How to Reopen a Closed Complaint on the Pakistan Citizen's Portal

Pakistan Citizen Portal complaint closed without action? How to give feedback, get it reopened, the 20 and 41 day escalation rules and when PMDU steps in.

If your Pakistan Citizen's Portal complaint was marked resolved but nothing happened, give negative feedback on it in the app. PMDU's own rules say a closed complaint can be reopened by the department's head after citizen feedback, or by the Prime Minister's Office, where it then becomes top priority. Keep your Complaint ID and CNIC ready.

The portal's front page shows 6,663,802 complaints filed and 6,553,275 resolved. That is about 98%. Anyone who has had a complaint closed with a one-line reply knows "resolved" does not always mean "fixed".

So we read the rulebook that government offices must follow: the Pakistan Citizen Portal Manual, version 3.0, published by the Prime Minister's Performance Delivery Unit (PMDU). We also opened the portal's tracking and registration pages. We did not file a test complaint, because that would waste a real officer's time.

Why a Citizen's Portal complaint gets closed without action

A complaint can be closed in three ways: with relief, with partial relief, or with no relief because the law does not allow it. PMDU's manual counts all three as resolved. Some complaints are also dropped on arrival because the subject is outside the portal's scope.

The manual says an office closing a complaint must write proper remarks. It must also attach the notice or rule it relied on, as evidence. So a bare "resolved" with no reason and no document breaks PMDU's own procedure. That is the strongest point in your favour when you push back.

The manual lists subjects that are dropped straight away:

If your complaint was dropped for one of these reasons, reopening will not help. File a fresh, clearer one, or use the right forum.

How to track your complaint and read the reply

Track it in the app, or on citizenportal.gov.pk with your CNIC and Complaint ID. Read the office's remarks and any attached document before you react. A reply that quotes a rule is different from a reply that says nothing.

On the website, the tracking box asks for three things: your CNIC number, the Complaint ID, and a picture code. The app shows the same case under your complaints. Note the date you filed, because the time limits below run from that date.

Check whether the office asked you for something. The manual says a complaint that is unclear or lacks proof is not processed until it is put right. A request for a document that you never answered can look like inaction when it is really a pause.

The time limits government offices work to

PMDU's manual expects most complaints to be settled within 41 days. After 20 days without a fix, the case turns red and becomes visible to the next senior officer. From day 41, it is meant to turn black and be visible up to the Prime Minister's Office.

There are three clocks, and each is written into the manual:

  • 24 hours: a complaint sent to the wrong office should be forwarded to the right one, not counting weekends and public holidays.
  • 20 days: the "initial escalation", shown as a red icon, so the officer's senior can see it.
  • 41 days: the "super escalation", shown as a black icon, visible to all higher offices.

One honest caveat. The manual marks the black icon stage as "to be operationalized", meaning it was still being put into use when the manual was written. We cannot confirm it is fully live today. The red stage at 20 days carries no such note.

How to reopen a closed complaint

Give negative feedback on the closed complaint, with a short, factual reason. The manual says the office's dashboard handler or its head can reopen a case after citizen feedback. If that fails, raise it with the Prime Minister's Office, which can reopen it as top priority.

  1. Open the closed complaint in the app and read the remarks and attachments.
  2. Give your feedback on the resolution and say you are not satisfied.
  3. In one or two lines, say exactly what was not done. Mention a date, an amount or a reference number.
  4. Keep proof ready, such as a photo of the unfixed problem or a receipt, to attach or send.
  5. If the office does not reopen it, contact PMDU at support.pmdu@pmo.gov.pk with your Complaint ID.
Steps to reopen a closed Pakistan Citizen's Portal complaint through feedback and PMDU

Feedback is not a formality. The manual describes an alert that flags negative feedback to the office's dashboard users, so they can filter closed cases by satisfaction. Your rating is what puts the case back on someone's screen.

The second route is stronger. The manual says that when a citizen is unhappy and approaches the Prime Minister's Office through any channel, PMDU reopens the complaint "under the PM's tagline". It is then treated as top priority, and cannot be closed again unless the head of the organisation has seen it.

One warning: do not file the same complaint again and again while the first is still open. The manual lists repeated complaints on the same issue, and abusive language, among reasons for suspending a member's account for 60 days.

When the portal is not the right place

If the portal cannot fix it, a formal forum can. Federal departments fall under the Wafaqi Mohtasib, the federal ombudsman. Telecom, police and provincial issues have their own channels. A closed portal complaint is still useful as proof that you tried.

For a federal office that keeps closing your case, a complaint to the Wafaqi Mohtasib gives you a formal decision. Mobile and internet problems go first to your operator and then to the PTA's complaint system. In the capital, the Islamabad police online complaint route reaches the police directly.

Overseas Pakistanis and foreigners can use it too

The portal has three kinds of account: inland Pakistani, overseas Pakistani and foreigner. Overseas users register with a NICOP, passport number and country of residence. The same feedback and reopening rules apply to every account type.

The website version at web.citizenportal.gov.pk showed us a notice on 27 September 2026: for now, web sign up is only for citizens of the federal capital, Islamabad. Everyone else should use the app. The Google Play listing showed version 4.2, updated 1 June 2026, with more than 5 million downloads. It is also on the Apple App Store and Huawei AppGallery.

The manual also says there are no anonymous complaints, but you can restrict your identity. Offices are barred from revealing a complainant's profile, to protect people from harassment for complaining.
