A private security company licence in Islamabad costs a Rs 10,000 fee at National Bank of Pakistan and takes 4 to 6 months, or 120 to 180 days. The Chief Commissioner's Office issues it under the Private Security Companies Ordinance 2001 and the Private Security Companies Rules 2001. The file goes to the Home Branch (Security) at the ICT Administration Complex in G-11/4.
The long wait is not paperwork for its own sake. Before a licence is granted, the Deputy Commissioner, the Senior Superintendent of Police and the AIG Special Branch each verify your office. Every director is also checked through the Home Department of their own province.
We read the ICT Administration's private security company licence page on 10 October 2026. Its two download links, for the application form and the undertaking, both returned a "not found" error when we tried them. Plan to collect both at the Home Branch.
The Islamabad security company licence fee is Rs 10,000
The ICT Administration lists a Rs 10,000 processing fee, paid at National Bank of Pakistan. The bank challan for that amount is one of the required documents, alongside an SECP registration certificate and a Ministry of Interior NOC.

The page describes the same Rs 10,000 in two ways. The information box calls it the processing fee in NBP. The document list calls it the "Federal Government fee for registration of Company with S.E.C.P". Either way, one challan of Rs 10,000 is what the file needs. Ask the Home Branch which head of account to use before you pay, because the page does not give one.

Eight documents are needed for the licence file
The file includes the application signed by all directors, an undertaking on a Rs 100 stamp paper, a Ministry of Interior NOC, the Rs 10,000 challan, the SECP certificate, a commercial office lease and directors' CNICs and photos. Ex-army directors add a GHQ certificate.
- Application on the prescribed form, Annex I, filled in completely and signed by all directors.
- Undertaking on a Rs 100 stamp paper, Annex II.
- Copy of the NOC from the Ministry of Interior for registering the company with the Securities and Exchange Commission of Pakistan (SECP).
- Copy of the bank challan for the Rs 10,000 deposit.
- Registration certificate from SECP, attested.
- Copy of an office lease agreement in a commercial area of Islamabad.
- Valid CNICs and recent photographs of all directors.
- For any director who served in the army, a GHQ certificate that the officer was not court martialled during service.
Submit everything on your company's letterhead. The order matters: the Ministry of Interior NOC comes before SECP registration, and both come before the ICT licence.

How to apply for a security company licence in Islamabad
You get the Ministry of Interior NOC, register the company with SECP, lease a commercial office, pay Rs 10,000 at NBP and submit the file at the Home Branch (Security) in G-11/4. Police and district checks then take 120 to 180 days.
- Obtain the Ministry of Interior NOC for registering a security company with SECP.
- Register the company with SECP and get an attested copy of the certificate.
- Lease an office in a commercial area of Islamabad.
- Deposit Rs 10,000 at National Bank of Pakistan and keep the challan.
- Fill in Annex I, sign it with every director, and prepare the Annex II undertaking on a Rs 100 stamp paper.
- Submit the full file on company letterhead at the Home Branch (Security), ICT Administration Complex, G-11/4.
- Wait for office verification by the DC, SSP and AIG Special Branch, and for directors' checks through their provincial Home Departments.

Verification decides how long the licence takes
The 120 to 180 day estimate holds only if every verification report comes back clear. The ICT page makes the timeline subject to "receipt of clear verification reports", so one late or adverse report holds up the whole file.
Three Islamabad offices check your office: the Deputy Commissioner, the Senior Superintendent of Police and the AIG of Police (Special Branch). Each director also gets an antecedent check, meaning a background check, by police or Special Branch through the respective provincial Home Department.
So a company whose directors come from three provinces depends on reports from three Home Departments, on our reading of the page.
Guards who carry weapons bring their own paperwork. Company weapons need licences, and in the capital the rules to renew an Islamabad arms licence set a grace period and penalties of their own.
The Home Branch office and timings
The licence is handled by the Director (Admin) at the Home Branch (Security), ICT Administration Complex, Mauve Area, G-11/4, Islamabad. The office is open Monday to Friday from 8:30 am to 4:30 pm.
The page lists a Friday break of 12:30 pm to 2 pm. It printed the time as "12:30 AM", which is clearly a slip.
Guards who rent rooms in the capital are tenants like anyone else, and landlords must register a tenant with Islamabad Police.
