Canada PAL for Pakistani Students: Who Needs It, Master's Exemption and the 31 December 2026 Deadline
Canada PAL for Pakistani students: who needs a provincial attestation letter, the master's and PhD exemption, and why 2026 letters expire on 31 December 2026.

Most Pakistani students applying for a Canada study permit need a provincial attestation letter (PAL) from the province where they will study. Master's and PhD students at a public Canadian university have been exempt since 1 January 2026. A PAL issued in 2026 is valid only until 31 December 2026, and it must be valid on the day you apply.
That last date is the one to watch this month. If you hold a 2026 PAL for a January or May 2027 intake, your study permit application has to go in by 31 December 2026. After that, the letter cannot be used, because Immigration, Refugees and Citizenship Canada (IRCC) says a PAL from a previous cap year is not accepted. We read IRCC's PAL page on 4 November 2026, and everything below follows it.

A PAL is a letter from the province that holds your study permit place
A provincial or territorial attestation letter, PAL or TAL, is proof that a Canadian province or territory has counted you inside its share of Canada's study permit cap. IRCC calls it "usually required" for a study permit application. Your school applies for it on your behalf, not you.
Canada limits how many study permit applications it accepts each year, and splits that number between provinces. The PAL is how a province shows that your seat is one of its allocated places. Quebec works differently: it uses a Quebec Acceptance Certificate (CAQ) instead, and most Quebec students still need a CAQ even where no PAL is required.
Who needs a PAL and who does not
Pakistani students going for an undergraduate degree, a college diploma or a certificate usually need a PAL. Master's and doctoral students at a public designated learning institution (DLI) do not, from 1 January 2026. School children up to grade 12 are also exempt.
| Your situation | PAL needed? |
|---|---|
| Bachelor's degree at a university or college | Yes, usually |
| College diploma or certificate | Yes, usually |
| Master's or PhD at a public DLI, from 1 January 2026 | No |
| Master's at a private institution | Yes, the public DLI exemption does not cover it |
| Kindergarten to grade 12 | No |
| Exchange student paying no tuition to the Canadian school | No |
| Global Affairs Canada scholarship holder | No |
| Extending at the same school and same study level, from inside Canada | No, in some cases |
Even if you are exempt, IRCC says you must give proof of your exemption with the application. For a master's student, that usually means an acceptance letter that clearly shows the program is a graduate degree at a public institution.

How to get a PAL from Pakistan, step by step
You get a PAL through your Canadian school after you receive an offer. Contact the school's international office, ask how it requests PALs from its province, and wait for the letter before you file. IRCC says to submit the PAL with your application, not after it.
- Accept your offer and pay any deposit the school asks for, following the school's own rules.
- Ask the school's international admissions office how and when it requests your PAL.
- Receive the PAL, check your name, passport details and program match your offer letter.
- Upload the PAL with your study permit application on the IRCC website. Every family member applying as a student needs their own letter.
- File before the PAL expires. A letter issued in 2026 expires on 31 December 2026.

The 31 December 2026 deadline for 2026 letters
A PAL belongs to a cap year. Letters issued between 1 January and 31 December 2026 are valid until 31 December 2026. IRCC says the letter must be valid when you apply, not when classes start, and that you cannot use a letter from a previous cap year.
So a Pakistani student holding a 2026 PAL for a January 2027 start has two choices: submit the full study permit application by 31 December 2026, or ask the school for a new letter in the 2027 cap year. If you change schools, you also need a new PAL from the new school's province. IRCC has required that since 22 January 2025.
IRCC's page did not show the 2027 cap numbers when we read it. Ask your school how many PALs it expects for your intake, because each school receives a share and some run out early.

Common PAL mistakes that get applications returned
The common mistakes are simple, and IRCC's own rules point to each one. Students apply first and plan to add the PAL later, or they use a letter for a different school, or they assume a master's anywhere is exempt. Each one can get the application refused or returned.
- Applying without the PAL. IRCC says it goes in with the application, not after.
- Using an old letter. A 2025 or expired 2026 letter cannot be reused.
- Switching schools. A new school means a new PAL.
- Private college master's. The 2026 exemption covers graduate degrees at public institutions only.
- Quebec confusion. Quebec students need the CAQ.

The province or territory where you plan to study issues it. You request it through your Canadian school, which tells you its own process.
