Pakistan Study Visa for Foreign Students: NOC, Security Clearance and a 2 Year Entry Visa
Pakistan study visa for foreign students: the ministry NOC, security clearance, the 2 year entry visa, 30 day wait, documents and the older one year line.

Short answer: A foreign student needs an NOC from the concerned Pakistani ministry and security clearance before Pakistan grants a study visa. DGIP says the revised study entry visa runs for 2 years and should be decided within 30 days. Admission papers and an NOC from the student's own country are also needed.
A student from Bahrain wins a place at a Pakistani university and gets the offer letter. He thinks the visa will follow in a week. It will not. The visa depends on clearances from two ministries and the security agencies, and they take time.
We read the Directorate General of Immigration and Passports (DGIP) visa categories page on 13 October 2026. It shows a last modified date of 14 September 2026. The page gives two different durations for study visas, so we explain both below.
The NOC comes first, then the visa
DGIP says the Ministry of Interior and the Ministry of Education receive the student's request. The visa is granted after an NOC from the Ministry of Education, the Economic Affairs Division or the Ministry of Health, as the case may be. The student's own mission in Pakistan must also give its NOC.
The student then needs security clearance. Only a security-cleared student gets the NOC for an entry visa. In plain words, the visa is the last step, not the first. Ask your university which ministry handles your programme before you plan the flight.

The page shows two durations, so ask which applies
One paragraph on the DGIP page says students on a proper study visa get a visa or extension for one year with one re-entry, and the entry NOC covers 3 months with a single entry. A later paragraph says a revised policy issues the study entry visa or extension for 2 years after clearance within 30 days.
These two statements appear on the same page. We read the 2 year, 30 day rule as the revised one, because the page labels it "Revision in Study Visa Duration". The page does not say which one missions apply today, so confirm the duration with the mission before you pay.
| Item | Older line on the page | Revised line on the page |
|---|---|---|
| Entry NOC | 3 months, single entry | Not restated |
| Visa or extension | 1 year, one re-entry | 2 years |
| Clearance time | Not stated | 30 days |
| Applies to | Students and IIUI teachers | Foreign students |

Prepare the documents before you apply
DGIP lists the routine visa documents, a passport copy and a photograph, plus an admission or bonafide letter. The student also needs the Pakistani ministry's NOC and an NOC from the student's native country. The categories page says the old student and Deeni Madaris visas now sit inside the single Study Visa category.
Keep copies of everything in one folder. The mission may ask for the same papers twice, once for the NOC and once for the visa. If you are the host family or university in Pakistan, you can help by giving a clear letter that names the programme and the dates.
Six steps take you from admission to arrival
The steps below follow the order DGIP describes. They are our plain-language summary, so check each with your university and the mission.
- Get a written admission or bonafide letter from the institution.
- Ask which ministry issues your NOC: Education, Economic Affairs Division or Health.
- Obtain the NOC from your own country as well.
- Submit the request so security clearance can start.
- Apply for the entry visa at the Pakistan mission once the NOC is issued.
- Extend the visa before it ends through the Regional Passport Office.

Staying legal after arrival
Start the extension early. DGIP does not give a fixed lead time for study visas, so ask your Regional Passport Office when to apply, and do not wait for the last week. Keep your admission letter and enrolment proof ready for that visit.
A study visa that lapses brings an overstay surcharge. For foreign nationals this is nothing for up to two weeks, then US$50, US$200 and US$400, as listed in the note on the overstay surcharge for foreigners. DGIP also says foreign teachers of the International Islamic University in Islamabad follow the same process.
Some nationals must register with the police after landing, and the steps are in how to register a foreigner with Islamabad Police. A foreign student who wants a local SIM should read how a foreigner can buy a SIM in Pakistan. The family of a student who needs a visit visa can use the tourist e-visa route.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 13 October 2026. We read the DGIP visa categories page. The page gives two study visa durations and we could not tell which one missions apply today. We did not contact a mission or apply for a visa.
