To register a tenant with Islamabad Police, fill the tenant registration form on the ICT Police website, or go to any Police Khidmat Markaz or your local police station. Bring the tenant's and owner's CNICs and the rent agreement. The fee is Rs 500 and police say it takes 1 working day.

Islamabad Capital Territory Police calls tenant registration mandatory for every tenant in the capital. We read its service page on 2 October 2026, including the online form, the fee and the list of 11 Khidmat Markaz counters that accept it. Either the tenant or the owner can apply.

Steps to register a tenant with Islamabad Police online or at a Khidmat Markaz

Every tenant in Islamabad must be registered with police

ICT Police says tenant registration is mandatory for all tenants in Islamabad Capital Territory, for safety and verification. The tenant or the property owner can submit it. The page makes no exception for flats, portions or single rooms, so treat any letting as covered.

Do it when the tenant moves in, not months later. The police form asks for the lease start date, so a late entry is easy to spot.

Registration also protects the owner. If a tenant later disappears or disputes the rent, a police record with a photo and thumb impression is far better proof than a verbal promise.

Police registration does not settle rent, though. A rent increase or eviction dispute in the capital goes to the Rent Controller under the Islamabad Rent Restriction Ordinance 2001.

Papers you need for Islamabad tenant registration

ICT Police lists the tenant's and owner's CNICs and the original rent or lease agreement. The online form also asks for a passport size photo of the tenant and a photo of the tenant's thumb impression on plain paper.

  • Tenant's CNIC, front and back.
  • Owner's CNIC number. At the counter, carry a copy.
  • Rent or lease agreement, signed by both sides. Most owners put it on stamp paper for a rent agreement.
  • Passport size photo of the tenant.
  • Thumb impression of the tenant, a clear photo of it on plain white paper for the online form.

The form also asks for the tenant's full name, father's name, the owner's name, the rented address and the police station for that address. Extra papers can be added as optional uploads.

Register a tenant online on the ICT Police website

The online form sits on ICT Police's tenant registration page. You fill the details, pick the police station, add the lease dates and upload five files. After you submit, the page shows an application ID. You track the case with that ID and the tenant's CNIC.

  1. Open the ICT Police tenant registration page and scroll to "Apply for Tenant Registration".
  2. Enter the tenant's name, father's name and CNIC, then the owner's name and CNIC.
  3. Type the rented address and choose the police station from the list of 27.
  4. Enter the lease start date, and the end date if the agreement has one.
  5. Upload the CNIC front and back, the photo, the rent agreement and the thumb impression, tick the declaration and submit.
  6. Write down the application ID, then use "Track Application Status" with that ID and the tenant's CNIC.

Files can be images or PDFs, except the photo, which must be an image. Scan the agreement in one PDF if it runs to several pages.

The page says the Rs 500 fee is payable at the counter. It does not say how an online applicant pays. We did not submit a real application, so we cannot tell you if police will ask you to visit a counter to pay. Keep the application ID ready in case they call.

Khidmat Markaz counters that register tenants

ICT Police lists 11 counters for tenant registration. Most open from 8:30 am to 5 pm. PKM F-6 near Super Market and PKM Cascade in the Diplomatic Enclave run 24 hours. The Pakistan Asaan Markaz in G-9 opens from 8 am to 8 pm.

Police also list counters at Gulberg Green, G-14/4 and Soan Garden. You can also go to the police station that covers the rented house. Take originals as well as copies, since counter staff usually want to see the originals.

If a counter refuses the file or asks for more than Rs 500, note the time and the counter, and complain to Islamabad Police online.

Fee, time and the rule behind it

ICT Police charges Rs 500 for tenant registration, payable at the counter, and lists 1 working day as standard processing. Its page does not name the law that makes registration compulsory, and does not state a penalty for skipping it.

That gap matters. Punjab has its own 2015 law with fixed penalties, and the steps differ there when you register a tenant with Punjab Police. Islamabad has no separate tenant registration act that we could find on the federal law portal.

Registration in the capital is reported to rest on orders issued by the district administration under police and criminal procedure powers. We could not read a current order, so we do not quote a penalty.

We searched the federal law portal and did not find an Islamabad tenant registration act. The basis in district orders is as reported, and we could not read one. We did not submit an application, so payment for online cases is untested.
