How an Overseas Pakistani Can Claim Inherited Property

NADRA needs an heir in person, so most overseas heirs act through a power of attorney instead. The document order, the land record check, and OPF's role.

An overseas Pakistani cannot simply log in and claim inherited property, because NADRA's succession process wants a legal heir to attend in person inside Pakistan. The practical route for most overseas heirs is a special power of attorney that authorises someone in Pakistan to collect the right document and complete the land record on their behalf.

We are writing this as a roadmap, not a repeat of process pages we already carry. What is missing, and what this page is for, is the order an overseas heir actually hits these pieces in, plus the one federal body built specifically for the diaspora: the Overseas Pakistanis Foundation.

Which document you need depends on what was inherited

Bank accounts, shares and vehicles need a Succession Certificate from NADRA. Land or a house needs a Letter of Administration instead, and asking for the wrong one wastes months before anyone tells you.

NADRA issues both the succession certificate and the Letter of Administration under the same process, without going through the courts. For land specifically, Punjab does not even ask for either document on its own mutation checklist, so check the inheritance mutation steps before assuming you need NADRA's paperwork at all.

NADRA's own portal is not built for someone abroad

NADRA's process expects one legal heir to attend a facility inside Pakistan in person, and its succession portal has previously told users outside the country that the service is not available to them. That single fact decides most of what follows for an overseas heir.

This site checked succession.nadra.gov.pk directly on 16 August 2026 and recorded exactly that message, "Currently this service is not available outside Pakistan." We tried the same page again today and it blocked our request outright, which is less conclusive than a clear geo-message but tells the same story: you should not plan around logging in from abroad and finishing this yourself.

NADRA does warn that false or forged information in an application can lead to legal proceedings, so whoever acts on your behalf needs accurate papers, not a shortcut.

A power of attorney does the travelling for you

A special power of attorney lets someone in Pakistan collect the succession certificate, attend the land authority, and complete whatever the process asks for, without you boarding a flight. It has to be signed in front of a Pakistani consular officer abroad and then attested through the Ministry of Foreign Affairs once it reaches Pakistan.

  1. Draft the power of attorney with a lawyer, naming the exact property and the exact act.
  2. Sign it in front of the consular officer at your local Pakistani mission, not before.
  3. Have the mission attest the signed document.
  4. Get it attested again by the Foreign Office once it arrives in Pakistan.
  5. Register it where immovable property is involved, before your attorney uses it.
Steps to attest a power of attorney for use in an inheritance claim in Pakistan

Use a special power of attorney naming one act on one property, not a general one. A general power of attorney hands over broad authority and sits behind a large share of property disputes involving overseas Pakistanis, most of them family arrangements rather than strangers' fraud. Put an expiry date on it too, since one with none survives until formally revoked, and revoking from abroad is harder than granting it in the first place.

Checking the land record before you act

Before your attorney files anything, confirm the property is actually recorded the way your family believes it is. A common complication is land still sitting in a grandparent's name, meaning an earlier inheritance was never completed and has to be dealt with first.

Punjab's land record now runs on PLRA's own digital system, and a fard or ownership extract can be pulled without anyone travelling. If the record shows a different owner, a dispute, or an encumbrance you did not expect, settle that question before the power of attorney is used for anything, because acting on a bad record wastes the attestation chain you just paid for.

When the property has been occupied

Land left unattended while an heir is abroad is a known target for occupation by relatives or by what is commonly called a land mafia. This is the one part of the journey that is not really about paperwork, it is about enforcement, and it is where OPF's role is different from anything the NADRA or land-record process offers.

We could not open opf.org.pk directly on the day we checked, so these details are reported from coverage of OPF's own public announcements rather than read on the foundation's page itself, and we are saying that plainly rather than presenting them as independently confirmed. If your case is specifically a Punjab government department's delay or a police matter, the Punjab Overseas Pakistanis Commission's own online complaint system is a separate, provincial route with a 30-day reply rule, and it is worth running in parallel rather than choosing one over the other.

What to have ready before you start

Gather these before contacting a lawyer or OPF, because every step from here asks for some combination of them.

  • The deceased's death certificate and a NADRA family registration certificate listing every heir.
  • CNIC or NICOP copies of every legal heir, including anyone married or living abroad.
  • Any existing fard, registry extract or mutation copy for the property in question.
  • A named, trusted attorney in Pakistan willing to sign for and represent you.

Keeping these together before you approach a lawyer saves a round trip of emailed scans and missing signatures later.

Can an overseas Pakistani get a NADRA succession certificate without travelling?

Not directly through NADRA's own portal, which has told users abroad the service is unavailable to them. A power of attorney lets someone in Pakistan handle it instead.

What is the difference between a succession certificate and a Letter of Administration?
