Paid for a Plot in an Illegal Housing Scheme in Islamabad? 6 Steps to Protect Your Money
Paid for a plot in an Islamabad scheme CDA calls illegal? Stop paying, check CDA's lists, keep every receipt and complain to CDA. Six steps for buyers.

If you paid for a plot in a housing scheme that CDA calls illegal, do these things first: stop paying, collect every paper, check the scheme against CDA's lists, write to the sponsor, and complain to CDA and on the Pakistan Citizen Portal. CDA's 9 October 2026 notices say such schemes have no approved layout plan and no NOC, so the plot is at real risk.
On 9 October 2026, CDA posted sealing notices for seven schemes in Islamabad's Zone 4. Our report on the CDA sealing notices for 7 illegal housing schemes lists them. Many buyers in such schemes never meet CDA. They meet an agent, a glossy office and a payment plan.
This page is for the buyer who has already paid something. It does not give legal advice. It sets out what CDA itself says, and the steps that keep your evidence safe while you decide what to do.
Stop further payments until the scheme is checked
Pause every instalment now. CDA's notice says no private scheme can be planned, launched or developed in Islamabad without its approval. A scheme without an approved layout plan and an NOC cannot lawfully sell plots, so each new payment adds to what you could lose.
Do not cancel in anger or sign anything new. Tell the sponsor in writing that you are pausing payments until the scheme shows its CDA approval. A written message, including a WhatsApp message you can screenshot, is enough to start.
An NOC is a No Objection Certificate. An LOP is a layout plan. CDA says a sponsor may develop and sell only after both are issued.
Check the scheme on both CDA lists
CDA keeps two public lists: an approved list and an illegal list. We read both on 2 October 2026. The approved list named 70 schemes, and only 31 showed an NOC as issued or approved. The illegal list had 98 entries.
Search your scheme's exact name and phase on both. Our guide on how to check if a housing society is approved on CDA's list gives the steps. If the scheme is on neither list, that is not good news. It means CDA has not approved it.
| What you find | What it means |
|---|---|
| On the approved list, NOC issued | CDA allows development and sale |
| On the approved list, NOC not issued | Map stage at most, sale not yet allowed |
| On the illegal list | CDA says it never approved the scheme |
| On neither list | No CDA approval found, ask CDA in writing |

Collect and copy every paper you hold
Your papers are your proof if the sponsor disappears or CDA seals the offices. Gather them in one folder and make two copies, one on paper and one on your phone.
- Every payment receipt, bank slip and transfer screenshot.
- The booking form, allotment letter or file, and any agreement.
- The agent's name, phone number and visiting card.
- Adverts, brochures and messages that promised approval, a date or a price.
- Your CNIC copy and the sponsor's company or society name.
Take dated photos of the plot and the office if you can. Do not enter closed or sealed premises.
CDA's own page says plot allotments and transfers in private schemes are made by sponsors "without any check or involvement of CDA". So the sponsor's file may be the only record you have.
Know what CDA can do to the scheme next
The Green Fields notice shows the chain CDA follows. It can seal the marketing and site offices, with a magistrate present, after a 15 day notice and a 7 day show cause notice. Building Control can then act on demolition under Section 49-C of the CDA Ordinance 1960.
The same notice asks IESCO and SNGPL to connect only schemes with approved plans. It asks the Press Information Department not to allow adverts without CDA approval, and says PEMRA and PTA may block the scheme's websites.
For you, that means three risks. The office you pay may close. Electricity and gas may not be connected. And buildings on the plot may be exposed to demolition action. Do not build on the plot until the scheme is cleared. Our explainer on how CDA seals and demolishes illegal housing schemes covers this.

Write to the sponsor, then complain to CDA and the Citizen Portal
Send the sponsor a short written notice by courier or email. Say you paid, name the amounts and dates, and ask for the CDA NOC number. Ask for a written reply within 15 days. Keep proof of delivery.
Then complain. Write to CDA's Planning and Design Wing with the scheme's name, location and any advert. You can also file on the Pakistan Citizen Portal and choose CDA as the department. We did not find a working public complaint form on CDA's own website. A Citizen Portal complaint gives you a tracking number, and our guide on a Citizen Portal complaint that was closed explains how to reopen one.
The wider complaint route for builders is in our steps to complain about a builder to RDA, LDA or CDA. If the scheme is run by a company, the Registrar of Companies at SECP is copied on CDA's notice. If it is a cooperative society, the Deputy Commissioner of Islamabad is its registrar.
Talk to a lawyer before you sue or settle
Whether you can recover your money depends on your papers and on the sponsor. A lawyer can tell you if a civil suit for refund or a criminal complaint for fraud fits your case. Do not accept a "transfer" to another plot in the same scheme without advice, because the new plot may have the same problem.
Ask for a refund in writing. If the sponsor offers a part refund, check the sum against your receipts first. If you are buying instead of holding, run the checks in our guide to checking a CDA plot's dues before you buy, which applies to plots inside CDA's own sectors.
Common questions
Can I get my money back from an illegal scheme in Islamabad?
Possibly, but it depends on your papers and the sponsor. Keep all receipts, write to the sponsor, and take advice from a lawyer on a refund suit or fraud complaint.
Is my plot lost if CDA seals the scheme's office?
Not automatically. Sealing closes the sales and management offices. It does not rule on your plot file, but it makes the plot hard to develop or transfer.
How do I know if my scheme is on CDA's illegal list?
Open CDA's illegal housing schemes page and search a short part of the name, because some names are repeated with small spelling changes.
Can I build on a plot in an unapproved scheme?
It is risky. CDA can act on buildings made without an approved layout and building plan, and electricity and gas may be refused.
Where do I complain about an illegal scheme?
To CDA's Planning and Design Wing in writing, and on the Pakistan Citizen Portal by choosing CDA as the department.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 11 October 2026. We read the CDA Public Notices page, including the full Green Fields notice dated 2 October 2026, and CDA's approved and illegal scheme lists on 2 October 2026. This page is general information and not legal advice. CDA did not publish a compensation or refund process for buyers in illegal schemes.
