FGEHA's Margalla Orchards Housing Scheme on Park Road, Islamabad, was 50 per cent built as of September 2026, and FGEHA says Block A will be handed over by July 2027, 15 months ahead of the three year plan. A new payment schedule for all blocks starts on 1 November 2026. And on 5 October 2026 FGEHA disowned an affidavit circulating among allottees as unauthorised, telling members not to pay anyone on the strength of it.

Margalla Orchards is the new name for what the Federal Government Employees Housing Authority still lists as Phase X, the Park Road Housing Scheme. We read FGEHA's development update of 15 October 2026, its public notice of 7 October 2026 and its Phase X project page on 19 October 2026. This is what an allottee, or someone offered a file, can check today.

The scheme is a three way venture over 8,432 kanals, half built

FGEHA's update describes Margalla Orchards as a joint venture of FGEHA, DHA Islamabad and the Supreme Court Bar Association of Pakistan, spread over 8,432 kanals along Main Park Road. Physical progress reached 50 per cent in September 2026 against a three year completion timeline. The update names no contractor.

The project started under Supreme Court orders of 13 and 29 April 2015, with land in villages Tamma and Mariyan, opposite COMSATS University, acquired half for FGEHA and half for SCBAP. The layout plan was approved on 4 August 2022 and the balloting and allotment letter event was held on 14 September 2022. Provisional offer letters have been issued to both groups.

Block A possession is promised by July 2027, and payments restart on 1 November 2026

The update carries two messages. Block A allottees are told to follow an updated payment schedule from 1 November 2026 and clear pending dues to secure early possession by July 2027. Allottees of Blocks B to H are told to follow the upcoming schedule from the same date so handover stays on time.

The update does not publish the instalment amounts or the number of instalments. Those come to each allottee through the members portal and FGEHA's own letters. Block A is also where the Margalla Orchard Walk commercial area sits, which FGEHA presents as the reason for the earlier handover. We could not find a block map or a plot list on the public site, so a buyer offered a "Block A file" should ask the seller for the provisional offer letter and check the block printed on it.

FGEHA's possession procedure, published separately, requires the owner to appear for online verification, a dues clearance from Accounts and a no-litigation check from the Law Section before the surveyor hands over the plot on the same day. That process will apply here when Block A opens.

FGEHA has disowned a circulating affidavit, and no officer can bind it alone

On 5 October 2026 FGEHA's Director (Land) signed a public notice, posted on 7 October, about a document described as an affidavit or undertaking between the Director Land and two private individuals. It is circulating on social media and among scheme stakeholders, and claims commitments on land, allotment, development and payment.

FGEHA says the document is unauthorised, was neither issued nor approved by its competent authority, and forms no part of its record. Its fourth paragraph is the one worth remembering for any dealing with the Authority: no officer, including the Director (Land), can bind FGEHA to a settlement, financial arrangement or undertaking unless the Executive Board specifically authorises it. Members are told not to make any payment or enter any transaction on the basis of the document, and FGEHA reserves legal action over its circulation.

The practical test for an allottee is simple. If a payment demand does not appear in your login at efms.fgeha.online or billing.fgeha.online, and is not on a letter from FGEHA's authorised channels, do not pay it. FGEHA warned in February 2025 that fgeha.org is a fake copy of its site; the real one is fgeha.gov.pk.

How to check your Margalla Orchards file today

Everything an allottee needs sits behind the members portal and the billing portal. A buyer in the open market has less to go on, because FGEHA's transfer fee table does not list Park Road, so the transfer cost has to be confirmed at the Facilitation Centre in G-10/4.

  1. Log in at efms.fgeha.online with your CNIC number as the user ID. First time users register, confirm by email and enter the SMS code.
  2. Open the membership and payments pages and compare the dues shown with any demand you have received.
  3. Read the provisional offer letter for the block and plot size, and match it with the table above.
  4. Watch for the 1 November 2026 schedule on the portal and in FGEHA's letters; the update says it applies to every block.
  5. If you are buying, call FGEHA on 051-111-134342 and ask the Facilitation Centre for the Park Road transfer fee and whether the plot is clear of dues.
Five checks for a Margalla Orchards Park Road allottee or buyer before paying

A scheme run by a federal authority still needs the same discipline as a private one. The checks in the guide to CDA's approved housing society list do not apply here, because FGEHA schemes are not private societies, but the habit of paying only against a document you can verify does. If you have already paid a middleman on a promise, the steps in what to do after paying for a plot in an illegal scheme show how to put the demand in writing and recover.

Land owners in Tamma and Mariyan were asked to settle compensation in 2023

FGEHA published a notice on 14 February 2023 for Park Road land owners on recovery of compensation, the same day as a similar notice for F-14 land owners. It shows the land side of the scheme was still being settled two years after balloting, which is the usual reason a scheme's possession date moves.

The 50 per cent figure is FGEHA's own, and the update gives no breakdown by roads, water, sewerage or electricity. We take the July 2027 date as FGEHA's target, not a confirmed handover. The update describes Block A possession as something allottees "secure" by paying on the new schedule, so a missed instalment is the one thing an allottee controls.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 19 October 2026. The 8,432 kanals, 50 per cent progress, three year timeline, July 2027 Block A date and 1 November 2026 payment schedule come from FGEHA's development update of 15 October 2026. The affidavit warning comes from FGEHA's public notice signed 5 October 2026 and posted on 7 October. Plot counts, sizes, the 2015 court orders and the 2022 dates come from FGEHA's Phase X project page. All were read on 19 October 2026. We could not verify instalment amounts, a block map, or the Park Road transfer fee, because FGEHA does not publish them.
