Short answer: Pakistan has joined the World AI Cooperation Organization, a China-led body on artificial intelligence, and has signed its founding document, Deputy Prime Minister Ishaq Dar told the Senate on Tuesday 27 October 2026. About 50 countries have joined, its headquarters will be in Shanghai, and its first council meeting is expected in mid-December.

The same Senate sitting heard that the government is building a "national AI ecosystem" backed by a $1 billion investment target for 2030. Below is what each minister said, what is new and what is a restatement, and what it means for students, startups and workers in Pakistan.

Pakistan has signed the founding document of WAICO

Ishaq Dar said Pakistan had joined the World AI Cooperation Organization, or WAICO, and signed its founding document. He described it as a China-led initiative that promotes transparency, openness and cooperation in AI. He gave his answer in reply to a supplementary question during Question Hour.

Dar did not say when Pakistan signed, which other countries have joined, or what Pakistan will pay or commit as a member. Those details were not in the official report of the sitting.

The government says it is building a national AI ecosystem

Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry told the Senate that the government is implementing a national AI ecosystem. He listed six parts: AI infrastructure, human capital, research, startups, financing and responsible AI governance.

He named two programmes. The National AI Ecosystem Development Programme, which he called one of the government's most significant upcoming interventions for AI. And the National AI Advancement Initiative, meant "to accelerate AI adoption and build practical AI capacity". He did not give a launch date or budget for either programme.

The $1 billion figure is the 2030 target, not new money

Chaudhry repeated that the government "has announced one billion dollars investment for Pakistan's AI Ecosystem by 2030". That is the target set with the National AI Policy approved in July 2025, not a fresh allocation. The Ministry of IT's own platform lists the same plan with 1,000 fully funded AI PhD scholarships and training for 1 million non-IT professionals by 2030.

Our check on 4 October found no application process for those PhD scholarships. They are a policy target. What the plan actually offers today, and where students can apply now, is in Pakistan's $1 billion AI plan and its PhD promise.

What it means for students, startups and workers

Joining WAICO does not change anything for an AI user in Pakistan this week. It is a diplomatic membership. Its practical effect will depend on what the council agrees in December: joint research, training, data rules or funding.

The domestic programmes matter more, but they have no dates yet. Until they open, the useful steps are ordinary ones.

  1. Students: watch HEC and the IT Ministry for any AI scholarship call. Do not pay anyone for "registration" in a scheme that has not opened.
  2. Workers: free AI and freelancing courses already run through government skills programmes, such as NAVTTC's Skills of Tomorrow.
  3. Startups: check the government's incubation and startup funds rather than waiting for the new programme.
  4. Everyone: be careful what you put into AI chatbots at work, since responsible AI governance rules are still being written.

The same sitting covered power subsidies and Islamabad's Sunday Bazaar

AI was one part of a long Question Hour. In the same sitting, the Power Minister said the protected electricity limit is planned to rise from 200 to 250 units, which we report in the protected consumer plan.

Tariq Fazal Chaudhry also told the House that efforts are under way to reopen the Sunday Bazaar at Peshawar Mor in Islamabad, in consultation with the Islamabad administration. Such bazaars let growers sell straight to buyers at lower prices. No reopening date was given. The Senate meets again on Thursday 29 October at 3 pm.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read Radio Pakistan's report of the Senate sitting of 27 October 2026 on 28 October; it carries Ishaq Dar's statement on WAICO and Tariq Fazal Chaudhry's answers on the AI ecosystem, the $1 billion target and the Sunday Bazaar. We also read the Senate of Pakistan site and its orders of the day for 27 October, and its notice that the House meets on 29 October at 3 pm. The National AI Policy details, the 1,000 PhD scholarships and the 1 million training target come from our 4 October report, which read the IT Ministry's platform. We could not verify when Pakistan signed, the member list, any membership cost, or dates for the two domestic programmes.
