Sugar price in Pakistan: refined sugar averaged Rs 141.61 a kilo on 22 October 2026, 25% below last year. See all 17 cities, gur rates and the 5 week trend.

Short answer: Refined sugar averaged Rs 141.61 a kilo in Pakistan in the week ended 22 October 2026, down 50 paisa from a week earlier and Rs 47.20 cheaper than a year ago. Rawalpindi and Islamabad were dearest at about Rs 149, and Sukkur cheapest at Rs 130. Sugar has now fallen five weeks in a row.
These are the prices the Pakistan Bureau of Statistics (PBS) collected in 17 cities for its weekly Sensitive Price Indicator, released on 23 October. We read the PBS summary and city table on 24 October and compared every city with the week before. The city list, the five week trend, gur prices and what the yearly fall saves a household are below.
Sugar price is Rs 141.61 a kilo, 25 per cent below last year
The national average for refined sugar was Rs 141.61 a kilo on 22 October 2026, against Rs 142.11 on 15 October. That is a fall of 0.35 per cent. In the same week of 2025 sugar cost Rs 188.81, so it is now exactly 25 per cent cheaper.

Sugar is also below its recent yearly averages. PBS's city table puts the average across 2025-26 at Rs 165.93 a kilo and across 2024-25 at Rs 151.12. Today's price is about Rs 24 below the 2025-26 average.
Sugar matters more for poorer homes than its price suggests. PBS gives sugar a weight of 5.11 per cent in the lowest income group's basket, against 3.16 per cent for all households. A small fall in sugar therefore helps low income families most.
Sugar rate in all 17 cities on 22 October 2026

Each figure is the average PBS found in that city's sample markets. The national range ran from Rs 130 to Rs 150. Karachi's markets ran from Rs 135 to Rs 150, so the shop you choose can matter as much as the city.

Sugar has fallen five weeks in a row since September
The national average slipped from Rs 145.05 on 24 September to Rs 141.61 on 22 October, PBS's weekly releases show. Each of the five releases in that run recorded a small fall. Together they come to Rs 3.44 a kilo.
| Week ended | Sugar, Rs a kg | Weekly change |
|---|---|---|
| 24 September | 145.05 | down 0.23% |
| 1 October | 143.52 | down 1.05% |
| 8 October | 142.99 | down 0.37% |
| 15 October | 142.11 | down 0.62% |
| 22 October | 141.61 | down 0.35% |
The earlier part of this run is in our report on sugar prices on 8 October. In September the Economic Coordination Committee (ECC) approved the recommendations of the Steering Committee on Sugar on a 200,000 tonne sugar export, with safeguards for local prices, according to the Finance Division. PBS does not link any price move to that decision, and neither do we.

Gur costs Rs 227 a kilo, Rs 86 more than sugar
Gur, the unrefined cane sugar many families use in winter, averaged Rs 227.30 a kilo on 22 October. That is down 0.14 per cent in a week and 8.98 per cent on the year. Gur now costs about Rs 86 a kilo more than white sugar.
Islamabad had the dearest gur at Rs 267.97 and Karachi next at Rs 263.76. Bahawalpur was cheapest at Rs 169.80, followed by Sukkur and Larkana at Rs 180. Only Sialkot and Sargodha saw small falls this week.
A household saves about Rs 236 a month against last year
A family using 5 kg of sugar a month now pays about Rs 708 at the national average, against Rs 944 at last year's price, by our arithmetic. That is a saving of about Rs 236 a month. The weekly fall itself is worth only Rs 2.50 on the same 5 kg.
The saving is real, but it sits beside much bigger rises elsewhere. Live chicken jumped 12.20 per cent this week and LPG 22.44 per cent, as our report on weekly inflation for 22 October shows.
To check you are paying a fair price for sugar:
- Find your city in the table above and note the average.
- Compare it with the loose sugar price at your shop. Packed sugar usually costs more.
- Check your district's official price list if one is issued, because that is the legal limit.
- If a shop charges well above your city's range, try another shop.
- Look again next Friday, when PBS releases the next week.

How we verified this
What we checked, where we read it, and what we could not confirm.

The ECC decision is from Finance Division press release 636 on its press releases page, read on 24 October. Household costs and the five week change are our own arithmetic. PBS gives no reasons for price moves.
