Pakistanis can get an Azerbaijan e-visa online at evisa.gov.az. The standard e-visa costs $29 in total, a $20 state fee plus a $9 service fee, and is issued within 3 working days. It is valid for 90 days and lets you stay up to 30 days on one entry.
Pakistan is on Azerbaijan's list of countries eligible for the e-visa. The portal is called ASAN Visa. It is run by the State Agency for Public Service and Social Innovations under the President of Azerbaijan, and the Azerbaijan Embassy in Islamabad links to it from its own visa pages.
We read the portal's information, conditions and FAQ pages, its country list and the urgent application screen, and the Embassy's visa, state fee and document pages, on 27 September 2026. The portal shows a bot check to automated readers, so we read its pages through archived copies saved between July and September 2026. We did not pay for an application.
Pakistanis are eligible for the Azerbaijan e-visa
Yes, Pakistani passport holders can apply online. Pakistan appears on the portal's list of countries eligible for the e-visa and in the nationality list on the urgent application form. You do not need to visit the Embassy unless your e-visa is refused or you need a different visa type.
Choose the country that issued the passport you will travel on. The portal warns that if the country on your e-visa and your passport do not match, the e-visa is invalid. Dual nationals must use the same passport for the application and the trip.
The e-visa is for visits only. The conditions page says it gives no right to paid work. Anyone going for a job needs a work visa and, for a longer stay, a work permit and temporary residence permit under Azerbaijan's Migration Code.
The standard e-visa costs $29 and the fee is not refunded
The standard Azerbaijan e-visa costs $29: a $20 state fee and a $9 service fee. You pay by card on the portal. The fee is not refunded if the visa is refused or if you make a mistake in the form, so check every field before paying.

The portal accepts Visa, Mastercard, UnionPay and JCB cards. The card does not have to be in your name, which helps if a relative pays. Many Pakistani debit cards are blocked for international online payments by default, so switch that on in your banking app first.
Standard takes 3 working days and urgent takes 3 hours
A standard e-visa is issued within 3 working days, and its validity can only start at least 3 working days after you apply. An urgent e-visa is issued within 3 hours, even on holidays, and is valid from the day it is issued. Both are single entry.
The urgent option is for people who left it late. The portal's information page lists only the standard fee, and the urgent price appears when you reach payment. We did not reach that screen, so we cannot confirm the urgent fee.
The result comes by email. If it does not arrive, check the status on the portal's "Check visa status" page. Azerbaijan's working week and public holidays apply to the standard e-visa, so a Friday application can take until the middle of the next week.
How to apply for the Azerbaijan e-visa step by step
The whole process runs on one website and takes three stages: apply, pay and download. Keep a clear scan of your passport photo page and a working email address ready. The portal can take one person, a family of 2 to 10, or a group of 10 to 300.
- Open evisa.gov.az and choose Standard e-Visa or Urgent e-Visa.
- Select Pakistan as your nationality and enter your arrival date.
- Type your personal details exactly as they appear in your passport.
- Upload a readable scan of your passport photo page and verify your email.
- Pay the fee by card and note your application number.
- Download the e-visa from your email or the portal and print it.
The portal rejects an application if it cannot read the passport scan. So scan the page flat, in good light, with no glare across the machine readable lines at the bottom. A child listed in a parent's passport still needs a separate entry in the application.
If you spot a mistake after paying, you cannot edit it. The FAQ says you must make a new application and pay again. An e-visa that does not match your passport is invalid at the border.
Documents and passport validity for the e-visa
You need a passport valid for at least 3 months after the e-visa expires, a clear scan of its photo page, an email address and a payment card. At the border, show the printed e-visa with the same passport. The e-visa is not stuck in your passport.
Because the e-visa is valid for 90 days, your passport should normally have about six months left when you apply. If yours is short, sort out a passport renewal and pay the passport fee before you book anything. If you are renewing now, note the reported plan to stop issuing machine readable passports from 15 October, which may change the passport you receive.
The e-visa form does not ask for hotel bookings or bank statements. Carry them anyway. Border officers can ask, and entry can still be refused under Article 16 of the Migration Code.
Rules to follow once you are in Azerbaijan
You can stay up to 30 days on one entry within the e-visa's 90-day validity. If you stay more than 15 days, you must be registered with the State Migration Service. Hotels normally do this for guests, and there is no state fee.
The current conditions page sets the registration trigger at 15 days, and the Embassy's tourist visa page agrees. An older copy of the portal's FAQ still says 10 days. If you are staying in a private flat, ask the owner to register you, or register yourself on migration.gov.az.
Overstaying or skipping registration is an administrative offence under Article 575 of Azerbaijan's Code of Administrative Offences. You cannot apply for a new e-visa from inside the country, so plan your dates before you fly. If the e-visa is not used within its 90 days, it lapses.
Watch for fake e-visa websites and agents
The only official e-visa portal is evisa.gov.az. Sites with similar names charge far more than $29 and pass your passport details to someone else. Type the address yourself rather than clicking an advert, and check the domain ends in .gov.az before you pay.
Look for these warning signs:
- The address does not end in .gov.az.
- The total is higher than $29 for a standard e-visa.
- The site offers a "guaranteed" visa or a work visa online.
- It asks you to pay by bank transfer, wallet or cash deposit instead of card.
If you already paid an agent, check the visa status on the official portal before you travel.
Applying at the Azerbaijan Embassy in Islamabad instead
If the e-visa is refused, or you need a multiple entry visa, apply at the Azerbaijan Embassy in Islamabad. The Embassy's state fee page lists a single entry visa at $20 and a multiple entry visa at $200 for Pakistani citizens, instead of the usual $350.
For a tourist visa, the Embassy asks for:
- An online application form from visaapplication.mfa.gov.az.
- Your passport, original and copy, valid for at least 3 months after you leave Azerbaijan.
- Two passport photos taken within 6 months, full face, on a white background.
- A hotel booking, return air tickets and medical insurance.
- Proof you have enough money for the stay.
The fee is paid into the Embassy's account at Allied Bank, Diplomatic Enclave Branch, and is not refunded on refusal. The Embassy's rules say an application is decided within 15 days. Non-Pakistani residents must also show valid permanent residence in Pakistan.
