FCA in Electricity Bill 2026: Every Month's Fuel Charge in Pakistan From January, and What November May Add (Full List)
The FCA on October 2026 electricity bills is Rs 1.1086 a unit. See NEPRA's fuel charge for every month since January, the bill month it hit and your own cost.

The FCA on your electricity bill in October 2026 is Rs 1.1086 a unit, the fuel charge NEPRA approved for August 2026, and every month this year has had its own rate, from a cut of Rs 0.0102 in May bills to Rs 2.0581 in September bills. The full list for January to August is below, with the bill month each one landed in.
FCA means fuel charges adjustment. It is the gap between what power plants actually spent on fuel in a month and the fuel cost already built into your tariff. NEPRA, the power regulator, decides it about five weeks later, and it shows on the bill two months after the month it covers. The same rate applies across Pakistan, including K-Electric customers in Karachi.
Every FCA from January to August 2026
NEPRA approved a fuel charge for each month of 2026 so far, and cut CPPA-G's request in every case. CPPA-G is the government company that buys power for the distribution companies. Here are the approved rates, the requests and the bill months, from NEPRA's notifications.
| Fuel month | CPPA-G asked (Rs a unit) | NEPRA approved (Rs a unit) | Notified | On bills in |
|---|---|---|---|---|
| January 2026 | 1.7814 | 1.6274 | 4 March 2026 | March 2026 |
| February 2026 | 1.6406 | 1.4235 | 8 April 2026 | April 2026 |
| March 2026 | 0.2660 | minus 0.0102 | 5 May 2026 | May 2026 |
| April 2026 | 1.7251 | 1.1907 | 4 June 2026 | June 2026 |
| May 2026 | 0.8173 | 0.3364 | 3 July 2026 | July 2026 |
| June 2026 | 1.2000 | 0.7503 | 7 August 2026 | August 2026 |
| July 2026 | 2.5182 | 2.0581 | 4 September 2026 | September 2026 |
| August 2026 | 1.7267 | 1.1086 | 7 October 2026 | October 2026 |
Added together, the eight approved rates come to Rs 8.4848 a unit, against Rs 11.6753 requested. By our arithmetic, NEPRA trimmed about Rs 3.19 a unit from the requests over the year. The details of how it reached the August figure are in NEPRA's decision for October bills.

September's fuel charge could land on November bills
The next one is the September 2026 FCA. CPPA-G asked for Rs 2.5624 a unit, and NEPRA set the hearing for 29 October 2026. If NEPRA follows the pattern of every month above, the decided rate would show on November bills.
That would be the largest request of the year. NEPRA has cut every request in 2026, by between Rs 0.15 and Rs 0.62 a unit, so the final figure is likely to be lower, but nothing is decided until NEPRA notifies it. The request and hearing details are in the September FCA request for November bills.
Lifeline, prepaid and EV charging units do not pay it
Each of NEPRA's 2026 orders says the FCA applies to all consumer categories of K-Electric and the other distribution companies, except lifeline consumers, electric vehicle charging stations and prepaid consumers. For March only, a review on 7 May 2026 also excluded protected consumers.
Lifeline consumers are homes using up to 100 units a month on the lifeline tariff. Protected consumers are homes that stayed at or under 200 units in each of the last six months. If you are in neither group, the FCA applies to every unit on your bill.
Work out the FCA on your own bill in three steps
Multiply your units by the rate for that bill month. The answer is the FCA before any tax. Your bill prints the FCA as a separate line, so you can check the company used the right rate.
- Find the units billed on your bill, for example 300 units.
- Pick the rate for that bill month from the table, for example Rs 1.1086 for October.
- Multiply: 300 units times Rs 1.1086 is Rs 332.58 before tax.
- Compare the result with the FCA line on your bill.
- If the line is far off, check whether your bill covers more or fewer days than usual.
| Units | October 2026 FCA at Rs 1.1086 | September 2026 FCA at Rs 2.0581 | If November is Rs 2.5624 |
|---|---|---|---|
| 100 | Rs 110.86 | Rs 205.81 | Rs 256.24 |
| 200 | Rs 221.72 | Rs 411.62 | Rs 512.48 |
| 300 | Rs 332.58 | Rs 617.43 | Rs 768.72 |
| 500 | Rs 554.30 | Rs 1,029.05 | Rs 1,281.20 |
The November column uses the requested rate only to show the upper end. A step by step version for October is in calculating the October FCA.

The FCA sits beside a separate quarterly charge
Your bill can carry two adjustment lines at once. The FCA covers fuel for one month. The quarterly tariff adjustment, or QTA, covers capacity payments and other costs for a three month period. From September to November 2026 the QTA is Rs 0.5194 a unit.
Every quarter's QTA and its bill months are listed under QTA in electricity bills for 2026. NEPRA's full process, from CPPA-G's request to your bill, is explained in how NEPRA sets the fuel charge.

Common questions
What is the FCA in my October 2026 electricity bill?
It is Rs 1.1086 a unit, NEPRA's approved fuel charge for August 2026, notified on 7 October 2026.
Is the FCA the same for K-Electric and other companies?
Yes. Every 2026 order applies the same national rate to K-Electric customers and to the other distribution companies.
Why was the May 2026 FCA negative?
March 2026's actual fuel cost came out Rs 0.0102 a unit below the reference after NEPRA's checks, so May bills got a tiny cut instead of a charge.
Do lifeline consumers pay FCA?
No. NEPRA's orders exclude lifeline consumers, prepaid consumers and electric vehicle charging stations.
When will the September 2026 FCA be decided?
NEPRA set the hearing for 29 October 2026. The rate is decided only when NEPRA issues its order.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 28 October 2026. We read NEPRA's FCA decisions and notifications for January, February and March 2026 from CPPA-G's fuel adjustment notifications page, and for April to August 2026 plus the March review from copies of NEPRA's decisions published on K-Electric's tariff structure page. The September request and hearing date come from NEPRA's hearing notice as we read it on 20 October 2026; NEPRA's own website refused our connection on 28 October, so we could not re-open it. The totals, cuts and bill examples are our arithmetic. Sales tax and other charges are not included in the examples.
