Short answer: Before you place an order, open the National Tariff Commission (NTC) website at ntc.gov.pk and check its list of anti-dumping duties in force. If your product, its country of origin and its exporter appear, the duty is charged on top of customs duty and taxes. The rate often depends on the exporter's name.

An importer who skips this check finds out at the port, when the bill is larger than the quote. The check is quick and the list is free.

Anti-dumping duty is an extra charge on named goods

Anti-dumping duty is an extra duty on goods that a foreign producer sells to Pakistan at an unfairly low price and that hurt local industry. The NTC sets it under the Anti-Dumping Duties Act, 2015. It applies only to the product, country and exporter named in the notice.

The NTC's notice on phthalic anhydride shows how it works. The duty is an ad valorem duty, meaning a percentage of the goods' value. It is levied in addition to other taxes and duties. It is collected in the same manner as customs duty under the Customs Act, 1969.

The NTC list tells you whether your product is covered

The NTC keeps a page called Anti-Dumping Duties In-Force. It lists each product, the country, the investigation number and the dates the duty was imposed and extended. The copy we read was marked as of 31 December 2025, so also read the latest news items on the NTC home page.

  1. Open ntc.gov.pk and go to the Anti-Dumping menu, then Anti-Dumping Duties In-Force.
  2. Find your product by name. The list uses product names, so also try the Pakistan Customs Tariff heading in the notice.
  3. Match the country of origin or export, not the country you buy from.
  4. Note the investigation number, such as 56/2019/NTC/PA for phthalic anhydride.
  5. Open the latest notice for that number and read the duty rate for your exporter.
  6. Check the news items on the NTC home page for any review that ended after the list date.

Rates differ by exporter and duties can be renewed

A duty is not one flat number for a country. The phthalic anhydride notice gives each exporter its own rate, plus a rate for all other exporters. The NTC also reviews duties before they end, and can continue them for five years.

Phthalic anhydride exporterDuty rate
Hanwha Solutions, Korea9.57 per cent
All other Korean exporters14.82 per cent
Nan Ya Plastics, Chinese Taipei14.94 per cent
All other Chinese Taipei exporters24.61 per cent
All China exporters11.12 per cent
All Russia exporters16.31 per cent

According to the NTC notice of its sunset review, these rates continue for a further five years from 5 June 2026. A sunset review is the check made before a duty ends. The same notice says duty is not levied on imports used as inputs in goods made only for export, where a customs duty exemption scheme covers them.

An investigation in progress can change your cost

A duty may also be under investigation and not yet on the list. The NTC announces each investigation, a preliminary finding and a final finding. Read our explainer on the colour coated steel finding for a case that is still open.

If you import under a customs duty exemption for exporters, the exemption in the notice may help you. The paperwork is customs work, so keep it with your goods declaration. Late or wrong filing carries its own penalties, covered in customs late filing penalties.

What to do if you find a duty after you ordered

Small parcels follow different rules, set out in the note on courier parcel customs duty. If you already ordered a commercial lot, your options are narrow. Ask the supplier whether they are named exporters with a lower rate, and tell your clearing agent before the shipment sails. Do not change the invoice or the origin on a document to avoid the duty. That is a customs offence, not a saving.

For a dispute about how a duty was applied, the NTC page lists Anti-Dumping Tribunal and Court Cases. Seek advice from a customs lawyer or your chamber. We have not tested that route, so we cannot say how long it takes.

Common questions about anti-dumping duty in Pakistan

Is anti-dumping duty the same as customs duty?

No. It is charged on top of customs duty and other taxes, and is collected in the same way as customs duty, according to the NTC notice.

Who sets anti-dumping duties in Pakistan?

The National Tariff Commission sets them under the Anti-Dumping Duties Act, 2015, and its rules of 2022, after an investigation of a local industry's application.

Does the duty apply if I buy through a trader in another country?

It follows the country of origin or export named in the notice, so check the origin on your papers and not just where the seller is based.

How long does a duty last?

Five years after a review in the case of phthalic anhydride, which was continued from 5 June 2026. Other products have their own dates on the list.

Where can I ask the NTC a question?

A recent NTC notice gave the Secretary NTC email secretary@ntc.gov.pk and telephone +92-51-9202839 for hearing requests. Use them for case questions only.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 11 October 2026. We read the NTC Anti-Dumping Duties In-Force page (as of 31 December 2025), the NTC notice of conclusion of the phthalic anhydride sunset review (ADC No. 56/2019/NTC/PA/SSR/2026) and the NTC preliminary determination notice on colour coated steel. We did not test the NTC site search. Duties may have changed after the list date, so confirm with the latest notice before you order.
