How to Report Noise Pollution in Pakistan
Report noise from construction, traffic, generators or factories to your province's environmental agency. Punjab, Sindh and KP contacts, and what to record.

Noise pollution in Pakistan is reported to your provincial environmental protection agency, not the police. In Punjab, send a WhatsApp message to 0335-9232227 or call the helpline 1373. In Sindh, register at epa.sindh.gov.pk/complains. In Khyber Pakhtunkhwa, write to the Director General EPA's office in Peshawar. A single loudspeaker is a different complaint, handled separately in Punjab under the Sound Systems Act.
We checked each province's own channel directly on 4 October 2026. Punjab's Environment Protection Department runs a dedicated WhatsApp complaint cell. Sindh built an online portal where you register with your CNIC and file from a dashboard. Khyber Pakhtunkhwa has no working public complaint page we could confirm, so that section tells you exactly what we could and could not verify.
A generator running all night, a cement mixer at 2 am, or a factory that never seems to stop, these are environmental complaints, not criminal ones. Knowing the right door to knock on saves you a wasted call to a police station that will send you somewhere else anyway.
Noise complaints go to the environment agency, not the police station
Pakistan's provinces each run their own Environmental Protection Agency under their own Environmental Protection Act, and noise sits inside the same pollution definition as smoke, effluent and waste. The police only get involved for a loudspeaker under a separate law, or if a complaint turns into a public order issue.
That split confuses people, understandably. A loud wedding speaker and a construction site both feel like the same problem from inside your house at 11 pm. They are not treated the same way by the system, and sending the wrong one to the wrong office just slows things down.

Punjab runs its noise complaints through a WhatsApp cell
Punjab's Environment Protection Department takes complaints on a dedicated WhatsApp number, 0335-9232227, alongside a general helpline on 1373. We read this directly on the department's own site.
You can also go through the Pakistan Citizen's Portal app, or the department's own Green Punjab app, if you prefer a written record over a chat message. The department's Lahore office, at Green Building on College Road, Gulberg 2, also takes complaints in person or by phone on 042-99231818.
Whichever channel you pick, say plainly that it is a pollution complaint and name noise as the category. The department's complaint cell logs it against the Director General's office and is supposed to act on it rather than just file it.

Sindh handles noise through its online pollution portal
Sindh Environmental Protection Agency treats noise as one category under its general pollution complaint system, alongside smoke, effluent and dumped waste. You register on its portal with your CNIC and mobile number before you can file anything.

The same registration and login steps apply whether your complaint is about smoke, effluent or noise, since SEPA's own FAQ page groups noise under pollution rather than running it as a separate form.
If you are in Karachi, Hyderabad, Sukkur or Mirpurkhas and the online portal is down, which it was when we checked it, the regional office addresses in that article are your fallback.
Khyber Pakhtunkhwa has no confirmed online complaint channel yet
We could not find a working official KP-EPA website with a complaint portal, phone line or email we could verify directly, despite checking the government domains we expected to carry one. That is a real gap in the province's own public information, not something we are guessing at.
What we can confirm is the legal basis. The Khyber Pakhtunkhwa Environmental Protection Act, 2014 gives the agency power to act on a complaint from any person, and sets out a Tribunal route if the agency does not respond. The Director General's office sits at the SDA Building on Khyber Road, Peshawar Cantt, and a written complaint delivered or posted there is the reliable route until an online channel is confirmed.
A phone number for that office is in wider circulation, but we did not read it on an official KP page ourselves, so we are not printing it as confirmed. Call the general Khyber Pakhtunkhwa government directory line to be transferred, or deliver your complaint in writing, and keep a copy.
Keep evidence before you file, since a verbal complaint alone rarely moves
None of these three agencies can act on a vague report. Build a short record before you complain.
- Write down the exact address, and the date and time the noise happens.
- Record a short video or audio clip from inside your home, not standing next to the source.
- Note how far the source is from your house, in rough metres.
- Track whether it happens once, nightly, or at a specific time of day.
- Keep every complaint number or acknowledgment message you get back.
A pattern matters more than a single bad night. An agency that gets three dated reports about the same generator over two weeks has a far stronger case to act on than one message sent after one loud evening.

A single loudspeaker is a separate complaint, not an EPA one
If the problem is one loudspeaker, at a mosque, a shop, or a wedding tent, Punjab handles that through the Sound Systems Act, not the environment department. That law sets fines from Rs 25,000 to Rs 100,000 and up to six months in jail, and the complaint route runs through the police station or the IGP Complaint Centre on 1787.
