300Rs 710.19
500Rs 1,183.65
1,000Rs 2,367.30

The arithmetic is ours. Some bills may be printed before the notification reached the company. NEPRA says that if a November bill was issued before the notification, the charge may be applied in the following month. So a missing line on an early November bill does not mean you escaped it.

Lifeline, EV charging and prepaid users are exempt

The charge applies to every consumer category of the ex-WAPDA companies and K-Electric, with three exceptions named in the order. Everyone else pays the same national rate, whichever company sends the bill.

ConsumerPays the September FCA?
Lifeline consumersNo
Electric vehicle charging stationsNo
Prepaid consumers who opted for the prepaid tariffNo
Other homes, shops and factories, all companiesYes
Units under the Incremental Consumption PackageYes

The last row matters to factories and private farms. NEPRA also decided on 6 November to raise the rate on those extra units, which we report in the Rs 25.30 incremental package decision. The order also tells companies to follow any court order on the fuel charge, whatever the notification says.

NEPRA trimmed plant fuel costs and capped line losses

NEPRA checked plant fuel rates against its own approved figures and cut Rs 949 million from four plants. It also capped transmission losses at the allowed level. The decision does not split the Rs 0.1951 cut between these steps.

The loss cap is 2.5 per cent, so NEPRA counted 338.401 million units of loss on the national grid rather than the 376.028 million units reported. NEPRA also reduced the August plant adjustments by about Rs 84 million.

RLNG, which is imported liquefied gas turned back into gas, needed a separate call. NEPRA's own working gave a cut of Rs 9,356 million for RLNG plants, while CPPA-G claimed a larger cut of Rs 10,617 million without plant details. NEPRA kept the larger figure for now because it helps consumers more, and told CPPA-G to send the details with its next petition. CPPA-G's net older adjustments came to Rs 5,759 million as claimed.

September relied on more imported coal and diesel

Pakistan generated 13.22 billion units in September, 0.98 per cent above the reference plan. Hydel, nuclear, local coal and RLNG all fell short, and imported coal, diesel and local gas filled the gap. That mix pushed the average fuel cost up.

SourcePlan (billion units)Actual (billion units)
Hydel5.054.83
Imported coal1.142.16
Nuclear2.111.89
Local coal1.481.33
Local gas0.761.07
RLNG1.480.80
Wind0.340.46

Diesel plants added 0.21 billion units against a plan of none. Imports from Iran came to 54.555 million units at Rs 31.77 a unit. Companies also recorded 170.389 million units from net metering and net billing customers. One NEPRA member, the Member (Law), added a dissenting note, limited to how fuel costs of small and captive power plants were treated. It does not change the rate.

This is the highest approved fuel charge of 2026 so far

At Rs 2.3673, the September rate is above the Rs 2.0581 on September bills and more than double the Rs 1.1086 on October bills. A 300 unit household pays about Rs 378 more on this line than last month, before tax.

The month by month record is in every FCA rate for 2026. The request stage was covered in the Rs 2.56 request. NEPRA has also posted a hearing notice on the next quarterly adjustment, which is in the Rs 23.3 billion QTA request. That request is not decided, and it is separate from this charge.

Common questions

What is the FCA on November 2026 electricity bills?

Rs 2.3673 a unit, approved by NEPRA on 6 November 2026 for fuel used in September 2026. It shows as a separate line on the bill.

Does K-Electric charge the same FCA?

Yes. The notification applies the same rate to K-Electric consumers for the same period, under the federal policy of a uniform rate.

Which units are used to work out the charge?

The units billed in September 2026, according to the order. Your November units do not set this charge.

Who does not pay the September FCA?

Lifeline consumers, electric vehicle charging stations and prepaid consumers who opted for the prepaid tariff.

What if the FCA is missing from my November bill?

NEPRA says that if a November bill was issued before the notification, the charge may be applied in the next month. Expect it on the December bill in that case.

What we read

We read NEPRA's decision and S.R.O. 2094(I)/2026 on 7 November 2026, including the covering letter and the dissenting note. The cost table is our own arithmetic. The generation table comes from a scanned page, so check the original for any exact figure you plan to rely on.
