Apna Ghar Home Loans: Rs 60 Billion Financed and Rs 340 Billion Approved but Waiting, Says Finance Minister

The Finance Minister said Apna Ghar has financed about Rs 60 billion, with Rs 340 billion approved and waiting. See what that gap means for your home loan.

Short answer: Finance Minister Muhammad Aurangzeb said on 1 October 2026 that about Rs 60 billion has been financed under the Prime Minister's Apna Ghar Programme, and banks have approved a further pipeline of about Rs 340 billion that is awaiting disbursement. An approval letter is not money. Check the condition still pending at your bank.

We read the Finance Division's statement on his speech at the Pakistan Stock Exchange (PSX) ourselves. The two figures come from one paragraph. This page puts them next to the earlier official progress figures so you can see how far the money has moved.

The minister gave two numbers, financed and approved but unpaid

He said around Rs 60 billion had been financed, while banks had approved an additional financing pipeline of approximately Rs 340 billion awaiting disbursement. He added that banks had taken the lead and that the supply side, meaning builders and developers, must now speed up housing.

The statement does not say whether the Rs 340 billion includes the Rs 60 billion. It says "additional", which we read as approved on top of what is financed. It also does not define "financed" against "disbursed", or give a date for the Rs 60 billion.

Earlier official figures show money moving slowly into accounts

Earlier Finance Division releases gave a clearer split. Up to July, about Rs 34.27 billion was disbursed against Rs 220.68 billion approved. By mid August, more than Rs 38 billion was disbursed against about Rs 279 billion approved. The new Rs 60 billion fits that direction.

The gap between the stages is the point. Most approved money was still waiting to reach borrowers or builders. Our guide to applying for the Apna Ghar housing loan explains the stages from application to payment.

The rows use different wording and dates, so do not read the table as one clean series. The mid August and July rows come from earlier releases. The October row is a speech.

Rs 60 billion is a small share of the pipeline

On the minister's figures, about Rs 60 billion is financed and about Rs 340 billion is approved and waiting. Taken together that is roughly Rs 400 billion, if the two are separate, and the financed part is about 15 per cent of it. That is our arithmetic, not his.

Why money waits is not explained in the statement. The scheme's rules on approval, loan size and documents are in the State Bank's circulars, which we set out in our note on the four Apna Ghar circulars of 2026. Banks must decide a complete file within 15 working days, but that covers approval only, not payment.

Builders and REITs are the next focus

The minister said the supply side must now speed up and named the Association of Builders and Developers (ABAD) and Real Estate Investment Trusts (REITs) as ways to bring in money for housing. A REIT pools investors' money to own property or projects and is listed on the stock exchange.

He said the Naya Nazimabad Apartments REIT was about eight times subscribed in book-building and 4.3 times in the public offering. If you want to understand how a REIT works for a small investor, read our guide to investing in a REIT on PSX. A REIT is an investment, not a housing loan.

He also gave market numbers at the same event. The KSE-100 stood near 170,000 points, and 25,281 new investors joined in September 2026, taking the total to 656,218. These figures are from the statement and are not about housing loans.

What to do if your loan is approved but not paid

If your bank has approved your loan, find out what is still pending. Ask in writing and keep copies. Approval and disbursement are separate stages, and the statement above shows that most approved money had not yet been paid out.

  1. Ask the bank for your approval letter and the list of conditions still open before disbursement.
  2. Check which property papers the bank needs. The list is in our guide to home loan documents by property type.
  3. Ask for the name of the officer handling your file and a date for the next step.
  4. If the bank misses the 15 working day approval window on a complete file, say so in writing and cite the State Bank circular.
  5. If nothing moves, escalate to the bank's complaint desk, then to the State Bank's complaint channel.

Common questions

How much has been financed under Apna Ghar?

The Finance Minister said about Rs 60 billion on 1 October 2026, with about Rs 340 billion more approved and awaiting disbursement.

Does approval mean I will get the money?

No. Approval is one stage. Disbursement follows after the bank's conditions are met, and the figures show a large gap between the two.

Is the Rs 340 billion included in the Rs 60 billion?

The statement says "additional", so we read it as separate. It does not state this clearly, so treat the total as unconfirmed.

How long does a bank have to approve my loan?

Fifteen working days from a complete application, under a State Bank circular of April 2026. That covers approval, not payment.

Is a REIT the same as an Apna Ghar loan?

No. A REIT is a listed investment that holds property. An Apna Ghar loan is a bank loan to a first-time home buyer.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 11 October 2026. We read the Finance Division's press release of 1 October 2026 (PR No. 649) on the Finance Minister's address at PSX. The earlier July and mid August figures are from the Finance Division's progress releases that we cited in our applications guide. The roughly Rs 400 billion total and the 15 per cent share are our own arithmetic and assume the two figures are separate.
