How Overseas Pakistanis Join OPF and Get Help Through the PakTok App

OPF gives overseas Pakistanis membership, dues recovery from a foreign employer, free body transport and a funeral grant, now reachable on the PakTok app.

The PakTok app connects overseas Pakistanis to the Overseas Pakistanis Foundation (OPF): membership, dues recovery from a foreign employer, free transport of a body from abroad, scholarships and a funeral grant. It is published by the National IT Board and is free on the Apple App Store and Google Play.

A Pakistani working in Riyadh or Dubai loses a job before the contract ends, and the employer will not pay the final months. A family in Multan gets the worst phone call, and does not know who pays to bring the body home. These are the exact problems the Overseas Pakistanis Foundation was built for in 1979, and the PakTok app is now the government's way of putting that help on a phone.

We checked PakTok on both app stores on 4 October 2026. On the Apple App Store it is published by the National Information Technology Board, last updated 18 May 2025 at version 1.8. On Google Play it is listed under National IT Board, Government of Pakistan, with over 10,000 downloads and a 2.7 star rating from 99 reviews, in the Government category. We read its description and OPF's own published membership, dues and funeral rules. We did not install or register on the app ourselves, so anything about its in-app screens is the publisher's own description, not our test.

PakTok is a front door to OPF, not a new emigration system

PakTok is a Ministry of Overseas Pakistanis and Human Resource Development project built by the National IT Board to put the Overseas Pakistanis Foundation's services on a phone. It is not the system that protects you before you leave for a job abroad, that is a separate step at the Protectorate of Emigrants.

Its own store listing describes member registration, welfare services such as dues recovery, free transport of a deceased person's body, financial help like school scholarships, and a complaint system it describes as working around the clock. Confusingly, government references to the "National Emigration and Welfare Policy 2026" group PakTok with pre-departure platforms, but what the app and OPF's own site actually describe is post-employment welfare, membership and claims.

OPF membership has two categories, and the fee is disputed

Anyone who went abroad for work after 23 March 1979 through a registered channel, and paid the Welfare Fund fee at the Protectorate of Emigrants, already holds Compulsory Membership. OPF's own site says this category gets its card without any charge.

Everyone else abroad for a year or more can apply for Voluntary Membership. Here the sources disagree: OPF's membership page and its own application forms list a one time fee of Rs 10,000, while a detail page on the ministry's site, ophrd.gov.pk, gives the voluntary fee as Rs 2,000. We could not find a single page that reconciles the two figures, so confirm the fee with OPF before you send a draft.

Registering needs four documents and three ways to submit them

OPF's membership page asks for the same core papers whichever route you use: a copy of your NICOP or CNIC, your passport, your visa or work permit, a photo, and the filled application form. You can apply online through OPF's website, in person at an OPF regional office, or through a Pakistani embassy or consulate while still abroad.

  1. Copy your NICOP or CNIC and your passport's bio page.
  2. Copy the page in your passport showing the work visa, iqama or residence permit.
  3. Attach a passport sized photo and the filled membership form.
  4. If you are a voluntary applicant, prepare the fee, and ask the office which figure currently applies.
  5. Submit online, at an OPF office, or through your nearest embassy or consulate.
Steps to register for OPF membership as an overseas Pakistani

Keep the card once it arrives. It is what an OPF office or the PakTok app will ask for when you later file a dues claim, a funeral grant or a scholarship application.

OPF chases unpaid dues from a foreign employer through our own embassy

If a foreign employer owes you end of service benefits, unpaid salary or any other due, OPF's own description of the process is to approach its Head Office in Islamabad or a regional office with your documents, after which the case is pursued with the employer through Pakistan's embassy or consulate in that country. We did not reach a live page describing the exact form, so bring your contract, payslips, termination letter and any correspondence with the employer, since those are the documents such a claim normally needs.

OPF's published figures show this is not a token service. According to its own reported numbers, it recovered about Rs 800 million in dues for overseas Pakistani workers in the 2023 to 2024 financial year, across 273 cases. We read this figure in OPF's indexed content rather than on a page we could load directly, so we are reporting it rather than treating it as independently confirmed.

Steps to claim unpaid dues from a foreign employer through OPF
  1. Gather your contract, payslips and termination letter.
  2. Go to OPF's Head Office in Islamabad or a regional office.
  3. File your claim with every supporting document you have.
  4. OPF raises the case with the employer through our embassy.
  5. Wait for a recovery or a response relayed through the embassy.

A funeral grant and free transport cover the worst case

When an overseas Pakistani dies abroad, OPF's published rules offer two kinds of help. A free ambulance carries the body from Pakistan's international airports to the family's home town, and Pakistan International Airlines carries such bodies without charge on the routes it operates. Separately, OPF pays a funeral grant of Rs 25,000 to the family of a member who dies abroad.

The family must apply within one month after the body reaches Pakistan. OPF's published list of documents is specific: the application form, an attested copy of the deceased's CNIC, attested copies of all passports, proof of OPF membership, the applicant's own CNIC, proof of the relationship to the deceased, the death certificate issued by the host country, and the air bill for the body's transport. The deceased must have held voluntary OPF membership or been registered with the Protector of Emigrants, died abroad with a no objection certificate from the embassy, and be buried in Pakistan.

PakTok is one channel, OPF's offices are the backup

We would rather tell you plainly what we could and could not check. The app's own store page lists these same services and a 24 hour complaint system, and it carries a government publisher's name on both stores, which is a real signal it is official. What we have not done is register on it, file a claim through it, or watch a complaint move through its system, so we cannot describe its screens.

If the app is slow to respond or a feature will not load, OPF's Head Office and regional offices, and the complaints address complaints@opf.org.pk, remain the paper trail version of the same services. A dispute over property or a government department in Punjab is a different complaint altogether, handled by the Overseas Pakistanis Commission Punjab, not OPF.

And if you have not yet left Pakistan for the job, protection at the Protectorate of Emigrants and a licence check on your recruiting agent both come before any of this, since OPF's welfare services assume you are already working abroad or have already returned.

Common questions

Is the PakTok app an official government app?

Yes, as far as its store listings show. Apple lists its publisher as the National Information Technology Board, and Google Play lists it under National IT Board, Government of Pakistan, in the Government category.

Do I need to pay to join OPF?

Not if you already hold Compulsory Membership from a registered job abroad after 23 March 1979. Voluntary members pay a fee that is listed differently across official pages, from Rs 2,000 to Rs 10,000, so confirm it before you apply.

Can OPF get my unpaid salary back from a foreign employer?

OPF says it pursues such cases with the employer through Pakistan's embassy or consulate once you file with your documents at its Head Office or a regional office. It reports recovering about Rs 800 million this way in one recent financial year.

What does OPF pay if a family member dies abroad?

A Rs 25,000 funeral grant to the family of an OPF member, on top of free ambulance transport from the airport and free PIA carriage of the body where PIA operates that route, applied for within one month of the body's arrival.
