Short answer: Multiply the units on your August 2026 bill by 1.1086. The result is the extra money NEPRA's fuel charge adjustment (FCA) adds to your October bill. For 300 units that is Rs 332.58. It is shown as a separate line on the bill, and a bill issued early may carry it a month later.

Many readers see a new line on their electricity bill and cannot tell if it is correct. This guide shows the sum, who does not pay it, and what to do if your line looks wrong.

We read the decision of the National Electric Power Regulatory Authority (NEPRA) on the August 2026 fuel charges adjustment, dated 7 October 2026, on 13 October. NEPRA is the electricity regulator. The FCA is a per unit amount that covers the difference between the fuel cost the regulator assumed and the fuel cost the power plants actually paid.

NEPRA approved Rs 1.1086 a unit for August

NEPRA approved Rs 1.1086 a unit as the fuel charge for August 2026. It is shown as a separate line on October bills, calculated on the units you were billed for in August.

NEPRA's decision sets the actual fuel cost for August 2026 at Rs 8.2084 a unit and the reference cost at Rs 7.0998 a unit. The difference is a positive FCA of Rs 1.1086 a unit. Positive means consumers pay extra.

The decision applies to the Ex-WAPDA distribution companies and to K-Electric consumers, with the same rate. Companies must show it in the billing month of October 2026, as a separate line, on the units billed in August 2026.

Your extra charge is August units times 1.1086

Find the units billed for August on your bill or on your company's online bill page. Multiply them by 1.1086. Round to the nearest paisa. A household that used 300 units in August pays about Rs 332.58 extra, and a household that used 700 units pays about Rs 775.02 extra.

  1. Find the units billed in August 2026. Your October bill may show them under "units" or the consumption history.
  2. Multiply those units by 1.1086.
  3. Find the FCA line on your October bill, which should be shown separately.
  4. Compare the two numbers. If they match, the line is correct for the base amount.

These are our own sums. NEPRA's decision does not say how taxes apply to the FCA line, so the total on your bill can be a little higher than the numbers above. Read the tax lines on your bill, and compare the FCA line first, because that is the part NEPRA fixed.

Lifeline, prepaid and EV charging consumers do not pay it

The decision exempts three groups. They are lifeline consumers, electric vehicle charging stations and consumers of any category who chose a prepaid electricity tariff. Everyone else on K-Electric or an Ex-WAPDA company pays it.

The decision also says the FCA applies to consumption under the Incremental Consumption Package. If you are on a prepaid meter or a lifeline slab and see the line, ask your company why.

A bill issued early may carry it next month

NEPRA says that if October bills were issued before its decision was notified, the FCA may be applied in the following month. So a November bill can carry the August FCA. Do not read a missing line as a mistake until you check the next bill.

The news side of this decision, including that NEPRA approved less than the Rs 1.7267 a unit the buying agency asked for, is in our report on NEPRA's Rs 1.1086 fuel charge for October bills. For the other parts of a bill, see the home slab rates and fixed charges.

If the line does not match, dispute it in writing

If your FCA is more than units times 1.1086 plus tax, ask your company for a breakdown. Keep a photo of the bill. You can take the dispute to the provincial office of inspection, as set out in how to appeal a wrong electricity bill.

Pay the undisputed part by the due date so a surcharge does not start, as covered in the late payment surcharge guide. If you lost the bill, you can get a duplicate electricity bill free.

Common questions

What is the fuel charge adjustment on my electricity bill?

It is a per unit amount that adjusts for the gap between assumed and actual fuel costs. For August 2026 it is Rs 1.1086 a unit.

Which units does NEPRA use to work out the FCA?

The units billed in August 2026. They are multiplied by Rs 1.1086, and the result is shown as a separate line in the October bill.

Does K-Electric charge the same FCA?

Yes. NEPRA's decision says the Ex-WAPDA rate also applies to K-Electric consumers over the same period.

Who is exempt from the August FCA?

Lifeline consumers, electric vehicle charging stations and prepaid tariff consumers of all categories are exempt.

Why is the FCA line missing from my October bill?

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read NEPRA's decision on the August 2026 fuel charges adjustment, a scanned copy, and the list on nepra.org.pk. The sums in the table are our own. NEPRA's decision does not state the tax treatment, and we did not check an actual October bill.
