Verify a Lawyer's Licence in Pakistan Before You Sign or Pay
Verify a lawyer's licence in Pakistan: Punjab by CNIC or mobile, Islamabad and Sindh by name, Supreme Court advocates on the PBC list. Steps and warning signs.

To verify a lawyer's licence in Pakistan, search the bar council where the lawyer is enrolled. Punjab checks by CNIC or mobile number at portal.pbbarcouncil.com, Islamabad by name at ibc.org.pk, Sindh by name or registration number, and Supreme Court advocates on the Pakistan Bar Council site.
Only an enrolled advocate may practise law in Pakistan. A man in a black coat outside the kachehri is not proof of that. We opened each bar council's verification page on 2 October 2026 and ran a live search on one of them, so below is what each one asks for and what it shows.

Only an enrolled advocate can take your case
The Legal Practitioners and Bar Councils Act 1973 says no person may practise law unless he is an advocate. Practising without enrolment is a crime under section 58. A suspended advocate who keeps practising faces up to one year in jail, a fine, or both.
Section 22 of the Act sets out who may appear where. An advocate of the Supreme Court can appear in any court in Pakistan. An advocate of a High Court can appear anywhere except the Supreme Court. Any other advocate can practise only in the province where he is enrolled, and not in the High Court.
So the check has two parts. Is this person an advocate at all? And is he enrolled at the level your case needs? A lower court licence is not enough for a High Court appeal.
Section 22 also says no advocate may act for you unless you appoint him in writing, by a signed document filed in court. That document is the wakalatnama. Never sign one for a person you have not verified.
Check a Punjab lawyer by CNIC or mobile number
The Punjab Bar Council runs a "Verified Advocates" search at portal.pbbarcouncil.com/pbc-lawyers. You enter the lawyer's CNIC number or mobile number. Punjab has more than 100,000 licensed advocates, so this is the search most readers need.
We opened the Punjab Bar Council verification page on 2 October 2026. It says it lets you "search and verify registered advocates of the Punjab Bar Council using CNIC or mobile number." It has two fields and a Search Advocate button. We did not run a search, because that needs a real lawyer's CNIC and we do not test with other people's numbers.
The council's own site says it has "more than 100,000 Licensed advocates and 127 Bar Associations" under it. It also promotes a "Punjab Bar Secure License Card". So ask the lawyer for his CNIC or licence card, then search it yourself on the portal. Do not rely on a photo he sends you.
- Ask for the lawyer's CNIC number or mobile number. A genuine advocate will not mind.
- Open portal.pbbarcouncil.com/pbc-lawyers on your own phone or computer.
- Enter one of the two numbers and press Search Advocate.
- Match the name and father's name with the person in front of you.
- Check the level. For a Lahore High Court case, he must be enrolled as an advocate of the High Court.
If the portal does not load, call the Punjab Bar Council at 9 Fane Road, Lahore, on 042 99214245 to 49. Its office hours are 9 am to 3 pm, Monday to Saturday, and 9 am to 12:30 pm on Friday.

Islamabad's search shows enrolment status by name
The Islamabad Bar Council's "Lawyers' Verification" page at ibc.org.pk searches by name. Each result shows the father's name, the lower court and High Court enrolment dates, a contact number and whether the enrolment is active.
We tested it with a common surname on 2 October 2026. It returned five enrolled lawyers. Each card showed "Enrollment Status Active", the date the lawyer was enrolled for lower courts, and, where it applied, the date for the High Court. Two results had no High Court date. That is exactly the gap to look for if your matter is in the Islamabad High Court.
Sindh, Khyber Pakhtunkhwa and the Supreme Court
Sindh Bar Council has an Advocate Verification search by name, father's name, division, district or SBC number. The Pakistan Bar Council lists Supreme Court advocates. The Khyber Pakhtunkhwa search was not working when we tried it.

For Khyber Pakhtunkhwa, phone the bar council office until the search works. We did not find a working Balochistan search in this check.
Warning signs of a fake lawyer
Be careful when someone will not share a CNIC, asks for cash with no receipt, promises a sure result, or says he can "settle" the case with a judge. Verify before you sign a wakalatnama or pay.
- He refuses to show a licence card. The Punjab Bar Council issues its own secure licence card.
- He wants the whole fee upfront in cash. Ask for a written fee agreement.
- He guarantees bail or a win. No honest lawyer can promise a court's decision.
- He says he has "contacts" with the judge. That is a reason to walk away.
- He says a case is filed against you and wants money to stop it. Check it yourself first with a court case status search.
The 1973 Act also lets courts publish lists of touts, people who hang around courts to bring in clients for a cut. A listed tout who keeps working faces up to three years in jail. If you cannot afford a lawyer at all, Punjab runs free legal aid for people who qualify.

If a real advocate takes your money and does nothing, that is a different problem. You can complain against the lawyer to the bar council.

How do I check if a lawyer is real in Pakistan?
Search the bar council where the lawyer is enrolled. In Punjab use the CNIC or mobile number at portal.pbbarcouncil.com/pbc-lawyers. In Islamabad search by name at ibc.org.pk.
Can I verify a lawyer by name in Punjab?
Not on the Punjab Bar Council portal we opened. It asks for a CNIC or mobile number. The Islamabad and Sindh searches accept a name.
Can a lower court lawyer appear in the High Court?
No. Under section 22 of the 1973 Act, an advocate enrolled only for lower courts cannot appear in the High Court.
Is practising law without a licence a crime?
Yes. Section 58 of the Legal Practitioners and Bar Councils Act 1973 makes it punishable with jail.
How many lawyers can appear in the Supreme Court?
The Pakistan Bar Council site listed 6,550 enrolled advocates of the Supreme Court on 2 October 2026.
