CDA Issues Sealing Notices for 7 Illegal Housing Schemes in Islamabad Zone 4
CDA posted sealing notices for 7 illegal Zone 4 housing schemes on 9 October 2026, such as Green Fields and Capital Hills. See the list and what buyers can do.

CDA posted notices on 9 October 2026 for the sealing of the site and management offices of seven housing schemes it calls illegal: Green Fields, Islamabad Farms, Capital Hills, Kiyani Town, Saif Garden, Babar Enclave and Safa Homes. All seven are in Islamabad's Zone 4. The Green Fields notice says none of the scheme's work has CDA approval, and it asks CDA's enforcement staff to proceed.
If you have paid money for a plot in one of these schemes, read the next sections slowly. The notices do not say your plot is void. They do say CDA will not treat the scheme as legal, and that power and gas connections are meant to follow approved plans only.

CDA named seven schemes in Zone 4 on 9 October 2026
The notices list schemes along Simly Dam Road, Karor Road, Kirpa Road, Ali Pur Farash, Bani Gala and Lehtrar Road. CDA has special regulations for private schemes in Zones 2, 4 and 5, and a scheme there needs CDA approval before it is planned or sold.

What the Green Fields notice says
The Green Fields notice is a letter from CDA's Directorate of Regional Planning, dated 2 October 2026. It says no private housing scheme can be planned, launched or developed in Islamabad without CDA approval. It says the scheme has started development without an approved layout plan and without a No Objection Certificate, known as an NOC.
It also says CDA had already served notices and show cause notices on 5 April 2012 and 1 June 2012. They told the sponsors to stop development, marketing and the sale or transfer of plots, and to remove what had been built. The sponsors still have no approval, the letter says.
The letter then "requests" the Directorate of Enforcement to proceed to seal the marketing and site office buildings. That wording matters. The notice is the request to act. The page does not report that the offices have been sealed.
Which rule lets CDA seal an office
The notice quotes clause 42-4 of CDA's 2023 regulations for private housing and farm housing schemes in Zones 2, 4 and 5. Offices of sponsors, advertisers, contractors, real estate agents and marketing partners can be sealed by the Director Enforcement in the presence of a magistrate.
Sealing needs an order from the Director General or Deputy Director General Planning. It also needs the 15 day notice and the 7 day show cause notice to have expired. The letter says CDA served notices and show cause notices in 2012.

- Enforcement seals the offices with a magistrate present.
- Building Control can then act on demolition under Section 49-C of the CDA Ordinance 1960.

Utilities, adverts and company records are also named
The notice is copied to many bodies. IESCO and SNGPL are asked to give connections only in line with an approved layout plan and approved building plans. The Press Information Department is asked not to allow adverts for private schemes without CDA approval, and PEMRA and PTA are told they may block websites of such schemes.
CDA also copied the Registrar of Companies at SECP, and asked the Additional Collector Recovery to proceed under sections 49-C, 46 and 46-B of the Ordinance. In plain terms, CDA is trying to cut off the scheme's selling, its services and its legal footing at the same time.
For a buyer, the utility point is the one to remember. A plot without an approved layout may never get an official electricity or gas connection.
What buyers and plot holders should do now
