CDA Reclaims 1,133 Kanals in Islamabad's E-12, Says C-15 Is 60% Developed
CDA says it reclaimed 1,133 kanals in Islamabad's E-12 on 19 October 2026, and C-15 is 60% developed. See what allottees should check before possession.

Short answer: The Capital Development Authority (CDA) said on Monday, 19 October 2026, that it has taken back 1,133 kanals of state land in Sector E-12, Islamabad, after nearly four decades. The same day, the Minister of State for Interior told the National Assembly that development in Sector C-15 is about 60 per cent complete.
For E-12 and C-15 allottees, this is the clearest sign in years that possession is moving. E-12 was launched in 1985 and allotment letters went out in 1992, yet many owners never got a plot on the ground. We read CDA's own release on the E-12 work, dated 16 October 2026, on 20 October. It says "more than 1,000 kanals" of state land worth billions of rupees were retrieved in the sector. The 1,133 kanal figure comes from CDA's statement of 19 October, which we have not found on cda.gov.pk yet.
CDA says 1,133 kanals of E-12 land are back under its control
CDA says it recovered 1,133 kanals of state land in Sector E-12 from illegal occupants, with the Islamabad administration and police. A kanal is 20 marla, about 506 square metres. CDA's own 16 October page puts the figure at more than 1,000 kanals.
The 19 October statement says the operation ran under CDA's deputy director general for enforcement and the Additional Deputy Commissioner (General), with the assistant commissioner and Islamabad police. It says the work followed directions from the Interior Minister and CDA Chairman Sohail Ashraf. The statement adds that infrastructure work in E-12 is being speeded up "within the stipulated timeframe", but it gives no end date.

CDA's 16 October release, which we read on its gallery page, describes the Chairman's visit to E-12 that day. It says development is continuing in Sectors I-12, E-12 and C-14, and that the retrieved land will support "future development projects" and civic facilities. It names no contractor, budget or completion date.
The minister told the National Assembly C-15 is 60 per cent developed
Minister of State for Interior Talal Chaudhry told the National Assembly on 19 October 2026 that development in C-15 is around 60 per cent complete. He said the land possession process there is nearing completion, so plots can go to their rightful owners.
He was answering a calling attention notice from MNA Naeema Kishwer Khan about delays in balloting and allotment in several sectors, especially C-15. A calling attention notice is a short debate where a member asks a minister to explain an urgent public matter. These remarks are as reported from the session. We have not read the National Assembly's own record of the day.
| Sector | What was said on 19 October 2026 | Where it comes from |
|---|---|---|
| E-12 | 1,133 kanals of state land reclaimed | CDA statement, reported |
| E-12 | More than 1,000 kanals retrieved | CDA release of 16 October, read on cda.gov.pk |
| E-12 | About 4,068 plots handed over in the last six weeks or so | Minister in the National Assembly, reported |
| E-12 | Cleared commercial land worth over Rs 200 billion | Minister in the National Assembly, reported |
| C-15 | Development about 60 per cent complete | Minister in the National Assembly, reported |
| E-14 | Named among sectors being speeded up | Minister in the National Assembly, reported |
E-12 allottees waited from 1992, and 4,068 plots were reportedly handed over
The minister said E-12 was launched in 1985 and allotment letters were issued in 1992. He said possession of around 4,068 plots was handed over in the past one to one and a half months. He gave no breakdown by sub-sector or plot size.
He also said commercial land in E-12, which had been illegally occupied, has been cleared, and valued it at more than Rs 200 billion. He said selling it would fund development in Islamabad. That is a large claim, and CDA has not published a valuation, so treat the figure as the minister's estimate.
He blamed the delays on encroachments, "collusion" between some elements inside CDA and local interests, and fraudulent claims over built-up properties. He said CDA has appointed a new member just to oversee sector development.

Allottees should check their file before they expect a possession letter
An allotment letter alone does not get you possession. CDA will want dues cleared, records matched and the plot shown on the revised layout plan. Owners in E-12 and C-15 should check their file status now, before possession calls go out sector by sector.
- Find your allotment letter and the latest CDA payment receipts.
- Check your file and any dues with a CDA property information report, which shows what CDA holds against your plot.
- Check whether your plot was resized, merged or deleted in the revised layout plan. Affected owners were asked to apply for the NADRA e-ballot for alternative plots.
- When CDA calls your sub-sector, apply through the One Window for the possession of a CDA plot.
- Keep copies of every letter and challan, and note the date you submitted each one.
If you bought from someone else and the transfer is not complete, sort that first. A plot still in the old owner's name will not be handed to you. The papers are listed in the steps to transfer a CDA plot or house.

C-15 still has no published possession date
Neither CDA nor the minister gave a date for C-15 possession. "Nearing completion" refers to getting the land itself, not handing plots to owners. Until CDA publishes a notice for C-15, any agent offering a "possession date" is guessing.
Be careful with buyers and dealers who use this news to push prices. A plot with an unclear layout position or an unpaid development charge can sit in limbo for years. That is exactly what happened in E-12. If you are buying in any Islamabad sector, check the file with CDA before you pay, not after.
Common questions
How much land did CDA reclaim in E-12?
CDA's 19 October 2026 statement says 1,133 kanals. Its own release of 16 October, on cda.gov.pk, says more than 1,000 kanals.
Is C-15 ready for possession?
No. The minister said development is about 60 per cent complete and land possession is nearing completion. No possession date has been announced.
How many E-12 plots have been handed over?
The minister told the National Assembly about 4,068 plots in the past one to one and a half months. CDA has not published a list on its notices page that we could find.
When were E-12 plots allotted?
According to the minister, the sector was launched in 1985 and allotment letters were issued in 1992.
Is the Rs 200 billion value of E-12 commercial land official?
It is the minister's figure from the National Assembly. CDA has not published a valuation or an auction date for that land.
What should an E-12 or C-15 allottee do now?
Check your file and dues with CDA, confirm your plot is on the revised layout plan, and apply for possession when CDA calls your sub-sector.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 20 October 2026. We read CDA's release "CDA Accelerates Sector Development Work", dated 16 October 2026, on CDA's gallery of news releases, and CDA's public notices page, where we found no new E-12 or C-15 notice dated 18 to 20 October. The 1,133 kanal figure and the officers named come from CDA's statement of 19 October as reported, which we could not find on cda.gov.pk. The C-15 progress, the 4,068 plots and the Rs 200 billion value are the minister's words in the National Assembly on 19 October as reported. We did not read the Assembly's official record. A kanal of 20 marla is the standard conversion.
