Overseas Pakistanis can complain to three High Courts without travelling home. The Sindh High Court takes complaints by email at mit2shc@sindhhighcourt.gov.pk with your NICOP number. The Balochistan High Court has an Overseas Complaints tab on its online form, and the Islamabad High Court has an Overseas Pakistanis option on its complaint form with online tracking.

These cells deal with grievances about government officers and departments, and in some cases about courts and court staff. They are not a way to start a lawsuit. Below we compare the three cells, list what each asks for, and explain when the Wafaqi Mohtasib's grievance commissioner is the better door.

Three High Courts run cells for overseas Pakistanis

The Sindh High Court's Cell for Overseas Pakistani works by email. The Balochistan and Islamabad High Courts take complaints on online forms. We could not open the Lahore High Court site, and the Peshawar High Court site returned an empty page, so Punjab and Khyber Pakhtunkhwa are not covered here.

Sindh takes overseas complaints by email with a NICOP number

The Sindh High Court says overseas Pakistanis can approach its cell by email, clearly giving their NICOP number, or proof of overseas status verified by the Ministry of Overseas Pakistanis. Its page cites a circular of 4 March 2014. Complaints go to Member Inspection Team-II.

The page gives the email mit2shc@sindhhighcourt.gov.pk, phone +92-21-99203151 to 59 with extension 221, and fax +92-21-99203217. The court's separate Complaint page lists a Complaint Redressal Cell on WhatsApp at 923009232243, and an email for complaints against any government officer or department, addlmit2@shc.gov.pk.

  1. Write a short email with a clear subject line, such as "Overseas complaint: delay in property mutation, Hyderabad".
  2. Give your NICOP number in the first line, or attach the Ministry of Overseas Pakistanis verification.
  3. Name the office or officer, the city, and what went wrong, with dates.
  4. Attach scanned copies of applications, receipts and any reply you got.
  5. Add a phone number with WhatsApp, and the time zone you are in.
  6. Send it to mit2shc@sindhhighcourt.gov.pk and keep the sent email.
Steps to email the Sindh High Court overseas Pakistanis cell

Balochistan uses the same online form with an overseas tab

The Balochistan High Court's complaint page has two tabs, Domestic Complaints and Overseas Complaints. Both ask for your name, father's name, CNIC, contact number, address and email, then a category, a subject, a description and an optional attachment.

The categories are High Court Officers and Staff, Subordinate Courts Judicial Officers or Judges, Subordinate Courts Staff, and Other. A problem with a government department in Balochistan falls under Other. Use the CNIC field for your NICOP number if you hold one.

Balochistan also has a special court for overseas Pakistanis' property disputes, which is a court case rather than a complaint; filing an overseas Pakistani property case in Balochistan follows its own procedure.

Islamabad's form gives you a tracking number

The Islamabad High Court's Complaint and Human Rights Cell form asks you to choose Overseas Pakistanis or Local Residents. It takes your name, CNIC or NICOP, email, phone in +92 format, address, the grievance and a message of up to 4,000 characters. You then track it with the tracking number and your CNIC or NICOP, the same way as any Islamabad High Court complaint status check.

The cell says it was set up in 2013 to deal with applications about human rights violations by government offices and private persons. It also forwards deserving applicants for free legal aid. Its help hours are Monday to Saturday, 8:30 am to 3:30 pm, and Friday 8:30 am to 12:30 pm.

The Wafaqi Mohtasib is the other route for federal offices

For a complaint about a federal office, such as passports, NADRA, customs or the Overseas Employment Corporation, the Wafaqi Mohtasib has a grievance commissioner for overseas Pakistanis. That route is set out for overseas Pakistanis complaining to the Wafaqi Mohtasib.

Pick one route first and keep a record of what you sent. If a High Court cell replies that the matter belongs elsewhere, move it there and quote the reply.

A complaint cell cannot decide a property or family case

These cells push officials to act and can look into misconduct. They do not decide who owns a plot, who has custody of a child, or whether a decree was right. Those need a case in the proper court, filed by you or by a lawyer holding your power of attorney.

What a High Court complaint cell can and cannot do for overseas Pakistanis

Be wary of anyone who says a complaint cell can get a court order for a fee. None of the three pages we read mentions any fee for a complaint.

Common questions

Do I need a NICOP to complain?

Sindh asks for a NICOP number or overseas status verified by the Ministry of Overseas Pakistanis. Islamabad and Balochistan accept a CNIC or NICOP on their forms.

Can I complain about a judge from abroad?

Yes, for a district court judge. Balochistan's form has a category for subordinate court judges, and Sindh sends those complaints to Member Inspection Team-I. Superior court judges are a matter for the Supreme Judicial Council, as set out for a complaint against a judge in Pakistan.

Is there a fee?

None of the three complaint pages we read mentions a fee.

Can a relative in Pakistan file for me?

The forms ask for the complainant's own name, CNIC or NICOP and contact details, so file your own grievance yourself. All three routes work from abroad by email or online.

How long do these cells take to reply?

None of the pages gives a time limit. Islamabad's tracker at least shows each status change with its date.

Do Punjab and Khyber Pakhtunkhwa have overseas cells?

We could not open the Lahore or Peshawar High Court websites on 27 October 2026, so we cannot confirm a cell or give its contact.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the Sindh High Court overseas Pakistanis page and its Complaint page, the Balochistan High Court complaint and overseas complaint pages and telephone directory, and the Islamabad High Court complaint form and tracker, all on 27 October 2026. The Sindh email addresses are protected on the page and we decoded them from the page itself. We did not send a complaint, so we cannot report reply times.
