Register a Sports Club With Sports Board Punjab: Form, Documents and Benefits

Register a sports club in Punjab through your Tehsil Sports Officer: the 3 page form, player list, model constitution, and the free grounds it gets you. Steps.

To register a sports club in Punjab, fill in the Sports Board Punjab club registration form, attach a list of your players with their CNIC or B-Form numbers, your coaches' qualifications and a club constitution, and hand it to your Tehsil Sports Officer. The form and a model constitution are free downloads on the Sports Board Punjab website.

Registration is worth the effort. Under the Board's facility rate notification of January 2024, a club registered with its Tehsil Sports Officer plays free on the hockey turfs, athletics track, football ground, indoor courts and tennis courts at Nishtar Park Sports Complex in Lahore. An unregistered club pays Rs 5,000 for a single hockey or football match there.

We read the registration page, the form and the model constitution on 2 October 2026. One thing needs saying first. The Board launched tehsil level registration on 10 October 2023 with a deadline of 25 November 2023, and its page has not been updated since. It does not say whether registration is open all year now, so call your Tehsil Sports Officer before you prepare the file.

The Tehsil Sports Officer handles club registration in Punjab

Sports Board Punjab does not take club registrations at its Lahore head office. Your Tehsil Sports Officer, often called the TSO, is the contact point. The Board says TSOs help with the procedure and check that the club meets its requirements before registration.

The Board's page explains why it matters. Only a registered club counts as a legitimate "Club" under Article 2(r) of the Sports Board Punjab constitution. That status is what makes the club eligible for grants, Board trials and free use of facilities.

Every tehsil has a TSO, grouped under a District Sports Officer and a Divisional Officer Sports. The Board's field formation pages list their names and phone numbers for all nine divisions. In Lahore, for example, there are separate TSOs for Lahore City, Model Town and Lahore Cantt.

Registration brings grants, trials and free grounds

The Sports Board Punjab lists four benefits for a registered club: eligibility for government grants, regular trials and competitions, prizes and scholarships for players, and sports grounds at no cost, subject to availability. The free ground rule is written into the 2024 rate notification.

Floodlights and generators are still charged to registered clubs. The hockey turf floodlights, for instance, cost Rs 15,000 an hour for every user. And Turf A at the National Hockey Stadium is kept for national teams, departmental teams and inter-club tournaments the Board organises for registered clubs.

Free does not mean walk in. To book a ground at Nishtar Park, a registered club still writes to the Director General Sports Punjab at least 10 working days ahead and pays the refundable Rs 5,000 security fee.

What the club registration form asks for

The form is three pages. The first page covers the club and its office bearers. The second lists registered players, and the third lists coaches. The president and general secretary sign every page. A bank account in the club's name is optional, needed only for a government grant.

  • Club details: tehsil, district, sport, club name, date the club was set up, address, phone and email.
  • Office bearers: president, general secretary and finance secretary, each with a phone number.
  • Elections: the date of the last election and the date of the next one.
  • Bank account (optional): title, account number and bank, in the club's name only.
  • Ground: the name of your practice venue or ground.
  • Players: name, father's name, CNIC or B-Form number, date of birth, phone and a picture for each player.
  • Coaches: name, phone and qualification or level for each coach.
  • Constitution: a copy of the club's constitution or bye-laws.

Players under 18 will usually give a B-Form number. If a child does not have one yet, NADRA B-Form requirements have changed recently, so allow time for it.

How to register your club step by step

Download the form and model constitution, hold a meeting to adopt the constitution and elect office bearers, fill in the three pages, and submit the file to your Tehsil Sports Officer. The Board's page lists no registration fee.

  1. Check that your sport is on the list. The Board accepts more than 50 sports, from athletics, cricket, football and hockey to kabaddi, malakhra, chess and snooker.
  2. Call your Tehsil Sports Officer. Confirm registration is open and ask whether the office wants anything extra.
  3. Adopt a constitution. Use the Board's model and fill in the blanks: club name, sport, how often you hold elections and meetings, and the number of members needed to adopt it.
  4. Hold elections. Elect at least a president, general secretary and finance secretary, and record the date.
  5. Fill in the form. Complete all three pages and attach as many player and coach sheets as you need.
  6. Submit to the TSO. The office records the date, then approves or rejects the club and allots a registration number. Ask for the number in writing.

The model constitution sets the rules your club must follow

The Board's model constitution is two pages long. It requires an elected executive committee, a term of no more than three years for office bearers, a bank account in the club's name operated jointly, and an annual audit of the club's accounts.

A few clauses deserve attention before you sign:

  • Decisions at general meetings are by simple majority, and the president has a casting vote in a tie.
  • Amending the constitution needs a two-thirds majority of members present, with notice given in advance.
  • Dissolving the club needs a two-thirds majority of all members, and leftover money goes to a charity or cause that matches the club's aims.

The constitution also lets the club seek affiliation with provincial, national and international sports bodies. Registration with the TSO is separate from joining your sport's provincial association.

Common questions

Is there a fee to register a sports club in Punjab?

The Sports Board Punjab page and form mention no fee. Confirm with your Tehsil Sports Officer, since the page dates from 2023.

Is club registration open now?

We could not confirm it. The Board's page gives a 2023 launch and deadline and has not been updated. Your Tehsil Sports Officer can tell you.

Does the club need a bank account?

Not to register. The form marks the bank account as optional, needed for a government grant. The model constitution expects one in the club's name.

Can a cricket or kabaddi club register?

Yes. Cricket, kabaddi, malakhra, tug of war and dodge ball are all on the Board's list of sports, along with Olympic sports.

How long can office bearers stay in post?

The model constitution caps each term at three years. Your club sets how often elections are held within that limit.

Where do I find my Tehsil Sports Officer's number?

On the Sports Board Punjab website, under Contact Us, then Field Offices District Wise. Each division page lists its TSOs with phone numbers.
